DoPT secretary-headed panel gives its nod to Rahul Ranjan Mahiwal’s inter cadre deputation to Bihar; rejects Rahul Singh’s proposal for Haryana

INTER cadre deputation of 2005 batch Maharashtra cadre IAS Rahul Ranjan Mahiwal from Maharashtra cadre to Bihar cadre has cleared a hurdle, as secretary DOPT-headed committee in a meeting dated November 18 decided to give its go ahead. The proposal, however, needs to be approved by the Appointments Committee of the Cabinet. The same secretary-headed committee rejected the proposal of inter cadre deputation of Rahul Singh, 2013 batch AGMUT cadre IAS, from AGMUT cadre to Haryana. Here are six cases of inter-cadre deputation or their extension, and decisions on those:
DoPT secretary-headed panel gave its nod to inter cadre deputation of 2005 batch Maharashtra cadre IAS Rahul Ranjan Mahiwal from Maharashtra cadre to Bihar cadre. The panel found that the officer being of 2005 batch had completed the mandatory period of nine years and has not reached supertime scale. Also, both the state governments i.e. Maharashtra and Bihar have conveyed consent or no objection for inter cadre deputation of the officer. So the committee recommended the proposal and directed to put ACC note for the approval of ACC. 
But for inter cadre deputation of Bhaskar Jyoti Sarma, 1999 batch Odisha cadre IAS, the committee directed to seek comments/consent from state government of Odisha. Sarma requested to reconsider his proposal on the grounds that his spouse (from the same batch and cadre) was already recommended for inter cadre deputation to Assam. The government of Assam conveyed its approval to the proposal, but the consent from Odisha government was missing. 
In case of inter cadre deputation of Rahul Singh, 2013 batch AGMUT cadre IAS from AGMUT cadre to Haryana, the secretary-headed committee rejected the proposal. Yes, the state government of Haryana conveyed its consent, but the committee found that the proposal was not covered under the extant guidelines. 
The committee further gave its nod to extension of inter cadre deputation of 2006 batch Karnataka cadre IAS Ms Gurneet Tej for a further period of two years, and the extension of inter cadre deputation of 2005 batch Tripura cadre IAS Gitte Kirankumar Dinkarrao from Tripura cadre to Maharashtra cadre for a further period of two years beyond February 3, 2017. Both the cases would now be taken up by the ACC, but that will at best be a formality. 
Another case — the extension of inter cadre deputation of Ms A Shainamol, 2007 batch Himachal Pradesh cadre IAS, from Himachal Pradesh cadre to Kerala cadre for a further period of two years beyond February 2, 2017 was put up almost four months ago. This time, the committee decided to give its nod and directed ACC note to be prepared upon receiving the officer’s vigilance report.
