New norms prevent Chinese bureaucrats to use luxury office sedans

CHINESE government officials will no longer be able to use a Volkswagen Passat or a Toyota Camry as new rules require bureaucrats to buy vehicles with engines smaller than 1.8 liters. There has been public anger in China against government officials’ purchase of luxury cars that include Audi A6 or Mercedes-Benz E-Class, which are often used for private purpose too, according to reports appeared in western media.
The new rules issued jointly by the Communist Party and state agencies, come “amid rising public anger over corruption”, a Wall Street Journal report said. Also, rising fuel consumption has increasingly become an issue in China’s public debates.
Whereas India closely follows the Chinese models in most areas, whether it’s building roads or Special Economic Zones, the nation has never emulated China at least in purchasing cars for civil servants. Most Indian bureaucrats still use made-in-India white ambassadors, and only a select few like cabinet secretary get cars like Maruti SX4 which again is a below 1.8 liter-engine car.
According to new Chinese norms, the maximum amount that a mid-level government official can spend to buy his official car is 180,000 yuan (about $28,200, or Rs 14 lakh), a 10 percent reduction from earlier limit. In Indian context, however, the new Chinese limit is still very high.
China has also decided to buy new-energy vehicles like electric cars and plug-in electric hybrid cars for their babus provided those cars meet purchase rules.
Meanwhile, Chinese government has designated two dozen cities as model cities for new-energy cars so as to promote Chinese-produced green cars like e6 all-electric car and a plug-in hybrid version of the BYD F3. But there has been a short-supply of those green vehicles.
It’s time an Indian joint secretary should give his Chinese counter-part a joy ride in his old ambassador.

WISHING to have a career break in a mystery land? Here it is. If you are an Indian government officer at the rank of a deputy secretary with engineering background, you may apply for a post in the exotic land of Myanmar. But once selected, you have to take up the job immediately. The posting will be for a period of three years.
The vacant post is that of first secretary, development corporation wing, Embassy of India, Yangon. The selected office will work on deputation to external affairs ministry. The officers at the level of deputy secretary under the Central Staffing Scheme as well as officers of the Central Secretariat Service are eligible for the post.
The mandatory qualifications include possessing prior experience in the field of project management and implementation and willingness to take up the appointment immediately. The work will include formulating project proposals, overseeing ongoing projects and working with various agencies involved in implementation of projects, liaising with concerned agencies etc.
It is also desired that the applicant is a post graduate or graduate in engineering, science or related disciplines, and should be below 45 years. The last date of application is December 30, 2011.

a) Dhruv Vijai Singh, a 1976 batch Manipur-Tripura cadre IAS and water resources secretary, will hold additional charge for the post of labour secretary from November 28, 2011 to December 14, 2011 in absence on leave of Mrutunjay Saranagi, a 1977 batch Tamil Nadu cadre IAS.
b) Augustine Peter, a 1982 batch Indian Economic Service officer, has been appointed as director in Petroleum, Planning and Analysis cell under petroleum ministry.
c) Ajay Vara Prasad Adithela, a 1986 batch Himachal Pradesh cadre IAS, has been appointed as joint secretary in the department of chemicals and petrochemicals.

Indian bureaucrats discover Bikini Model; reveal all but learn to hide too

AS the winter session of Indian Parliament is heating up with Opposition parties seizing every opportunity to paralyze the government, Indian bureaucrats have discovered a new method, Bikini Model, to save the government. A widely circulated daily has run a story saying how bureaucrats decided not to reveal too much while replying to the questions asked by Members of Parliament. Joint secretaries of every Central government department anchor the preparation of answers to the Parliamentary questions. To make their political masters happy, the bureaucrats have now reportedly written answers as if everything is revealed whereas in reality, the real part is being hided, a typical Bikini Model phenomenon.
If observers in Raisina Hills are to be believed, Indian bureaucrats have, for the first time in the last 64 years of Independence, become so cautious in taking even the routine decisions. Many call it a perfect example of policy paralysis .The babus are now extra-cautious in writing each line on an official file, as file-notings are covered under the Rights to Information Act. This means there is a chance of bureaucrats being dragged into future controversies after interpreting the notings. After all, former telecom secretary Shyamal Ghosh has come under the CBI radar after nine years of his retirement. He was a part of a policy which according to the federal investigating agency caused a loss of Rs 508 crore to the exchequer. But the larger question is: why after nine years?
The level of fears among bureaucrats has gone to an extreme end. If a contract is to be given to a particular company, the bureaucrats taking the final call, do assessments whether that company could in near future be merged with a bigger entity, say Reliance or Adani. Will the concerned bureaucrat at a later stage be hauled up for being a part of a larger conspiracy to award a contract to a smaller entity, but knowing fully well that the entity would finally be bought over by a large conglomerate? Many bureaucrats say the command over astrology is now becoming as important part in decision-making as understanding the file correctly! The challenge is much more than tweaking rules that Indian bureaucrats have mustered over the years.

CBI raids at residence of SM Krishna’s ex-private secretary and UP cadre IAS K Dhanalakshmi Gowda

THE Central Bureau of Investigation (CBI) has raided the residences of K Dhanalakshmi Gowda, a 2000 batch UP cadre IAS and former private secretary to India’s foreign minister SM Krishna, in Delhi and Bangalore, and recovered assets of about Rs 3.15 crore including cash. Dhanalakshmi, who is currently a deputy secretary in the ministry of social justice and empowerment, has been on investigators’ radar as there were suspicions that the 39-old woman IAS officer could have been linked to a case related to allotment of land for Tronica city project in Ghaziabad at a throwaway price. She was then the joint MD of UP Small Industries Corporation, Kanpur. In that case, the CBI had earlier raided engineer Arun Kumar Mishra’s houses in which carpenters were engaged to saw off the beds so as to spot cash.
It is alleged that Dhanalakshmi acquired huge amount of moveable and immovable assets in the name of her mother as well. The officer, originally hailing from Karnataka, was Krishna’s private secretary between November 2010 and June 2011, after which she was placed under compulsory wait till August, 2011. A cost accountant by profession before joining IAS, Dhanalakshmi is still staying at the residential complex of ministry of external affairs. India’s foreign office has distanced itself from the minister’s former private secretary as she left Krishna’s office in June 2011. Also, it is believed that she might have acquired illegal assets during her posting in UP.

THEN Indian foreign secretary and 1973 batch IFS Nirupama Rao’s appointment as India’s ambassador to America a few months ago was a calibrated move, and not a routine post-retirement placement of an efficient and loyal officer as some sidetracked IFS babus would like to believe. The South Block wanted someone highly articulate, and the one who is close to Prime Minister and also in sync with New Delhi’s US agenda.
Pakistani top establishment may or may not have similar reasons while appointing Sherry Rehman as its new envoy to Washington after Husain Haqqani’s resignation over the ‘Memogate’ controversy, but on several counts, Rehman is likely to be a tough competitor to Nirupama Rao in high-voltage diplomatic networking in US. Both are well educated women executives, and more significantly both are outstanding while articulating their views. Rao, a career diplomat, first came into prominence when she was the spokeswoman of India’s foreign office. She knows what to say, and also what not to say. Rehman, a close aide of slain ex-Prime Minister of Pakistan Benazir Bhutto, is a prominent media personality and former editor of a reputed magazine. Rehman resigned as Pakistan’s information minister in March 2009, reportedly because of her differences with President Asif Ali Zardari on imposing restrictions on the media.
Many hardliners in Pakistan are however obsessed with Rehman’s personal life and controversies, and some even dismiss her brightness as she is a woman.

India sponsored 1846 officers to study abroad in 10 years
As many as1846 Indian officers were sent for higher education abroad under the Domestic Funding of Foreign Training (DFFT) Scheme beginning 2000. Out of this selected lot, 938 belong to All India Services like IAS, IPS and Indian Forest Service, and 359 are from other Group ‘A’ Services, according to minister of state in Primn Minister’s Office V Narayanasamy who gave a written reply to a question in the Rajya Sabha on Thursday. There were 215 Central Secretariat Service officers among the selected lot.

Vishwapati Trivedi is new mining secretary; Anita Choudhary on compulsory wait

IN A major bureaucratic reshuffle at the Centre, the government has replaced mining secretary Subrahmanyam Vijay Kumar with home ministry’s Vishwapati Trivedi. Further, Ms Anita Choudhary, a 1976 batch Haryana cadre IAS has been placed on compulsory wait in the department of land resources under the ministry of rural development.
Here are the big ticket changes:
a) Subrahmanyam Vijay Kumar, a 1976 batch Himachal Pradesh cadre IAS, presently secretary in the ministry of mines has been appointed as secretary in the department of land resources under the ministry of rural development.
b) Vishwapati Trivedi, a 1977 batch MP cadre IAS, presently special secretary and financial adviser in the ministry of home affairs, has been appointed as secretary in the ministry of mines.
c) Anita Choudhary, a 1976 batch Haryana cadre IAS currently secretary in the department of land resources has been placed on compulsory wait in the department of land resources in ministry of rural development.
d) Parvez Dewan, a 1977 batch Jammu and Kashmir cadre IAS, has been appointed as secretary in ministry of Overseas Indian Affairs in place of A Didar Singh, a 1976 batch Punjab cadre IAS who has retired.
e) N Ravi Shankar, a 1980 batch Uttarakhand cadre IAS, presently additional secretary in the department of information technology, has been appointed as Administrator, Universal Services Obligation Fund in department of telecommunications (DoT), in the rank and pay of additional secretary in place of Ajay Bhatacharya, a 1977 batch Tamil Nadu cadre IAS.
f) Anil Swarup, a 1981 batch UP cadre IAS, has been appointed as additional secretary in the ministry of labour and employment with effect from October 3, 2011, by temporarily upgrading the post of joint secretary held by the officer.
g) Bhanu Pratap Sharma, a 1981 batch Bihar cadre IAS, presently joint secretary in the ministry of minority affairs, has been appointed as Establishment Officer and additional secretary in the department of personnel and training in place of IV Subba Rao, a 1979 batch Andhra Pradesh cadre IAS.

Andhra bureaucrats to hold road-shows in US, Europe, Japan for Partnership Summit

THE preparation work for an international partnership summit to be held in Hyderabad from January 11 to 13, 2012, is making at least 10 Andhra bureaucrats to be globe-trotters. According to local media reports, including widely-circulated Deccan Chronicle, the bureaucrats will be a part of three weeks long road-shows in many countries around the world. Here are the teams, according to reports based on government sources:
a) Principal secretary TS Appa Rao, G Sudhir, CS Biswal (all from industries departments), Suthirth Bhattacharya (infrastructure), Dinesh Kumar (energy), BR Meena (MD, APIIC) and Karikala Vallavan will visit the US and Europe between November 24 and December 7, 2011.
b) Tourism secretary Jayesh Ranjan and APSFC MD Vikas Raj will join the team in Europe. Another bureaucrat Sanjay Jaju will be a part of the team visiting Japan, South Korea and Taiwan between December 12 and 19, 2011. According to reports, the state government has budgeted over Rs 1 crore for the foreign travel of the bureaucrats in the run-up to the international event.
New Age Innovation Partnership --- is the theme of the international event where representatives of 30 countries are expected to join.

Son of an Himachal IAS dies in mysterious circumstances
Abhishek Kapoor, 28-year-old son of Himachal Pradesh IAS and principal secretary (tribal development) PC Kapoor, was found dead on Tuesday under mysterious circumstances in his room at Himachal Bhavan in Chandigarh. The Chandigarh police suspect high liquor intake to be the possible cause of death though the exact reasons would be known only after the post-mortem reports come. His mother is a professor in Himachal Institute of Tribal Development.

a) Dr Rajiv Sharma, a 1982 batch Andhra Pradesh cadre IAS, has been appointed as Mission Director of National Mission Clean Ganga (NMCG) at the rank of a joint secretary. Sharma is expected to handle this post till he retires in May 31, 2016, according to the ACC order.
b) The deputation tenure of KAP Sinha, a 1992 batch Punjab cadre IAS and private secretary to minister of state for external affairs Ms Preneet Kaur, has been extended for a period of one year up to March 14, 2012.

FORGET for a moment the high-voltage 24X7 drama at Raisina Hills. Instead, meet this 1962 batch former IAS officer VS Gopalakrishnan. To give a perspective of his age and time, he is 12 years senior to India’s senior-most bureaucrat, cabinet secretary AK Seth. Yes, the GenNext of Twitter, Blogging and You Tube was not even born when this veteran Maharashtra cadre IAS spent his prime time at corridors of power.
But just do a search of VS Gopalakrishnan in YouTube. You will spot hundreds of Rafi, Mukesh and Talat songs sung by him. And you will be surprised to know he is a regular blogger too. That’s not all. The babu of yesteryears continues his passion for paintings and creates masterpieces like Tabla Player, Marathi Woman, Mohenjodaro Man and Marilyn Monroe. Armed with an American diploma in cartooning 50 years ago, Gopalakrishnan is also a distinguished cartoonist and has so far published five cartoon books.

Masters in physics, Gopalakrishnan took voluntary retirement from IAS in 1995, and joined Mumbai’s World Trade Centre as Director General. 9 years post retirement, ex-telecom secretary Shyamal Ghosh faces CBI raid

NINE years after he retired as telecom secretary, 1965 batch Gujarat cadre IAS Shyamal Ghosh woke up in the morning on Saturday to find CBI sleuths knocking at his home in New Delhi. The reason? The investigating agency wanted to raid the residence of Ghosh who was telecom secretary when BJP leader Pramod Mahajan was the minister. Mahajan, who was a close confidante of then prime minister Atal Bihari Vajpayee, was later killed by his own brother on a family dispute. The CBI believes that the policy of allotting airwaves in 2002 led to the loss of Rs 508 crore to the exchequer. There were raids in offices of telecom majors, Airtel and Vodafone, which are the supposed beneficiaries of NDA’s telecom policies. Both the companies have denied taking undue favour from the then government.
Many bureaucrats now feel that Ghosh is a scapegoat in India’s recent saga of telecom scam and high-voltage investigations. Former telecom minister A Raja and ex-secretary Siddhartha Behura have been behind bars for months. The principal opposition party BJP termed Saturday’s raid as a political conspiracy ahead of the Parliament session so as to divert the attention from the real culprits.
An MA in economics from Calcutta University and post graduate in public administration from America’s Princeton University, Ghosh held many important posts in government Gujarat and the Centre. He was Surat’s municipal commissioner during 1976-77. At the Centre, he was first the textile secretary and then got involved in telecom policies. He was the chairman of Telecom Commission and secretary, department of telecommunications between February 7, 2000 and May 31, 2002. Post-retirement, Ghosh became administrator, Universal Service Obligation Fund under DoT between May 2002 and May 2005. Currently, he is the chairman of Data Security Council of India, a self-regulatory organization promoted by industry lobby NASSCOM.
He was also a strong contender for the post of comptroller and accountant general (CAG) after VK Shunglu’s tenure ended nine years ago. But VN Kaul succeeded Shunglu, and became CAG between 2002 and 2008.

Ex-industry secretary Ajay Shankar appointed as member secretary in NMCC

Ajay Shankar, a 1973 batch Uttar Pradesh cadre retired IAS, has been appointed as Member Secretary in National Manufacturing Competitiveness Council (NMCC) on a contract basis for three years. Mr Shankar, who is the husband of former Indian ambassador to US Meera Shankar, was in Washington DC for over one and half years after he had retired as industry secretary in December 31, 2009. He has been a non-executive independent director of Tata Global Beverages Limited since April 30, 2010. According to the company’s disclosure, Mr Shankar’s total calculated compensation in Tata Global Beverages is $90,000, or roughly Rs 45 lakh.
While appointing Mr Shankar for the post of NMCC’s Member Secretary, the Prime Minister-headed Appointments Committee of the Cabinet (ACC) decided to terminate the appointment of 1967 batch retired IAS V Govindarajan as Member Secretary of the Council.
Significantly, a former industry secretary V Krishnamurthy who is still known for his stint as chairman and CEO of Maruti Udyog between 1981 and 1990, is the chairman of the Council.
An MA in political science from Allahabad University and MA in economics from Georgetown University, Washington DC, Shankar had earlier served as principal adviser in the Planning Commission, additional secretary in the ministry of power, CEO of Greater NOIDA Industrial Development Authority and secretary to the Lt Governor of Delhi.

a) Home secretary RK Singh will meet his Bangladesh counterpart Monzur Hussain on Friday to sort out security and border management-related issues between the two countries. The agenda of the meeting also include police to police co-operation in capacity building and training.

Post JPC grilling, CAG Rai’s reports on S-Band, UMPP may become harsher

Comptroller and Auditor General of India (CAG) and 1972 batch IAS Vinod Rai’s tough posture during his interaction with JPC members has indicated more trouble for the government. The CAG, whose report on telecom auctioning unearthed what’s now called 2G scam, may take on the government in audits of the Ultra Mega Power Projects (UMPP), S-Band spectrum and Padma awards which are now being undertaken. According to some media reports, audits on S-Band spectrum may embarrass none other than India’s Prime Minister’s Office (PMO).
After Prime Minister Manmohan Singh criticized the CAG for entering into the policy space, Rai reportedly toned down the language of the next few reports. The CAG report on Air India, for example, was carefully drafted. Unlike the reports on 2G Spectrum and Commonwealth Games, there are no instances in the report on Air India which would even remotely suggest that the CAG entered into the policy domain. According to a media report, the draft on Air India’s audit included expressions such as “government nudged”, “loss” etc., which were later deleted in the final report. Similarly, his report on KG Basin dragging India’s most powerful corporate group Reliance Industries, was not that harsh either. Here too, CAG did not put any figure of the loss to the exchequer which would have been a headline.
But things may no longer be the same now. After Rai was grilled and almost humiliated by the Congress members of the JPC, there is a strong possibility that he takes on the government again. For the government, it’s a matter of concern as no one knows whether CAG would put an estimated loss to the exchequer in reports on Ultra Mega Power Projects and S-Band spectrum too. Corporate groups like Tata and Anil Ambani-promoted ADAG were awarded Ultra Mega Power Projects.
Rai now wants more power to be given to the CAG to audit the entire Plan expenditure. While talking the CAG’s 150th year celebrations on Wednesday, Rai urged the government to give it the auditing power of projects under public private partnership and other private projects where the government has a stake.

Why Sushil Modi wants CAG to be multi-member?
Bihar deputy CM Sushil Kumar Modi said that the office of the CAG should grow in tandem with the changing times, referring to the fact that it’s 150 years old. The BJP man in Nitish Kumar’s government wants CAG be a multi-member institution. But why is Modi angry with CAG while all his senior colleagues in the party including Murli Manohar Joshi are happy with Rai. Is it the CAG’s catch on AC-DC bills issue, Mr Modi?

What’s competency framework for Indian civil servants? UN-DoPT meet to debate

Competency Framework?
THE government may soon work on a competency framework for Indian civil servants. The concept which is a part of the Draft National Training Policy will be discussed and debated in a national meet on human resource management to be held in New Delhi. The department of personnel and training (DoPT) has partnered with an UN agency United Nations Development Programme (UNDP) to host the meet on November 28-29, 2011.
The international speakers are expected to talk on competency framework and highlight lessons learnt in other countries. They will touch upon innovations and practical solutions too. 
The DoPT has now requested the cadre controlling authorities of All India Services and organized Group A services to “nominate suitable officers of the rank of joint secretary/director conversant with the cadre controlling functions of All India Services” to participate in the conference.

Secretary Sikri moots Bal Panchayat concept
DK Sikri, secretary in the ministry of women and child development, has mooted an idea of Bal Panchayat in every village for empowerment of children in rural areas: He believes there should be Bal Panchayat and Bal Sabha in every village which would help in making children aware of parliamentary traditions in the country. Sikri said it while interacting with youth in a youth parliament held in New Delhi on Tuesday.

Apex Court questions appointment of pilot Shashank Shekhar as UP cabinet secretary

THE Supreme Court’s questioning of the appointment of a non-IAS, Shashank Shekhar Singh, as cabinet secretary of Uttar Pradesh will make IAS officers across the country happy and cheerful. The Apex Court, hearing a public interest litigation (PIL) challenging Singh’s appointment, said there have to be rules and regulations for such key postings.
A close confidante of UP chief minister Mayawati and former pilot who had flown a number of CMs including VP Singh and ND Tiwari, Shashank Shekhar Singh holds a unique post called cabinet secretary and enjoys the rank of a cabinet minister. Singh was appointed in the coveted post soon after Mayawati came into power almost five years ago. Though the state government in an order placed the post of the cabinet secretary at par with the state chief secretary who is always an IAS officer, cabinet secretary Singh in all practical purposes wields more power than the state chief secretary. Singh was to retire in May 2010, but Mayawati gave him a two-year extension.
Shashank Shekhar Singh, however, is not a new player in Lucknow’s corridors of power. In 1979, he became a state pilot but was soon promoted as director of state civil aviation. Later, he moved up the ladder to become principal secretary to CM for several CMs. According to the insiders in Mayawati government, Singh virtually runs the state government and the chief secretary is a mere subordinate in all practical purposes.
After the PIL was taken up by the Apex Court, the department of personnel and training (DoPT) which is the cadre-controlling authority of the IAS, said in an affidavit on Monday that the appointment “undermined” the established system and “demoralized” the IAS officers of the state. A bench hearing the case said people like Sam Pitroda, who are an expert in the technical field, are appointed as adviser but for posts like that of cabinet secretary, there have to be proper procedures.
The case turned out to be a high-profile one as the PIL petitioners, Harish Chandra Pandey and Amrendra Nath Tripathi, were represented by noted advocate and Congress leader Abhishek Manu Singhvi. Gopal Subramanium, who quit the post of Solicitor General of India rather unceremoniously a few months ago, represented Shashank Shekhar Singh.

SM Krishna warns Indian envoys of action against financial wrong-doing

FOR the first time, Indian diplomats are warned by their boss, external affairs minister SM Krishna, to ensure transparency in all financial dealings how small the amount could be, a report in a national newspaper quoting an unnamed foreign ministry source said. They were even warned that the ministry would initiate disciplinary action against the errant officers. Importantly, the warning was formal as minister Krishna preferred to issue an official letter dated October 20, 2011 to all its ambassadors and high commissioners.
Unlike their domestic counterparts like the IAS officers, the Indian Foreign Service officers usually get away with less or no punishments after indulging in financial irregularities because of geographical and diplomatic reasons. But the recent instances of irregularities in outsourcing visa and passport processing work have forced the Indian government to take stringent actions against diplomats too. The number of complaints from non-resident Indians and others has piled up during the last few months.
The MEA has also issued a detailed guideline on procurement by Indian missions abroad. One of the senor diplomats based in The Hague is now reportedly facing a CBI investigation on a visa outsourcing procurement case.

20 ex-bureaucrats issue a signed statement voicing against attempts to weaken CAG

AS many as 20 former bureaucrats including former secretary, ex-additional secretaries and ex-auditors in Comptroller and Auditor General have come out with a signed statement expressing concerns over what they called “the current attempt to undermine and weaken” the institution of CAG over its figure on presumptive revenue losses out of 2G spectrums sale.
The former bureaucrats, who were “disturbed by the dismissive remarks” about the CAG by politicians, included former water resources secretary Ramaswamy R Iyer, former minister, Audit, Indian High Commission London Nilamabar Srivastava, ex-additional secretaries S Krishnan and BS Ramaswamy and former deputy CAGs S Laxminarain, Dr BP Mathur, R Parameswar, Dharam Vir, I.P Singh, Vijay Kumar among others.
“The instrument of accountability (CAG) is wittingly or unwittingly being damaged, and the enforcer of accountability (PAC) seems to be paralysed by internal dissensions,” former additional secretary in ministry of finance and spokesman of the group S Krishnan said in a statement. “It is amazing that the routine bureaucratic practice of a superior correcting the work of a subordinate is being given a sinister interpretation,” the group said referring to CAG Vinod Rai’s overruling of auditor RP Singh who pegged the loss at Rs 2,645 crore instead of Rs 1.76 lakh crore. According to Krishnan, there is a long and hoary tradition that the CAG is the friend, philosopher and guide of the PAC. “The CAG has always been treated with great respect by the PAC and the Committee on Public Undertakings (COPU). It appears from media reports that this tradition is being abandoned and the CAG is being treated as a witness and summoned and questioned,” the statement said.
The group was further anguished by the fact that PAC seems to be “functioning as a group of representatives of different political parties, with the representatives of the Opposition trying to cause the utmost discomfiture to the ruling party, and the representatives of the ruling party trying fiercely to defend that party against any criticism.”
The group of the retired bureaucrats also appealed to the government, political parties and the members of PAC and the JPC to “pause and reflect on this critical issue before further damage is inadvertently caused to the institution of CAG and to the committees themselves.”

Indian government to fund 3 officers qualified for Harvard’s Mason Program

THE Government of India has decided to fully fund three officers who will qualify for the prestigious Mason Program of Harvard next year. Changing its own policy, the government has now decided to bring the one-year MPA (Mason Program), 2012-13 of the Harvard Kennedy School under the Domestic Funding of Foreign Training (DFFT). In a circular dated November 8, 2011, the department of personnel and training (DoPT) said that a separate sponsorship system was devised under the same scheme as the deadline for the Harvard Kennedy School program is December 2, 2011.
Here are the details of the schedule
a)      Interested officers may directly apply to Harvard Kennedy School (HKS) before December 2, 2011, and undertake the selection process as a private individual.
b)      The DoPT will earmark 3 slots for the MPA (Mason Program).
c)      Once an officer is selected to the program as a private individual, he/she may apply for sponsorship under DFFT scheme. The applications have to be made through the official channels as vigilance clearance, ACR grading etc. will be needed.
d)      A committed constituted by DoPT will scrutinize the applications.
e)      The successful candidates will receive full funding as in case of other long-term programs.
The DFFT scheme was introduced in 2001 mainly to provide exposure to international best practices. The officers belonging to IAS, CSS and SCS are eligible to undergo foreign training under the scheme. Officers of the other two All India Services, viz., IPS and IFoS and those of other organized Group A Central Civil Services are eligible under the scheme only when they are holding posts on deputation under the Central Staffing Scheme.

1978 batch IAS including Usmani, Mayaram and SR Rao will soon be secretaries

VERY soon, 1978 batch IAS officers will be appointed as Union secretaries ending the additional-charge regime in various ministries. New CDs reportedly show proximity of 3 IAS officers with missing nurse Bhanwari

THE sensational story of a missing nurse in Rajasthan may now haunt at least three IAS officers among others after the Central Bureau of Investigation looking into the case had reportedly stumbled upon more audio and video CDs. The nurse from Jodhpur, Bhanwari Devi, went missing two months ago, and she is feared dead. It is alleged that she was abducted at the behest of Rajasthan minister Mahipal Maderna who was sacked from Ashok Gehlot ministry on October 16. A number of photographs of the duo, the ex-minister and Bhanwari, are already in public domain. Maderna has vehemently denied the allegations.
In fact, Bhanwari is not an ordinary nurse. She was close to a number of politicians and bureaucrats of Rajasthan’s power corridors. According to reports, she used to film most of the people who came close to her, and those CDs could now drag many more politicians and bureaucrats into the case of abduction and possible murder.
According to reports, the three IAS officers whose names have now surfaced in the case came into contact with Bhanwari Devi when they were posted in Ajmer and Jodhpur.

IFS-IAS wedding today, groom blames media hype
The high profile marriage of 2009 batch IFS officer Neelam Sharma with Gujarat cadre IAS Kuldeep Arya is being held in Delhi today (November 8) amid Khap Panchayat’s objections to it on the ground of being an inter-caste marriage. The groom Arya told a section of newspapers that media had hyped it up and created a controversy around it. Meanwhile, head of Brahmin Sabha, Mahender Sharma, clarified in a national newspaper that community elders had objection to the marriage, but they would not oppose to the marriage.

Government may introduce double shifts in Central Administrative Tribunal

THE government is contemplating to have double shifts in Central Administrative Tribunal (CAT) to further speed up disposal of cases, minister of state in Indian Prime Minister’s Office (PMO) V Narayanasamy said at the fourth conference of CAT in New Delhi on Sunday.
Once implemented, such a move will help speedily settle complaints and other service matters of the Central government and PSU employees. The CAT came into existence in 1985, and in the last 20 years, it has disposed 4.51 lakh cases. For the Central government employees, it’s also a less costly way to get justice.
A number of government employees may not be satisfied with the performance of the CAT but judges of India’s higher judiciary have all their praises for the CAT. Justice Dalveer Bhandari, Judge of the Supreme Court of India, said that CAT has functioned as a viable substitute to the High Courts. Former Chief Justice of India, Justice JS Verma, went one step further terming CAT as “the unsung heroes of justice delivery system in India”.
Justice VK Bali, chairman of CAT, in his address said there has been an attempt to bring down the case disposal time to six months. He said that CAT has now benches at 17 different places all over the country to provide speedy and less costly justice to the employees in service related matters.

A reader of babusofindia (BoI) has claimed Central Secretariat Service (CSS) officer Dr KV Jacob is no less important officer than Gautam Sanyal, another CSS, who BoI has recently described as the “new poster boy of India’s babudom”. A close confidante of Mamata Banerjee, Sanyal recently hogged the limelight when he was given one year’s extension after his retirement making him probably the first retired bureaucrat to head the chief minister’s office in Kolkata.
As the BoI reader has claimed, and rightly so, Dr KV Jacob is no less powerful. In 1990s, he was additional private secretary to Antony, then a minister of consumer affairs, food and public distribution. When Antony became defence minister in UPA-I, he roped in Jacob too. Jacob is now a director-ranked OSD to Union defence ministry and is an inspiration to many CSS officers in Delhi’s corridors of power. “Mr Jacob is one of the very few in civil servants to be a gold medalist in PhD in field of botany and genetics,” emailed the BoI reader.

Will Maharashtra bureaucrats clearing the Lavasa project face criminal proceedings?

THERE have been fears and tensions among Maharashtra bureaucrats as there were unconfirmed reports that criminal proceedings would be initiated against those officers who were part of the clearance of the mega township project --- Lavasa Hill City.
The work of the project located between Mumbai and Pune, was suspended exactly two years ago after the Union environment ministry found environmental norms were flouted. The dispute was then taken up by judiciary.
It’s not yet known whether politicians connected with the clearance of the project would be investigated.
What has worried some bureaucrats is the fact that the punishment under Section 15 of the Environment Protection Act 1986 could be as severe as five years of imprisonment and a fine.
There are also fears that tough actions may stall future such mega township projects.

Khap Panchayat objects to IFS Neelam Sharma's inter-caste marriage with an IAS

INDIAN Foreign Service officer Neelam Sharma’s decision to marry her batch-mate (2009 batch) and Gujarat cadre IAS Kuldeep Arya would have been counted as one of many such babu marriages over decades. Currently posted in Moscow, Neelam Sharma is a perfect match for young and dynamic Gujarat cadre IAS Arya. Both are young icons from the North Indian state of Haryana. They fell in love and decided to marry.
But the Khap Panchayat of Neelam’s village in Haryana’s Bhiwani district does not find it a perfect match. The Panchayat of Patharwali village has questioned the IFS officer, a Brahmin, to dare to fall in love with a man from another caste. According to reports, there are tensions around the marriage after the Khap Panchayat expressed its reservations on the inter-caste marriage. A section of media quoted the Bhiwani Superintendent of Police Ashwin as saying that the police was keeping a close vigil and the situation was normal. The Superintendent of Police has however deputed men in uniform as well as those in plain clothes to avoid any confrontations. Significantly, Ashwin’s wife is an IAS officer of the same batch of Neelam and Kuldeep Arya.
Meanwhile, a large number of social organizations in the state and outside have given their support to Neelam’s decision to marry her sweetheart despite he belongs to another caste.

Menon spent 16 years in the trouble-torn North-Eastern state of Nagaland out of his 37 years of service as an IAS. Was it PMO’s Vini Mahajan who asked for the finance ministry’s controversial 2G note?

Finance minister Pranab Mukherjee’s letter to Prime Minister, as it was published by a section of media, has suggested the controversial 2G note dragging current home minister P Chidambaram into the 2G scam, was sent to PMO “upon the insistence of the JS, PMO through her phone calls to secretary, DEA”. The department of economic affairs (DEA) comes under the finance ministry. As Mukherjee’s letter indicated the joint secretary was a woman officer, the obvious candidate would be Vini Mahajan, a 1987 batch Punjab cadre IAS officer. Ms Mahajan who is now on an extension in PMO has been handling many areas including telecom in PMO.
The 2G note that was made into an Office Memorandum on March 25, 2011, became controversial because it said then home minister P Chidambaram could have prevented the scam by insisting on the auction of 2G spectrum. After the Office Memorandum came out in public domain through an RTI, Mukherjee wrote a 2-page confidential letter to Prime Minister giving details about why and how the note was prepared, and how it landed up in the PMO. After all, the March 25 2G note was released to an RTI applicant by the Prime Minister’s Office.
Mukherjee in his letter said, “DEA was not in favour of sending the note after its finalization through a formal OM (Office Memorandum). It was upon the insistence of the JS, PMO, through her phone calls to Secretary, DEA, that the communication was sent through a formal OM on March 25, 2011.”

c) SK Goel, a 1975 batch IRS officer, took charge as the chairman, Central Board of Excise and Customs (CBEC) on October 31, 2011. Goel has handled various assignments in the department of revenue under the ministry of finance all over the country. Prior to his appointment as the chairman, he has been working as Member (Customs) in CBEC. He is a recipient of the President’s Award for Specially Distinguished Services.
