Deputy secretary-level officer wanted for a Washington-based IMF post

THE government is looking for an official at the rank of a deputy secretary or director for the post of Adviser to the Executive Director, International Monetary Fund (IMF). The selected candidate will have a three-year term, and will be based out of Washington.
In a letter dated September 12, 2011, the department of personnel and training (DoPT) wrote to Union secretaries and state chief secretaries in this regard. The mandatory qualifications include two years of cumulative working experience in the ministry of finance or economic ministries, and “substantial graduate level university degree” in areas related to the work of the Fund, and most desirably, in economics with an emphasis on macroeconomics, monetary economics and public finance. The familiarity with major Fund-related issues is also required.
The “desirable qualifications” include experience of dealing with externally aided projects, experience in the department of economic affairs (DEA), degree in economics or MBA or international trade or public finance.
The officer should not be over 54 years of age. The last date of application is October 14, 2011.

Top officials may get encrypted mobiles for emergencies
The government may provide encrypted mobile phones to some of its officials handling sensitive issues. The phones which work on reserved air frequency will be helpful in case of emergencies, some media reports said. The Prime Minister’s Office is expected to hold a meeting in this regard to take the final call. During the recent Mumbai blast, all telephone lines got jammed, and for 15 minutes even the chief minister of the state could not get an update on the rescue operation.

Pak’s new economic team to chase IMF commitments; Boston-educated bureaucrat made finance secretary

PAKISTAN government has reshuffled its key economic team and made Waqar Masood Khan, a doctorate in economics from Boston University as the country’s finance secretary. Current finance secretary Salman Siddique has been appointed as the new Federal Board of Revenue chairman, a demotion in technical terms as the revenue department in Pakistan like that in India comes under the finance ministry.
The reshuffle of the nation’s elite economic team became necessary as Pakistan has been struggling to fulfill its commitments to the International Monetary Fund (IMF), according to Pakistan’s media report. The new team is likely to gear up for the imposition of the Reformed General Sales Tax (RGST) regime. Federal Board of Revenue chairman Sohail Ahmed has been posted as the federal planning and development secretary with immediate effect.
Boston-educated Waqar Masood Khan also holds an MA degree in economics and LLB from Karachi University. Currently, he has been working as special secretary to Prime Minister Yousuf Raza Gilani. According to The Nation, the decision of the reshuffle was taken in a meeting attended by the country's President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani.

BS Lalli on his way out
President Pratibha Patil has reportedly signed the order for suspension of Prasar Bharti CEO BS Lalli, a 1971 batch retired IAS officer. According to the Prasar Bharati Act, the chairman or a member of Prasar Bharti can only be removed by an order of the President on the ground of misbehaviour after the Supreme Court holds an inquiry following a reference to it. Lalli has faced an allegation of irregularities in awarding the contract for broadcast of Commonwealth Games to a UK-based firm SIS Live. Lalli has so far denied any wrong doing.

a) Ajay  Kumar, a 1985 batch Kerala cadre IAS has been appointed as joint secretary in the department of information and technology in place of Rakesh Singh, a 1978 batch Punjab cadre IAS who has become additional secretary in the department of financial services.
b) Ms. Anjali Anand Srivastava, a 1982 batch IAAS has been appointed as joint secretary and financial adviser in the ministry of coal.
c) Praveen Kumar Tiwari, a 1985 batch IAAS has been appointed as Director, Financial Intelligence Unit--India at joint secretary level. He replaces Arun Goyal, a 1985 batch UT cadre IAS who has become Minister (E and C) at Embassy of India, Tokyo.
d) Nar Singh Dev a 1996 batch IIS, presently working as joint secretary (director level)
in the UPSC has been appointed as OSD to the minister of parliamentary affairs Pawan Kumar Bansal.
e) Ajay Kumar Singh, a 1989 batch Jharkhand cadre IPS has been appointed as director in the ministry of home affairs.

Government offers a cool job in Washington-based IMF

FOR joint secretary level officers in India, here’s a chance to grab a high-profile post in Washington DC. The government is looking for a suitable candidate the post of Senior Adviser to the Executive Director, International Monetary Fund (IMF) Washington, (joint secretary level), under the Department of Economic Affairs. 
For the record, Dr Arvind Virmani who had served as the Chief Economic Advisor in the ministry of finance, is India’s Executive Director in the IMF. That means the selected candidate needs to work closely with Dr Virmani. The post which is now upgraded to the joint secretary level, falls vacant on December 14, 2010.
The officer must have been empanelled to hold joint secretary or equivalent posts at the Centre, and must have worked for at least 2 years at the Centre under Central Staffing Scheme as on date of vacancy. Officers must be below 54 years as on the date of vacancy ie December 14, 2010.
Among desirable qualifications include experience of dealing with externally aided projects, degree in international trade or MBA etc.

Do you want a posting in Washington DC or Beijing? Govt asks deputy secretary and director level officers

WHO says beggars are not choosers? For IAS and other Group A service officers, who wish to get a foreign posting like their IFS counterparts, here are two options, one in Washington DC and the other in Beijing.
The government is looking for almost similar profiles for filling up two posts, one newly created post of Counsellor (Economic) for the Economic Wing of Embassy of India in Chinese city of Beijing, and the other adviser to the IMF Executive Director in Washington DC. For both the posts, circulars have come out at the same time, and the last date is the same --- August 31, 2010. Here are the details:

Counsellor (Economic) in Embassy of India, Beijing, China
It is proposed to fill up the newly created post of Counsellor (Economic) in the Economic Wing of Embassy of India in Beijing, China for a period of 3 years. Officers of the rank of deputy secretary or director of the Government of India or equivalent level are eligible for the post. Officers applying for this post must have worked for at least two years at the Centre under the Central Staffing Scheme, and should not be over 54 years of age. Officers having knowledge of Mandarin will be preferred.

The post will lie vacant as S Krishnan, a 1989 batch Tamil Nadu cadre IAS has completed his extended tenure on December 14, 2010. Officers of the rank of deputy secretary or director of the Government of India or equivalent level are eligible for the post. Officers applying for this post should have a minimum two years cumulative working experience in the ministry of finance or economic ministries. He should be familiar with major fund-related issues. A person with a degree in international trade or MBA, will be preferred. The officer should not be over 54 years of age on the date of occurrence of vacancy.

a) The Appointments Committee of the Cabinet has approved the proposal of the ministry of home affairs for the extension of inter-cadre deputation tenure of Vineet Vinayak, a 1995 batch Sikkim cadre IPS from Sikkim to Bihar for a further period of three months.
b) The Appointments Committee of the Cabinet has approved that Ranjan Chatterjee, a 1976 batch Assam cadre IAS, Consultant, Planning Commission may be allowed the pay of secretary to the government of India with effect from November 24, 2009.

Dr Arvind Virmani to have an interesting tenure in International Monetary Fund

DR ARVIND Virmani’s tenure as executive director of International Monetary Fund (IMF) will be much more interesting than his predecessors given the fact that India intends to make available up to USD 10 billion to shore up resources of the International Monetary Fund (IMF). Currently, IMF has no exposure in India though the international body was a key player in bailing out India from its financial mess in early 1990s. It was already reported that the Appointments Committee of the Cabinet (ACC) approved the appointment of Dr Virmani, currently on extension as chief economic adviser in department of economic affairs (DEA), as executive director in IMF. Dr Virmani will replace Adarsh Kishore, a 1969 batch Rajasthan cadre IAS, in the IMF. Mr Kishore was a former expenditure secretary and then finance secretary. Dr Virmani who served as director in state-owned banks like Punjab National Bank and Allahabad Bank and also in the government think tank ICREAR, is a known economist with a PhD degree from Harvard University.

Action & Appointments a) Tara Datt, a 1983 batch IAS has been appointed as joint secretary in the ministry of minority affairs, in the pay band of Rs 37400-67000, (PB-4) with a grade pay of Rs 10000, for a period of five years. b) S K Srivastave, a 1978 batch Assam cadre IAS, and additional secretary in the ministry of labour and employment has been given additional charge of the post of Director General, Employees’ State Insurance Corporation (ESIC). c) The Appointments Committee of the Cabinet has approved, ex post facto, extension of tenure of R Parasuram, a 1978 batch MP cadre IAS as Minister (Agriculture) in Embassy of India, Rome beyond June 28, 2009 and upto July 20, 2009. d) The Appointments Committee of the Cabinet has not approved the proposal of the Department of Atomic Energy for extension of Central deputation tenure of Dr P Mukherjee, IA&AS (1980), joint secretary & financial advisor in that department. e) The proposal of inter-cadre transfer of Romil Baaniya, a 2007 batch Nagaland cadre IPS, has been approved. He is a joint secretary & financial advisor in the ministry of coal and holding additional charge of the post of joint secretary & financial advisor in the ministry of youth affairs & sports for a period beyond October 27, 2009 and upto December 31, 2010.
