IN YET another appointment of a successful former IAS officer being brought back to India to head a new government scheme, the Appointments Committee of the Cabinet (ACC) last week approved the appointment of Indu Bhushan as the new Chief Executive Officer (CEO) of Ayushman Bharat National Health Protection Mission (ABNHPM). Bhushan’s appointment draws parallel to that of Parameswaran Iyer, a 1981 batch former Uttar Pradesh cadre IAS who had left a job in the World Bank to return to India and spearhead the Centre’s ambitious programme, Swachh Bharat Mission.

DoPT partners with ADB, OECD to host Asia-Pacific meet on corruption in New Delhi

IN A first of its kind, India’s personnel ministry has partnered with Asian Development Bank (ADB) and OECD to hold an Asia-Pacific meet on combating corruption. The meet being hosted by Government of India in New Delhi’s Vigyan Bhawan on September 28-29, 2011 will deliberate on building multi-disciplinary framework to combat corruption.

The meet, which will be attended by delegates from 28 countries, is expected to provide a forum on establishing and implementing in Asia-Pacific an anti-corruption framework including

i) International cooperation in multi-jurisdictional corruption investigations

ii) Measures to prevent and detect corruption in public procurement

iii) Corporate compliance, internal controls and ethics measures

iv) Strong citizen contributions to these frameworks

Shipping ministers get private secretaries

Shipping minister GK Vasan and his deputy Mukul Roy have got new private secretaries. a) Hitesh Kumar S Makwana, a 1995 batch Tamil Nadu cadre IAS, has been appointed as private secretary to shipping minister GK Vasan at the rank of a director.

b) Vandana Yadav, a 1998 batch West Bengal cadre IAS, has been appointed as private secretary to the minister of state for shipping Mukul Roy. Ms Yadav will hold the rank of a deputy secretary of Government of India.

a) Sanjay Kumar, a 1985 batch Himachal Pradesh cadre IPS, presently working as Executive Director (Police) in Railway Board has been appointed as chief security commissioner (SCS), East Central Railway, Hajipur.

DG Shipping, Lakshmi Venkatachalam appointed as ADB vice-president for 3 years

DIRECTOR General of Shipping and 1978 batch Karnataka cadre IAS Lakshmi Venkatachalam has been appointed as vice-president of Manila-based Asian Development Bank (ADB).

An additional secretary level officer with triple masters degree in economics, English literature and business administration (Boston University), Ms Venkatachalam will be the ABD Vice-President handling private sector and co-financing operations for a term of three years. The senior IAS who has over 30 years of experience in public life will handle some important issues as ADB plans to scale up private sector operations and co-financing partnerships under the bank’s long-term strategy 2020 framework.

Some of her recent posts include Commissioner, Bangalore Development Authority, and Managing Director of the State Cooperative Marketing Federation, in Karnataka, as also Director in the Ministry of Steel, Government of India. She was also the chairperson of the Coffee Board of India in 2000-2005 when she represented India at the International Coffee Organization London, and she chaired that council in 2001-2002.

Some of her prominent batch-mates include Air India CMD Arvind Jadhav and PPP man and additional secretary in rural development ministry, Arvind Mayaram.
