EARLY this week, the Central government empanelled eight officers belonging to Indian Audit and Accounts Service (IA and AS) for holding posts of joint secretary or JS-equivalent at the Centre. All belong to 1996 batch. Here is the full list of the newly-empanelled joint secretaries:

HAPPY HOLI: Can you identify the missing IAS from Bihar?

Senthil Kumar, a 1996 batch IAS officer from Bihar cadre, who was the commissioner of Patna Municipal Corporation for the last one year, has been reported as missing. Significantly, Bihar Vigilance Bureau investigators have been looking for the IAS officer, who ceased to be the PMC commissioner only on February 3, 2010, a section of media reports said. Mr Kumar, who hails from Tamil Nadu and is a qualified electrical engineer, has been allegedly committed financial irregularities in the Corporation.

Media reports quoting Additional Director General, Anil Kumar Sinha, said that a legal notice has been issued to Kumar asking him to appear before the police and give clarifications regarding the anomalies in Patna Municipal Corporation. The police officer further said that necessary actions would be initiated against Mr Kumar if he fails to appear before the vigilance bureau.

According to the allegations, the irregularities pertained to clearance of maps of some under-construction buildings, advertisement rights to companies in hoardings and purchase of trucks and equipment.

A new book on Indian Railways

The book named “Changing Tracks: Reinventing The Spirit of Indian Railways”, written by V Nilakant and S Ramnarayan was released recently in ISB, Hyderbabad, recently. It talks about the major innovations in Indian Railways between 2004 and 2008, or the Lalu era. Significantly, Sudhir Kumar, 1982 batch Bihar cadre IAS officer and ex-OSD to former railway minister Lalu Prasad co-authored a book titled “Bankruptcy to Billions: How the Indian Railways Transformed”, but came under criticism when incumbent minister Mamata Banerjee contradicted Lalu regime’s claim that the Railways made whopping Rs 90,000 cr during those five years of his rule.
