What’s competency framework for Indian civil servants? UN-DoPT meet to debate

Competency Framework?
THE government may soon work on a competency framework for Indian civil servants. The concept which is a part of the Draft National Training Policy will be discussed and debated in a national meet on human resource management to be held in New Delhi. The department of personnel and training (DoPT) has partnered with an UN agency United Nations Development Programme (UNDP) to host the meet on November 28-29, 2011.
The international speakers are expected to talk on competency framework and highlight lessons learnt in other countries. They will touch upon innovations and practical solutions too. 
The DoPT has now requested the cadre controlling authorities of All India Services and organized Group A services to “nominate suitable officers of the rank of joint secretary/director conversant with the cadre controlling functions of All India Services” to participate in the conference.

Secretary Sikri moots Bal Panchayat concept
DK Sikri, secretary in the ministry of women and child development, has mooted an idea of Bal Panchayat in every village for empowerment of children in rural areas: He believes there should be Bal Panchayat and Bal Sabha in every village which would help in making children aware of parliamentary traditions in the country. Sikri said it while interacting with youth in a youth parliament held in New Delhi on Tuesday.

Babu Marriage
a) The government has transferred Ms Sandeep Kaur, a 2010 batch Punjab cadre IAS, from Punjab to Uttar Pradesh cadre on the ground of marriage to Yogesh Kumar, a 2010 batch Uttar Pradesh cadre IAS.
b) The government has transferred Ms Manisha Trighatia, a 2002 batch Punjab cadre IAS, from Punjab to Uttar Pradesh on the ground of marriage to Pankaj Kumar, a 2002 batch UP cadre IAS.
