12 new additional secretaries including 1 each from IES, IRS-IT and IDAS appointed; 2 officers get extension; Full List


IN A major bureaucratic reshuffle, the Central government has appointed 12 officers at the level of additional secretaries, two as joint secretaries, apart from extending tenure of two others. Though IAS officers dominate the list of new additional secretaries, there are three non-IAS officers — 1986 batch Indian Economic Service officer Ms. Mala Dutt, 1985 batch IRS-IT officer Ms Shefali Shah and 1986 batch Indian Defence Accounts Service officer Sanjeev Kumar — who have managed to be among the GoI's new additional secretaries. Here’s the full list of 16 officers:

1. Dr Sameer Sharma, 1985 batch Andhra Pradesh cadre lAS and additional secretary in the ministry of housing and urban affairs, has been appointed as Director General in Indian Institute of Corporate Affairs, in the rank and pay of additional secretary.
2. Ms. Shefali Shah, 1985 batch IRS-IT officer and additional secretary in the ministry of culture, has been appointed as additional secretary in the department of consumer affairs.
3. Sanjeev Nandan Sahai, 1986 batch UT cadre lAS, presently in the cadre, has been appointed as additional secretary in the ministry of power.
4. Rakesh Kumar Gupta, 1986 batch Jammu and Kashmir cadre lAS, presently in the cadre, has been appointed as secretary in Union Public Service Commission (UPSC) at the rank of additional secretary.
5. Ms Rajni Sekhri Sibal, 1986 batch Haryana cadre lAS and Director General in the National Institute of Entrepreneurship and Small Business Development (NIESBUD), has been appointed as additional secretary in the ministry of home affairs.
6. Dr. Rakesh Kumar Vats, 1986 batch West Bengal cadre IAS and additional secretary in the department of health and family welfare, has been appointed as chairperson in the National Pharmaceutical Pricing Authority (NPPA), under the department of pharmaceuticals in the rank and pay of additional secretary.
7. Ms. Mala Dutt, 1986 batch IES officer and presently in the cadre, has been appointed as additional secretary and financial adviser in the ministry of defence. 
8. Sanjeev Kumar, 1986 batch IDAS, presently in the cadre, has been appointed as additional secretary in the department of rural development.
9. M Srinivas Rao, 1987 batch Assam cadre lAS, presently in the cadre, has been appointed as as Chief Executive Officer, National e-Governance Division in the ministry of electronics and information technology in the rank and pay of additional secretary.
10. Dr Rakesh Sarwal, 1988 batch Tripura cadre IAS, presently in the cadre, has been appointed as additional secretary in the department of health and family welfare in place of Dr Rakesh Kumar Vats, 1986 batch West Bengal cadre lAS.
11. Ms Anjali Bhawara, 1988 batch Punjab cadre IAS, presently in the cadre, has been appointed as additional secretary in the ministry of corporate affairs.
12. Ms Juthika Patankar, 1988 batch UP cadre lAS, presently in the cadre, has been appointed as Director General, National Institute of Entrepreneurship and Small Business Development (NIESBUD) in the rank and pay of additional secretary in place of Ms Rajni Sekhri Sibal.

Joint Secretary Level
1. K Sanjay Murthy, 1989 batch Himachal Pradesh cadre lAS and joint secretary in the ministry of information and broadcasting, has been appointed as joint secretary in the ministry of housing and urban affairs.
2. Devesh Chaturvedi, 1989 batch Uttar Pradesh cadre lAS and joint secretary in the department of personnel and training, has been appointed as joint secretary in the department of agriculture, cooperation and farmers’ welfare.

Extension of Tenure
1. The tenure of Arun Goel, 1985 batch Punjab cadre lAS and additional secretary and financial adviser in the ministry of labour and employment, has been extended by a further period of one year beyond May 4, 2018 i.e. up to May 3, 2019.
2. The tenure of Ms S Radha Chauhan, 1988 batch UP cadre lAS and Chief Executive Officer, GeM SPV, has been extended by a further period of one year up to May 5, 2019.
