LATE last week, the government empanelled 54 IAS officers as union secretary or secretary-equivalent and as many as 96 IAS officers as union additional secretary. Full list of 48 officers empanelled as GoI joint secretary; Some belong to 1985 batch, some 1997!

IN THE last couple of days, the Central Government announced the empanelment of as many as 48 officers belonging to IAS, IPS, Indian Railway Service of Mechanical Engineers, Indian Railway Personnel Service (IRPS) and Indian Railway Service of Electrical Engineers (IRSEE) as joint secretary to Government of India (GoI). And they belong to as old as 1985 batch and as new as 1997 batch. Significantly, as 17 officers belonging to 1985 batch Indian Railway Service of Mechanical Engineers get empanelled as joint secretaries, many of their IAS batch-mates were appoined as GoI additional secretaries. AIADMK chief J Jayalalithaa calls Umashankar’s suspension a political victimization

NOW, none other than political heavyweight and former chief minister of Tamil Nadu J Jayalalithaa has come forward to rescue 1990 batch IAS C Umashankar calling his suspension a case of victimization for taking on Maran brothers and another industrialist. Umashankar allegedly used fake SC certificates to enter into civil services.

Earlier, Mayawati-led Bahujan Samaj Party (BSP) gave full support to the suspended IAS by sticking posters in his favour. (Read: BSP’s postering in Umashankar’s favour)

Now, Jayalalithaa says the suspension smacks of victimization by the minority DMK government and made him a scapegoat after relations between Karunanidhi and Maran families improved.

She argued that Karunanidhi announced the launch of Arasu Cable Corporation (ACC) to pose a challenge to the Maran brothers' Sumangali Cable Vision (SCV), and made Umashankar the MD of ACC with a specific mandate from Karunanidhi to eliminate Maran brothers’ cable entity. She also said that Rs 400 cr was invested in the entity.

Jayalalithaa further argued that the IAS officer, who had been given a mandate by Karunanidhi to take on Maran brothers, was made the scapegoat and the new cable entity, ACC was made dysfunctional.

Action and Appointments

a) The ACC has approved the appointment of SK Srivastava, a 1978 batch Assam cadre IAS presently additional secretary in the ministry of labour and employment as additional secretary in the ministry of mines.

b) Dr Rakesh Sarwal, a 1988 batch Manipur-Tripura cadre IAS, presently working as joint secretary in the department of public enterprises has been appointed as joint secretary in the department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy on lateral transfer basis.

c) Ajay Kumar Singh, a 1987 batch Assam cadre IAS IAS, presently working as director in the department of land resources has been appointed as deputy Director General, in the Council for Advancement of People’s Action and Rural Technology (CAPART) (joint secretary level).

d) The appointment of BP Sharma, a 1981 batch Bihar cadre IAS as joint secretary in the Cabinet Secretariat has been cancelled.

e) Upendra Tripathi, a 1980 batch Karnataka cadre IAS, presently joint secretary in the ministry of minority affairs has been appointed as joint secretary in the cabinet secretariat.

Meet Sam Pitroda’s new OSD Kalpana Awasthi, 1990 batch IAS officer

TELECOM guru and adviser to Prime Minister, Public Information Infrastructure and Innovations, Sam Pitroda may not be keen to build a team around bureaucrats, but he finally gets Kalpana Awasthi, a 1990 batch Uttar Pradesh cadre IAS officer as his OSD. Ms Awasthi who has been a director in Prime Minister’s Office (PMO) from March 2005 is now on an extension of her Central deputation tenure.

Kalpana Awasthi is a first class graduate in history from Sophia College under Bombay University, and later she completed a year-long MA course in international development policy from USA. In 1999, she attended a 10-week-long programme on local government.

Starting her career as a joint magistrate of Aligarh, she was the DM in Fatehpur in late 1990s. She executed various assignments in the cadre including one as chief development commissioner in Allahabad before moving to New Delhi’s power center --- the PMO.

Lady IPS officer who testified against Advani may be shifted to US, claims Pak daily

1990 batch UP cadre IPS officer Anju Gupta, who has recently become a newsmaker thanks to her testimony against BJP leader LK Advani in an 18-year-old case of demolition of Babri mosque, could head towards an US posting because of security reasons, a Pakistani newspaper said.

According to Daily Times who broke the story said the senior UP cadre police officer who was incidentally was an eyewitness of the destruction at Ayodhya on December 6, 1992 is expected to be appointed an attaché at the Indian Embassy in Washington DC.

The newspaper quoting Indian home ministry sources said that she might face security threats because of her deposition and might be shifted to the US along with her husband Safi Ahsan Rizvi, an IPS of 1989 batch. Mr Rizvi who is an MBA from premier B-School IIM-Ahmedabad, is an Officer in Special Duty (OSD) to India’s home minister P Chidambaram.

Significantly, Ms Gupta who as an IPS officer was the part of the administrative arrangements in Faizabad on the fateful days leading to the demolition of the mosque said that Mr Advani delivered a provocative speech to the throng of kar sevaks who eventually tore down the mosque.

Ms Gupta, 47, now serves the ministry of home affairs (MHA) in New Delhi. In late 1990s she was far ahead of her peers in cracking down criminals in and around Lucknow, and was decorated with the Police Medal for meritorious services on February 8, 2009. She also has immense contribution in counter-human trafficking measures in India.

Dramatic Move: Actor IAS V Venu as a manipulative contractor

IMAGINE an IAS officer taking a dramatic move of donning the role of a shrewd contractor who tries to manipulate bureaucracy and politics! During the recent Bharat Rang Mahotsav, a theatre festival organized by the National School of Drama in New Delhi, Kerala’s tourism secretary Dr V Venu, a 1990 batch IAS, donned that role of a manipulative contractor as he acted in a Malayalam play ‘Palangal’, (bridges), an adaptation of the work of famous poet K Ayyappa Panicker.

Directed by D Reghoothaman and staged by Abhinaya theatres, Thiruvananthapuram, ‘Palangal’ depicts the events that surround the proposed construction of a bridge where Dr Venu came to the centrestage, literally.

The bureaucrat, who studied medicine surgery before getting into IAS, told media that he was an actor during the college days, but discontinued his passion thanks to the mounting work pressure. But he chose to revive his talent on stage once he joined the culture department in the state about three years ago. He was also in the Central deputation and worked as deputy secretary in the ministry of tourism and culture in 2003-04. Later, he was promoted to a director level post, deputy director general, in the ministry of tourism in New Delhi.

Thanks to his personal interest in acting, Dr Venu has initiated a programme under which a number of Kerala’s award-winning theatre directors performed plays in UK, South Korea, Japan and Russia recently.

So will the IAS-cum-actor stage a play for the global audience too, for promoting tourism in the God’s own country?

11 senior officials transferred in Bihar

In a major reshuffle in bureaucracy in Bihar, chief minister Nitish Kumar has transferred 11 senior bureaucrats, including principal secretary Girish Shankar. State’s urban development and housing principal secretary Afzal Amanullah will now hold the important post of a cabinet coordination. Amitabh Verma, principal secretary to the animal husbandry department, will be given additional charge of cooperative department, whereas R K Khandelwal will be secretary to the revenue department.
