Road to North Block: RS Gujral appointed new revenue secretary

ALL roads don't lead to North Block. But RS Gujral, a 1976 batch Haryana cadre IAS and presently secretary of the ministry of road transport and highways has been appointed as revenue secretary in place of Sunil Mitra, a 1975 batch West Bengal cadre IAS who is retiring on June 30, 2011.

An old hand of minister Kamal Nath, Gujral was brought in as secretary to the ministry of road transport and highways when Nath was the road transport and highways minister. A Humphery fellow from US, Mr Gujral was the Director General of Foreign Trade and had closely worked with Nath when the latter was the minister of commerce and industry during the last UPA government.

Why will Sumit Bose become next finance secretary, and not R Gopalan?

WITH the appointment of disinvestment secretary Sumit Bose as the ODS in the department of expenditure under the finance ministry, the decks are cleared for this 1976 batch Madhya Pradesh cadre IAS to become India’s next finance secretary. As Bose will retire only in March, 2014, he will have a long-haul in the North Block’s power centre.

Bose will first become the expenditure secretary by the end of this month when the incumbent and Bose’s two batch senior officer of the same cadre Sushama Nath’s extension ends.

But how will then Sumit Bose become India’s finance secretary? Here is how the situation works in his favour.

According to conventions, the senior most officer among secretaries of all departments of the finance ministry is designated as finance secretary. The departments in finance ministry include the department of economic affairs, department of financial services, department of revenue, department of expenditure and department of disinvestment. And with revenue secretary and 1975 batch IAS Sunil Mitra retiring in the end of the next month, there will be no officer senior to Bose provided the government does not bring in a 1975 batch officer as revenue secretary. But that’s a rare possibility.

But how will then Bose become finance secretary and not his batch-mate and one of FM’s favourite officers R Gopalan, currently working as secretary in the department of economic affairs? In the merit-cum-seniority list of 1976 batch, Bose is marginally above Gopalan and hence Bose will be designated as the finance secretary.

Had commerce secretary and 1975 batch IAS Rahul Khullar become the DEA secretary, the situation would have been different. Khullar would have been the finance secretary by the simple measure of seniority.

The only impediment in Bose becoming finance secretary now is the induction of any of the three officers, S Sundareshan, Uday Kumar Varma and Anita Chaudhary, as revenue secretary. All these three officers are Bose’s batch-mates, but are senior to him in the merit-cum-seniority list. But that argument is only for theoretical purpose as none of those officers has a chance to become revenue secretary and thereby finance secretary.

Banking On: Who is 1976 batch IAS Shashi Kant Sharma?

AMID major bureaucratic reshuffle in the ministry of finance ahead of this year’s Union Budget, Shashi Kant Sharma, a 1976 batch Bihar cadre IAS, took over as the new secretary in the department of financial services on Wednesday. Sharma, who was till recently a secretary in the department of information technology, is replacing his batch-mate R Gopalan who in turn was virtually elevated as secretary of a relatively important department, DEA (department of economic affairs). Sharma has over one and half years left for retirement.

Hailing from Uttar Pradesh, Sharma began his career as a sub-divisional officer at Banka way back in July, 1978 before taking up various key responsibilities both in state and the Centre. In early 1980s, he had served as Managing Director of Bokaro Industrial Aread Development and then as district magistrate of Bhagalpur. One of his high points of his career in his home cadre included his posting as collector and district magistrate of Patna district.

A post graduate in political science and MSc in administrative science and development problem from the University of York (UK), Sharma moved to the Centre first as a director in the department of youth affairs and sports in 1992, and later as joint secretary in the defence ministry where he was later promoted as additional secretary. Sharma also served as additional secretary in the department of administrative reforms and public grievances.

What transpires in EC’s meeting with Sudhir Chandra on use of money power in elections?

The Election Commission on Wednesday had a meeting with CBDT chairman Sudhir Chandra to update measures taken by Central Board of Direct Taxes (CBDT) to control the use of money power in elections in the five states of Assam, West Bengal, Tamil Nadu, Kerala and Puducherry. The Commission expressed satisfaction over the performance of the officers of Income Tax department during Bihar election and asked the chairman, CBDT to carry forward such exercises during the polls in the five states, said an official release issued by Election Commission. I-T department will play a key role in surveillance in airports, major hotels, railway stations, financial brokers and hawala operators during elections in addition to monitoring suspicious cash withdrawal from the banks. The Commission has asked the I-T department to verify the assets declared in the affidavits by the candidates and to send report to the Commission.

Pradeep Kumar Misra, 1976 batch IAS appointed as India's new steel secretary

Pradeep Kumar Misra, a 1976 batch UP cadre IAS who has a successful innings as Establishment Officer in DoPT, is shifting to Udyog Bhawan as steel secretary. Misra, who had served as a joint secretary in defence ministry for about six year during the NDA regime, later joined home ministry as an additional secretary for a brief period.

A post graduate in economics, PK Misra became a known name among senior officers across the country once he joined one of the key posts in North Block, Establishment Officer back in February 2007. As an Establishment Officer, he played a key role in major postings, transfers etc. of senior Group A civil servants.

He is replacing Atul Chaturvedi, his two-batch senior in the same UP cadre who is retiring August 31, 2010.

As an EO in DoPT, he fixed an one-hour visiting period in the afternoon for any visitor who wanted to have an interaction with him. Punjab and Sind Bank may again be headed by an IAS

WILL Punjab and Sind Bank get an IAS chief once more? The finance ministry has begun a manhunt for an IAS officer to be appointed as chairman and managing director (CMD) of the bank which has received the Reserve Bank of India’s approval for an initial public offer (IPO).

According to Business Standard, the finmin has begun the search within bureaucracy when they were unable to find a senior Sikh banker to replace GS Vedi as the CMD of the Delhi-headquartered bank. Mr Vedi is retiring in the end of June.

RP Singh, current DIPP (department of industrial policy and promotion) secretary, and a 1976 batch IAS officer of Andhra Pradesh cadre headed the bank before present incumbent Mr Vedi took over as the CMD. Mr Singh’s main mandate, according to the news report, was to bring the bank on the right track after it had piled up debts and refused to modernize. The new CMD will have a major responsibility as the bank is targeting to raise Rs 500 crore through an IPO. 

Govt curtails cabinet secretary’s power to scrutinize complaints against secretaries, received by CVC

IN A major bid to strip off the powers of India’s cabinet secretary in handling complaints against secretaries of the government of India, the government issued a corrigendum to an earlier circular thereby allowing Central Vigilance Commission (CVC) to look into the complains including the anonymous ones against the secretaries. According to earlier circular, such complaints would first be scrutinized by a group headed by the cabinet secretary which could even close such a complaint if it is found to be frivolous.

Now, the cabinet secretary will be able to scrutinize only those complaints against secretaries which come to DoPT or PMO. But if any person sends the complaint to CVC, the cabinet secretary would not be able to scrutinize it, let alone closing it. Significantly, the cabinet secretary is the senior most secretary of the government. The current cabinet secretary, an officer of 1970 batch is six years senior to the junior most secretaries of the government of India who are from 1976 batch.

Also, according to the new amendments, the group headed by cabinet secretary would be able to look into those complaints given by the CVC, and not all complaints received by the CVC.

Bureaucrat-turned Sena activist to train Maharashtrian youths to grab IAS, IPS

FORMER IAS officer Avinash Dharmadhikari, and activist of Shiv Sena will run an IAS-IPS training academy to help Maharashtrian youths with preparing the UPSC exams. The institute, set up by Sena MLA Vinod Ghosalkar and inaugurated by Sena leader Uddhav Thackeray recently, is meant for producing more IAS officers from Maharashtra.

Mr Dharmadhikari who became a newsmaker for his book “Aswastha Dashakachi Diary”, (Diary of a Decade of Agony) was a 1986 batch IAS, but quit the service in 10 years. Some of his major postings as an IAS included additional collector, Pune, district collector, Raigad (Alibag) and deputy secretary to Maharashtra chief minister.

Prabeer Kumar Basu, a 1976 batch Bihar cadre IAS officer, has taken charge as secretary, agriculture and cooperation in New Delhi on Tuesday, replacing T Nanda Kumar who retired from service on February 28, 2010. He served as additional secretary in the department of agriculture from March, 2007 to November, 2009 before being elevated as special secretary in the ministry from November, 2009.

According to a government release, Basu has been instrumental in the conceptualization and implementation of flagship programme of the ministry of agriculture including Rashtriya Krishi Vikas Yojana, and played a special role in the revision of the Macro Management of Agriculture and drawing up the guidelines for the National Food Security Mission. Being the Drought Relief Commissioner earlier, he played a key role in Centre’s attempts to contain draught last year.

Chief secretaries to meet on Monday to deliberate issues on security, technology, global challenges and opportunities

CHIEF secretaries of all Indian states and Union Territories are landing up in New Delhi to attend the first annual conference of chief secretaries, to be inaugurated by Prime Minister Dr Manmohan Singh on Monday. The two day conference, which is aimed at institutionalizing the process of interaction with states and Union Territories, will act as a standing forum for exchange of views between the Centre and the states and provide an occasion for interaction on internal matters, a government release said.

The conference, which is organized by the Department of Administrative Reforms and Public Grievances, will deliberate upon the latest trend in technology, emerging global challenges and opportunities and key security concerns to name a few. Global developments that have a bearing on the country would also figure prominently during the conference.

The conference will also be attended by the minister of state for Prime Minister’s Office (PMO) and ministry of personnel, public grievances and pensions Prithviraj Chavan, cabinet secretary KM Chandrashekhar, in addition of various Government of India secretaries.

Job at 60: Global metal company Vedanta wants to get retired Indian bureaucrats on board

FOR someone who appeared for the civil service examination some 40 years ago, missing a newspaper advertisement for employment is nothing unusual. If you are a retired secretary to government of India, or a former chief secretary of a state, the newspaper advertisement issued by global metal major Vedanta Resources Plc, London-listed FTSE 100 company with an annual revenue of USD 7 billion, is meant precisely for you. The company has asked “former bureaucrats with IAS background and former members of judiciary” among others to apply for its advisory board which will function as “think-tank” and will closely work with its CEOs. The advisory boards are being formed for Vedanta Group companies such as Hindustan Zinc (Rajasthan), BALCO (Chhattisgarh), Vedanta Aluminium (Orissa), Sesa Goa and Sterlite Industries India Ltd (Tamil Nadu). UIDAI jobs: Nilekani finds it tough to attract senior government officers; DoPT admits lack of interest for JS level posts

IT’S now official. The much talked about Unique Identification Authority of India (UIDAI) headed by corporate honcho and former Infosys co-founder Nandan Nilekani has failed to attract government talent as sufficient number of IAS, IPS and officers of other group A services have not shown interest in joining this unique project of giving an identification number to every Indian citizen.

In a candid admission, the department of personnel and training (DoPT) in a wireless message dated January 18, and marked to all state chief secretaries, said: “sufficient nominations have not been received to fill up the posts of deputy director generals (DDG at Joint Secretary level) in each of the regional offices of UIDAI located at Lucknow, Mumbai, Ranchi, Guwahati and Chandigarh”. Earlier, the DoPT in a message dated October 7, 2009, had asked state chief secretaries and other cadre controlling authorities to send names of officers to fill up these posts. The department has now appealed once again that the names of willing officers who are empanelled to hold joint secretary or equivalent posts should be recommended for filling up the UIDAI’s DDG posts. Over a month ago, the government sent a reminder to cadre controlling authorities about vacancies at the level of assistant director generals.

The DoPT’s current message has been marked to home secretary GK Pillai, secretary of environment and forests Vijay Sharma and other cadre controlling authorities of group A officers.

Babus in Demand: 6 posts of executive directors up for grabs in NHAI

The DoPT has written to all chief secretaries to recommend names of officers for filling up six vacancies in National Highways Authority of India (NHAI). According to the DoPT’s letter dated January 19, 2010, the vacancies at the level of joint secretaries (Pay band of Rs 37400-67000, PB 4, and grade pay of Rs 10,000) have arisen at Kolkata, Lucknow, Guwahati, Mumbai, Bengaluru and Bhopal. The nominations should reach in four weeks beginning January 19, 2010.
