Tenure curtailed for Khadi and Village Industries Commission CEO, two other senior officers

THE government has curtailed the tenure of Anshu Sinha, 1999 batch Maharashtra cadre IAS and CEO of Khadi and Village Industries Commission (KVIC) barely five months after she was brought into Mumbai to head the Commission. Two other officers whose current tenure is also curtailed are 1988 batch Uttar Pradesh cadre IAS Manoj Kumar Singh and 1996 batch Indian Audit and Account Service officer Shanti Priya Sarela. Richie Rich Andhra IAS arrested

YET another IAS officer has been caged by investigative authorities for amassing income disproportionate to his known sources of income. The Anti-Corruption Bureau (ACB) of Andhra Pradesh arrested a 1999 batch IAS, M Jagan Mohan, after alleged unearthing of assets worth Rs 20 crore. The 52-year old Mohan, who was promoted to IAS 11 years ago, is currently posted as joint collector of Ranga Reddy district.
According to media reports, the ACB raided his residence on Tuesday and claimed to have recovered huge assets including Rs 1.5 lakh in cash, three kg of gold and documents of properties worth in crores.
Reports quoting an ACB joint director further said that bank balance amounting to Rs 12 lakh and investments in life insurance policies, national savings and Kisan Vikas Patras amounting to Rs 15 lakh were also seized during the raid. Among other articles seized during the raid included a car valued about Rs 7 lakh.
About three months ago, the residences of a number of IAS officers were raided in Madhya Pradesh and Chhattisgarh by Income-Tax department. In the house of Arvind Kumar Joshi and Tinoo Joshi, both 1979 batch Madhya Pradesh cadre IAS, a whopping Rs 3.1 crore in cash, jewellery and documents of properties were seized.

A life-like portrait of the Marshal of the Indian Air Force Arjan Singh DFC was unveiled by Air Chief Marshal PV Naik at IAF’s Akash Officers’ Mess in New Delhi recently. The portrait of the icon was painted by noted painter Sanjay Bhattacharyya whose other portraits of former Presidents also adorn the precincts of Rashtrapati Bhavan, the Parliament House and other distinguished institutions. The Marshal who celebrated his 92nd birthday on April 15, last month was commissioned as a fighter pilot in Dec 1939. He was conferred the rank of Marshal of the Indian Air Force on Jan 26, 2002 making him the only ‘five-star’ rank officer of the IAF till date.

Full-fledged Indian Legal Service and Indian Educational Service on the cards


THE Central government ministries which do not have specialized officers have begun the process of creating new group A services. In fact, the creation of Indian Educational Service (IES) and the overhaul of the existing Indian Legal Service (ILS) to turn it into a Group A service at par with other services like IAS, IFS, IPS, IRS etc., are on the cards now as both the ministries have begun the process of creating such specialized services.
The law ministry is now preparing a cabinet note which aims at overhauling the Indian Legal Service, and has started consultations with the department of personnel and training (DoPT) in this regard, according to media reports. The plan suggests that there will be entrance examination followed by interviews just like any other Group A service. The officers are likely to be trained at National Judicial Academy, Bhopal.
Currently, recruitment for Indian Legal Service is done only when vacancies arise, and they are filled up by practising lawyers rather than fresh law school graduates.

a) The Appointment Committee of the Cabinet has approved the extension of inter-cadre deputation of Arun Kumar Sinha, a 1999 batch Manipur-Tripura cadre IAS from Manipur-Tripura cadre to Jharkhand cadre for a further period of two years with effect from Septmber 16, 2009
b) R Bhattacharya, a 1978 batch Andhra Pradesh cadre IAS, presently Adviser, Planning Commission has been appointed as additional secretary and financial adviser in department of Information Technology in the ministry of communications and Information Technology in the vacancy of R C Misra, a 1976 batch Orissa cadre IAS.
c) Justice Sanjay Yadav, Justice Kedar Singh Chauhan, Justice Satish Chandra Sharma, Justice Prakash Shrivastava and Smt. Justice Indrani Datta, have been appointed as Judges of the Madhya Pradesh High Court, in that order of seniority.
d) Justice Bijaya Krishna Patel, Additional Judge of the Orissa High Court, has been appointed as the Judge of the Orissa High Court.

IAS officers reportedly sabotage a fellow IAS receiving a prestigious state award of Chhattisgarh

A LAST minute decision of debarring public servants from receiving state awards by the Chhattisgarh government forced an IAS officer to face the humiliation of reaching an award venue only to return empty handed. A Chhattisgarh cadre IAS officer of 1999 batch Sonmoni Borah reached an award function in state capital Raipur on November 1 only to realise that his name was deleted at the last moment reportedly at the behest of a few senior IAS officials close to chief minister Raman Singh. Shahid Veer Narayan Singh Award, which is conferred every year on the state’s Foundation Day, was earlier received by an IPS officer Ramesh Sharma, now IG of Bilaspur. Mr Borah, the Bilaspur district collector, was selected for this year's Shahid Veer Narayan Singh Award for his “exemplary service in the field of development” among tribal and backward communities by a committee under the chairmanship of Sohan Potai, a tribal MP from Kanker and four other tribal MLAs. Significantly, diktat from the Chhattisgarh government came at a time when Department of Personnel & Training (DoPT), which maintains the profiles of IAS officers, has decided to include awards, citations, articles, books etc.in the Executive Record Sheets, or ER sheets of IAS. Sources said that Borah’s name was deleted at the last moment following a section of senior civil servants of the state raising an objection and conveying their views to chief minister Raman Singh who was then in South Africa.

Action & Appointments a) D R Meena, ILS, presently additional secretary, department of legal affairs, has been appointed as secretary department of legal affairs for a period of one year from the date of assumption of charge of the post in place of T K Viswanathan, ILS who completed his tenure on 31st October, 2009. b) Ms Kiran Dhingra, a 1975 batch UT cadre IAS and secretary in the ministry of housing and urban poverty alleviation will hold additional charge of the post of secretary in the ministry of shipping for a period of three months with effect from 1st November, 2009. c) The competent authority has approved the induction of Ashok Tewari, a 1993 batch IPS from Himachal Pradesh cadre as DIG in the CBI for a period of 5 years in accordance with the IPS Tenure Policy, 2000 with effect from the date of his joining in the CBI.

Action & Appointments: Ashok Chawla to hold additional charge of revenue department for 11 days

a) ASHOK Chawla, a 1973 batch IAS officer of Gujarat cadre and current finance secretary, will hold additional charge of the post of Secretary, department of revenue under the ministry of finance during the period from 17th August, 2009 to 28th August, 2009 when revenue secretary P V Bhide, a 1973 batch Andhra Pradesh cadre IAS, will remain on leave. b) The extension of appointment of Dr C Chandramouli, a 1985 batch Tamil Nadu cadre IAS as OSD in the Office of the RGI, in the rank and pay of Joint Secretary has been approved for a period of three months beyond July 9, 2009. c) The Appointments Committee of the Cabinet (ACC) has approved, ex-post-facto, for entrusting additional charge of the post of Development Commissioner, Dahej Special Economic Zone under Department of Commerce to S N Patil IOFS (1988), Joint Development Commissioner, Kandla SEZ, in addition to his own charge, for a period of three months beyond June 15, 2009 or till such time as the post is filled up on a regular basis. d) The Appointments Committee of the Cabinet has not approved the proposal of the Ministry of Coal for extension of tenure of Rajiv Sharma, a 1976 batch IAS and additional secretary in the ministry of coal. e) The inter cadre deputation of Ajoy Sharma, a Punjab Cadre IAS of 1999 batch from Punjab to AGMUT cadre for appointment as Joint Secretary (Finance), Chandigarh for a period of three years, has been approved. f) The Inter-Cadre deputation of Har Sahay Meena, a 1997 batch IAS of Tamil Nadu cadre, from Tamil Nadu to Rajasthan cadre has been approved for a period of 3 years. g) The Appointments Committee of the Cabinet has approved the proposal of the ministry of home affairs for in-situ upgradation of the following officers belonging to the 1974 and 1975 batches of the Indian Police Service as Director General of Police in the pay scale of Rs 75500-80000. They are: (i) R K Mathur, IPS (CH, 1974), presently working as Director, NCRB(ADG level) (ii) R Bagchi, IPS (WB, 1975), presently working as Additional Director in IB. (iii) A B Mathur, IPS (MT, 1975), presently working as Additional Secretary in the Cabinet Secretariat. (iv) O P S Malik, IPS (UP, 1975), presently working as DG, NCB (ADG level).
