“IAS wants to be a groom in every marriage function and a corpse in a death ceremony”, IRS officer P Satya Prasanth writes

INDIAN Revenue Service (IRS) officer P Satya Prasanth, who earlier had written a series of stories on the need to have parity between IAS and the rest of civil servants, has come out with a 9,000-plus-word piece: “India! Please Depute the Best Man to Deliver”. A Hyderabad-based deputy commissioner of income tax, Prasanth claims “IAS is an iron framework that has corroded”. (Disclaimer: BoI does not subscribe to most of the adjectives used for the IAS in the piece, though the writer has raised some valid points). BoI picks out 10 descriptions for the IAS, as being used by the IRS officer in the piece placed in his blog:

1. IAS is an iron framework that has corroded.
2. IAS is now an octopus which holds India back for the selfish gains of the members of this Service instead of ushering reforms for development of this huge country.
3. IAS is now not a Service but it is a lobby, a caucus or a gang which protects its own narrow interests first than that of the nation.
4. IAS is the only service which controls itself, gives itself from the left hand and also from the right hand. It now fixes no accountability or any liability under error of judgment, duty of care principle or mis-governance on its cadres. It only endeavours or attempts (as provided in the Mission Document of National Mission for Clean Ganga) to achieve a task but will not be answerable if it is not achieved.
5. IAS is now steel armour to shield monopoly, incompetency, inefficiency, corruption, complication, greed, delay and non-specialization.
6. The title IAS is boldly displayed with the name to bulldoze every qualification criteria.
7. Cadre Rules are drafted on the basic assumption that only IAS officers are the true faithful nationalists in India, rest are disloyal, dishonest, illiterates and fools, a concept borrowed from the colonial rule.
8. Looking at the Ministries/Departments headed by them, it makes one wonder why IAS denotes ‘Indian Administrative Service’ and not ‘Indian Avatar Service’ or ‘Indian Almighty Service’!!! Or better as ‘Indian Superman Service’ or ‘Indian Omnipotent Service’…
9. An IAS wants to be a groom in every marriage function and a corpse in a death ceremony.
10. God only knows how an IAS officer is suitable to be appointed as Director of Enforcement Directorate, an investigative arm of Government or as Director General of Foreign Trade (DGFT) or as Comptroller and Auditor General of India, or as Executive Director of IMF and World Bank or as RBI Governor.

  1. Simply a case of sour grapes. Income tax service was the fourth choice of this illustrious 'specialist' officer. Now, after, not being able to realise his dream the least he could do is to malign the service so as to soothe his hurt ego. Corruption, sycophancy, groupism etc is not an exclusive preserve of a particular service.

    I have never seen a positive response to any post which applauds IAS on this website. One instance of wrongdoing and the pack of wolves pounce.
    If you all are educated then atleast maintain balance, moderation and objectivity.

Imagine how it feels whena 100 ranker has to report to an 800 ranker ias who lives in this myth of superiority.     2. Yes IAS babu you will not see only articles praising IAS here. This is a neutral website where there is space for the downtrodden and alternate voices. Arguments of every service are highlighted here, mostly that of IAS only. If you want this website to be a front for IAS just like the whispers website, you are mistaken. Just accept that today's India is still not run by British and neither IAS is erstwhile ICS. Come out of that illusion. IAS has no place in the modern India. If it is still existing then thats bad and the biggest reason for India's backwardness.

Dear Sachin,by the same token, view the tirade against IAS in the light of activities of Rajender Kumar,S.P.Singh( both of AGMUT cadre),Ashok Sanghi(Rajasthan cadre), all belonging to IAS and accused of corruption recently.All these services are corrupt in varying extent,only the degree of corruption differs.Time to recruit one third of senior posts through lateral induction, just like in USA.

  2. The Central Bureau of Investigation (CBI) on Friday apprehended a Joint Commissioner of Income Tax Department here for allegedly accepting a bribe of Rs 5 lakh.

    As per a CBI official, SK Jhangre was arrested from his Mumbai office. The probe agency registered a case on a complaint that Jhangre threatened to re-open the firm`s Income Tax assessment files.

    "The joint commissioner also threatened the CA (chartered accountant) of the complainant, and said he (the firm`s owner) should come and meet him for settling the Income Tax matter," said a CBI official, as per IANS.

    The official said the joint commissioner allegedly demanded a bribe of Rs 30 lakh to settle the matter.

    "The bribe amount was negotiated to Rs 25 lakh and the accused agreed to accept Rs 5 lakh as first instalment at his office premises in Piramal Chambers in Mumbai," the CBI official said.

    The official said the joint commissioner was held while accepting the bribe of Rs 5 lakh from the complainant.

    1. One IRS officer caught for bribery (he is a promotee IRS for your information). Does it make all IRS corrupt. If that is the case then we can cite names of hundreds of IAS caught by CBI or against whom CBI proceedings are going on. Come on IAS babu if you have any guts or inclination try to rebut the arguments or facts presented by this daring and dynamic officer on his blog article. He has stated what every non-IAS knows, thinks, believes, faces.

    2. A few years ago, one IAS Officer was caught redhanded with Rs.10 lakhs by Income Tax Department in Airport.Income tax cases were booked against him and nearby ones. He is running around the courts.

I dont belong to any Aii india services.i worked with more than 100 IAS OFFICERS DURING MY SERVICE. i CAN SAY THE KIND OF OFFICERS JOINING NOW MOST OF THEM ARE INCAPABLE OF PROVIDING LEADERSHIP TTHROUGH THEIR CONDUCT, CHARACTER, INTEGRITY AND ABOVE ALL RESPECTING THE KNOWLEDGEABLE AND BETTER QUALIFIED.SOME OFFICERS ARE CHUNGI BABU LEVEL.

  4. It's laughable to see these IRS, IPS officers cry for "parity" when each had likely put the IAS as their first choice in the UPSC exams.

    The sad truth is that the whole system of bureaucracy is faulty with these lifetime appointments and assured promotions. The only difference between IAS and IRS is that the IAS guy gets to the highest rank 5-8 years ahead of the IRS guy. Otherwise neither of them have to perform, deliver, show competence or subject to penalty.

    In private companies that perform mode of entry and cadre of entry is fleeting and guards only for 1-3 years. After that anyone with competence will (usually) be promoted or assigned roles that give more responsibility. I am not saying that a driver can become CEO but plenty of CEOs come from non-privileged entry modes into the company they first joined.

    I think it is high time the government find some way of hiring professionals from all sectors for JS and above positions.

  5. The fact that he may have opted for the IAS over IRS has no bearing on the argument itself.

    The system is designed such that the IAS has an edge over other services, so it is common sense for aspirants to opt for the IAS first. This doesn't mean they endorse the supremacy of the IAS. In fact, most aspirants think the unequal treatment of services recruited through the same exam is unfair.

      And all this talk about abolishing IAS....if IAS is abolished, believe me, all other civil services should be abolished too. Let it be on hire and fire basis like private sector. We all will have fun thereafter.

  8. Wow I admire your guts man. Every word you have written is true. IAS is a definitely an octopus holding India back. Today or tomorrow IAS has to be abolished. IAS officers should see the writing on the wall. Administrative reforms are a great need today for India to prosper. What happened to those reports of the ARCs? IAS babus implement what favours them and avoid seeing those recommendations which go against them. Modiji just go through all the reports of various committees/commissions and try implementing them. We will then have a real swarajya. We need real independence from IAS. India got first independence from British imperialism and now India needs second independence from IAS imperialism. Somebody please forward this article to the Prime Minister. I admire the guts shown by this officer. But i advice him to be careful of these IAS wolves. They will try harming anybody coming in their line. They have harmed their country itself for coming in their way. So this single officer should be careful.

In a joint operation, the economic offences unit of the Karnataka Police Criminal Investigation Department and the Income Tax department have recovered Rs 4.37 crore from a vacant upmarket apartment in north Bengaluru on 5th of Aug 2015. A 2.5 kg consignment of gold and diamonds were also reportedly recovered. The apartment has been linked to Kapil Mohan, a 1990-batch IAS officer working in Karnataka. It is premature to link anyone to the money before the probe is conducted,’’ said Chandra. However, CID sources said the firm, PSK Finance Solutions, is owned by Mohan’s family. Mohan is currently a principal secretary in the youth services department. When contacted, Mohan said: “I am not even remotely linked to the money or apartment… I am a civil servant… My father, brother, sister have been successful in business. Linking me to their business and activities is not right.” The IAS officer was earlier reported to have been targeted by the extortion racket operating in Karnataka Lokayukta.   10. Oh. Its a long article. Took time to read but superb. Every point was mentioned. I thank this IRS officer for putting in lot of effort to bring up such a masterpiece. I agree with every single word and sentence in this writeup. Its high time IAS is abolished in the country. Specialisation should be promoted and lateral entry of specialists should be introduced to make Indian administration more practical and development oriented. How many more years do we have have to live under the same English colonial setup. We are fed up. India needs better governance setup. Indians need better and responsible bureaucracy.

What these IAS Officers has developed India.....After 68 Years of Independence , They have failed to provide 1 glass of Clean Water to Indians .... Shame on IAS ... And why you comparing yourself with other services... Compare yourself with Development done by other Nations who got Freedom at the same time when we got ... The civil services exam allocates service according to rank and after considering the reservations.This leads to a situation wherein Rank 100 general gets IPS / IRS whereas Rank 900 too gets IAS / IFS. So,upsc Rank criterion cannot be the benchmark for top level appointments. In that case positions with domain expertise can be atleast segregated where dedicated cadre exist, eg Revenue, Internal Security, Commerce and trade,environment & forest. These can be encadered for the respective cadres.Whereas general departments like social justice, rural dev etc can be made open to all( including outsider) for JS and Above level. This will enable competition and merit to prevail.As for management at district level 3rd tier governance needs to be strengthened with collector playing important role as coordinator and ensuring grassroots success of schemes.This system has in the past been tested and gave the nation a transformation, notable names like Dr Manmohan singh,Montek singh,Ms swaminathan etc all coming as outsiders in the government and did pioneering work ( even without working at district level, they had overall insights and could forsee the big picture) . So,the claim that specialist/ experts can't see the big picture or that IAS alone is required for general administration is sham.For that matter Revenue can be put up an expert CHARTERED ACCOUNTANT Or a lawyer, no problem with that ( our best Finance Minister have been form expert backgrounds).

    Even if UPSC history is seen, person from different group A services generally make it to Upsc civil services in succeeding attempts,implying that IQ LEVEL is not that different between officers of different services. Hence, system should ensure merit to prevail and that a person is given to man the department at top level irrespective of their service but depending on their experience, performance, interest and service delivery.

    Cat and dog fight and misplaced sense of superiority are not the ingredients required for excellence in public service delivery.Competency alone is the benchmark, fight it at every step and take it and ensure delivery. Topper of class 5 in never sure of topping class 8,10, 12 graduation etc and this is why exams take place routinely and we get new toppers everytime who is kept on his toes to ensure hus position. If real merit is their and zeal to perform exist then class 5 topper will inevitably top each year.And in this system officers from North East,Reserved categories be given equal chance, unlike present where only 3 Secretary from Reservation Quota are there.

Neither IPS Nor IRS ...Neither IFS nor IAAS. Neither IFoS nor IRTS ... Only IAS is responsible for all the Developmental Works.... Even after the Money collected from public for Development ,IAS Failed to do it ....All money eaten up by you people ( In the words of Rajiv Gandhi - only 10 % percent of money reached to Pubic )..... Nothing reached to public....Shameful...Shameful ...Shameful.... Still you have guts to fight for privileges.... You are not aware how system works at lower level.The major corruption occurs at cutting edge level ...constable patwari junior engineer postman ,Motar vehicle inspector, food inspector etc etc...public dont come in direct contact with IAS officers as they are head of deptt.IAS is involved in policy making most of time. Plz visit some state govt office and spend some time there .sorry to say but u r very ignorant.u hv nothing to offer except hatred and negativity.

      Policy making is work of IAS when they are posted in Secretariat while Policy implementation is work of IAS when they are at field as District Collector.....
      Now dont hide behind poor constable patwari postman .....constable patwari junior engineer postman ,Motar vehicle inspector, food inspector etc etc are doing corruption and eating away publics money and Mr District Collector is just sitting as the Head of the District.....
      Come on ..IAS is responsible for all what is happening in the District...... please Read What are the duties of District Collector ...You said They dont come in direct contact with public...... Mr They are always in direct contact with public...     3. Hi the duties of IAS at local tier you are talking are actually the duties of the democratically elected leaders in a democracy. Even after enactment of 73rd and 7 4th Amendment to the Constitution, you IAS guys are not allowing devolution of powers to the local or third tier only because you guys lose ground then and there will be nothing for you to talk about your achievements and boast yourselves of. Mind you, you cannot hold public darbars because it is not the regime of the British. Now it is the time for democracy at grassroots level. Leave your authority and work under democratically elected leaders in third tier.

IAS claims that it is superior to all other Services because its job profile entails management of developmental works of the Government (as Chief Development Officers, District Magistrates/Collectors, Municipal Commissioners, as Secretaries to State and Central Government Departments/Ministries). IAS officers claim that they are administrators and managers par excellence and specialists are duds at administration/management. They have headed all the Ministries/Departments in India both at the Centre and in the States including Departments as diverse as Health, Education, Urban Development, Rural Development, Revenue, Finance, Economic Affairs, Defence, Water Resources, Environment & Forests, Home, Sports, Tourism, Culture, Agriculture, Commerce, Industries, Communication, Power & Energy, Science & Technology, Transport, Chemicals & Petro-chemicals, Disaster Management, etc. The results of their efforts over the last 67 years since independence should be evaluated presently. One of the easiest methods is to find out the standing of India among the countries in the world. With an HDI score of 0.586 in 2014, India ranks 135 out of 187 countries worldwide in Human Development Index (UNDP, 2014). India ranks 168 among 234 countries in terms of literacy rate (Census of India, 2011). India ranks 112 among 181 countries in Globalization Index (ETHZ KOF Index of Globalization, 2010). India ranks 32 out of 59 economies in the World Competitiveness Scorecard (IMD International, 2011). India ranks 119 out of 130 economies in Fm Resilience Index (FM Global, 2015). India ranks 124 out of 179 economies in the Index of Economic Freedom (The Wall Street Journal, 2011). India ranks 66 among 80 countries in Quality of Life Index (Economic Intelligence Unit, 2013). India ranks 71 among 131 economies in the Global Competitiveness Index (World Economic Forum, 2014-15). The annual Mothers’ Index uses the latest data on women’s health, children’s health, educational attainment, economic well-being and female political participation to rank 179 countries and show where mothers and children fare best and where they face the greatest hardships. With the $2-per-day poverty line as a point of reference, in 2010 some 68.7% of the Indian population could be considered as poor (Bertelsmann Stiftung, BTI, 2014). And what to speak of Child Labour issues in india - a news paper report of 2015 while stating 10 dangerous statistics of child labour in India, has found out that 1 out of every 11 children in India is a child labour. One in six urban Indians lives in slum housing that is cramped, poorly ventilated, unclean and unfit for human habitation. In other words, nearly 64 million Indians live in a degrading urban environment very similar to the shantytowns portrayed in the Oscar-winning movie Slumdog Millionaire. Planning Commission of India estimates that around 27.5% of Indian population lives below poverty line. As per World Bank estimates, around 24% of Indians earn less than US$ 1.00 (PPP) per day and around 41% of India’s population is living below the new international poverty line of US$ 1.25 (PPP) per day. A third of the global poor now reside in India. An Asian Development Bank study in 20 Indian cities showed that the average duration of water supply was only 4.3 hours per day and that no Indian city had a continuous water supply. The longest duration of water supply in India was 12 hours per day in Chandigarh. One out of every three graduates is unemployed in India.

India could send a contingent which could represent only 13 sports out of 26 sports categories in London Olympics. India ranks 154 out of 207 countries in the FIFA Football rankings. India is now ranked 8th in Hockey by the International Hockey Federation (FIH), a downfall from being the numero uno when we achieved independence in 1947. In Basketball, India is ranked 61 out of 85 countries by the FIBA. In Volleyball we are 34 out of 127 countries and in Netball we are 30 out of 35 countries. India is ranked 74 out of 102 in Rugby by International Rugby Board (IRB). The recent Doing Business 2016 Report of the World Bank reveals that India is ranked 130 out of 189 economies in ‘Ease of Doing Business’, 183 out of 189 economies in ‘Dealing with Construction Permits’, 138 out of 189 economies in ‘Registering Property’, 178 out of 189 economies in ‘Enforcing Contracts’, 157 out of 189 economies in ‘Paying Taxes’, 133 out of 189 economies in ‘Trading Across Borders’ and 136 out of 189 economies in ‘Resolving Insolvency’. And, it is not the IPS or IRS or IRTS/IRAS/IRPS or ITS or IPoS, or any other silver medalist Civil Service who has been overseeing the development programme in India, but the so called gold medalist IAS. The results are for everyone to see. These rankings speak for themselves about the administrative/management skills of out generalist IAS officers, who have been overseeing all the areas covered by these rankings in India. The bitter truth is that IAS officers are neither good administrators/managers nor specialists. They are fit for nothing professionals. They are like weeds in Indian governance set-up. They are completely out of place in Indian administration. They claim experience of few years in some State Government Departments and occupy senior level posts at the Centre. But the truth is that those State Government/Central Government Departments survive with great difficulty under their leadership. IAS officers thrust themselves upon the various institutions in India, which then pass through a very difficult phase and ironically IAS officers then claim this as experience and start heading and killing other organizations. They appropriate all powers in a District to themselves then cite their experience heading many sectors/fields as District Collector to claim their hegemony later on over all other All India and Central Services.

  19. IAS TRAINEES POSTED IN CENTRAL MINISTRY HAVE BEEN TREATED LIKE ROYAL PRINCES. DG CPWD WAS COERCED TO PUT FRIDGE, OVEN IN THE CWG VILLAGE. ORDERLY WERE PLACED TO LOOK AFTER THE IAS PUPPIES. IAS WERE TRAINED IN HARDDCORE SUBJECTS BY SR OFFICERS OF GROUP A SPECIALISTS SERVICES. THIS HAS BEEN POSSIBLE BECAUSE IAS IS NOW A MAFIA WHICH LOOTS INDIA FOR BENEFIT OF THEIR SERVICE FIRST AND NATION AFTERWARDS. BY CREATING FICTITIOUS INSTITUTIONS TO ENSURE PROMOTION TO JS LEVEL IN 15 YEARS IS BALATANT LOOT OF NATION.

I respect all Officers of group a B c d e and so on if all of you just do your own work India will progress. Not saying that IAS is only the best but please if such rivalry is there in the govt how will work get done please respect the Constitution and do your work whether IAS or not all of you get salaries from taxes of people

  21. Yes ,it may happen that for most of the people IAS has been the first choice. But isn't the only reason for that is the unfathomable and un deserved supemacy of this service??
    Had every service getting their due, the choices in the DAF will change faster than you think.
    It is quite valid that being a generalist service IAS doesn't know much about anything,the problems of the department,the inticracies of work in a department and they are suppose to head that department!! I want to ask just one question..what is your attitude when you are put to a game which you have only watched on TV and don't know how to play?? You only wish or so to say you only can pass your time and go away. That's what is happening.most of the head of the departments are only interested in passing time as secy..form their clouy ,not doing anything productive or innovative just because of the fact that they don't know how to..
    For IAS guys, stop being a prude and think logically,,which you have never done before.

    I do not belong to any of the service; I am a lawyer by degree who is a civil service aspirant, still struggling to make it to the list of the elites.

    IAS is a generalist and others are specialists : Really!!! People have cleared the exam with Pali Litreture, Anthropology, and Sanskrit and claim to be specialists, kind of paradoxical. There would be arguments that We have been trained from the best of teachers/professors/eminent industry practitioners over ages at NADT, NPA, NACEN…etc (Please don’t waste time….simple, we all know how it works) An IRS, IPS,IFS officer is as generalist as anybody else who is from the Civil Services Exam, It is just that few have a wider subjects to handle and few have very limited subjects to handle. It is for the society to decide which subjects are important or relevant, If you keep saying that Revenue is the main function of the government and IRS is the great heavenly service which has “specialized “in the IT Act, you are only fooling yourself. There was a time when Indian Salt Service was also relevant; It is just that times have changed now. An IRTS officer is also a generalist in his own sphere where he coordinates the functions of innumerable engineers; please don’t undermine his/her position in coordinating the various aspects. An IRS officer who has no past in tax legal issues conducts hearings of experienced CAs, legal experts right from day one of the job, An IRS officer at the same time handles the Information Technology issues of the dept, IRS officer also looks after the personnel issues of his own department. Therefore an IRS officer is also a generalist in his own sphere. Even the service of Asst Commandant RPF, CISF, CRPF are very much generalist when compared to any other service, They handle the combat operations, look after the intelligence gathering, the technical /personnel issues. The message is loud and clear written on the walls. Any person in the list of civil services exam is as generalist as anyone else, It’s just that how wide are the subjects that your job provides.

  23. I am looking at these issues being discussed on a public forum it is very disheartening to see people whom everyone in the system looks upon to pick on such petty issues, I feel absolutely sorry for this country and the people of this country.
    IAS officers are corrupt, yes many of them. But please do not fight this argument amongst yourself, I can show a similar corrupt officer in all the services, politics, private sector in India as well as abroad Lets us not bring ourselves to the rock bottom by calculating the amount of corruption committed by each service, my sincere request ( I still have faith in the constitution and the system) .Corruption is a different issue which is a social evil lets not connect it to the civil services or any particular group.
    The IAS needs to be abolished (statements of Mr.Narayan Murthy, Sashi Tharoor…etc), the government administration needs reforms, bureaucracy biggest hurdle to progress. All these statements do not mean that IAS has to be abolished; It is a question on all the civil services my dear friends lets not play the selective political game of using these statements as per our convenience. You need to take a call on whether you want the civil services or not, ball is in your court. Btw there are umpteen number of statements where the work of the bureaucracy has been upheld ( Shri. Sardar Patel was in favour of the civil services). This is for all of to decide to have a civil service bureaucracy or not, or just let the private sector take over where every government appoints its own set of administrators, enforcers, tax collectors..etc,. Is it really a system you guys would want.
    The statistics that India has been independent for last 70 years, the figures are abysmally bad, Its all due to the IAS who do not let other services grow as the other services are more capable in doing the job and give them one chance. The last 65 years we have given IAS a chance it’s the time to change now. This is the big moment in history where change has to come (Doesn’t it look like the election campaign of 2014). Every single service is responsible for the bad shape of the society and the affairs, Our foreign policy and priorities do not exist, trade is always in deficit (IFS) .The crime has never gone down, the communal issues only keep growing, cyber crime has prospered (IPS). The tax collection is very low compared to the other countries both in Direct Taxes and as well the Indirect Taxes, the targets are continuously revised to suit the department needs (IRS). All this is because the IAS are the people who are making decisions for us and they are not competent to do it ,I guess it sounds very good . The fact remains as an outsider that you people are masters in the art of shifting the blame or fixing the responsibility on other departments. All this debate only undermines your own institution and shows that how much of babu each one of you has become (No offences). This fact everyone amongst us is aware of, yet we want to blame it on the next most convenient target.

I understand the fact that administration needs reforms and efforts are being made at every possible level be it the state , be it the central government or the armed forces, things are changing and I’m very hopeful as the society evolves. But the only request I have as an individual is let’s all be the gentle man who the youth of this country aspires to be a part of. The day when people lose faith in Civil services exam trust me, all of you from each service are going to be irrelevant. The fact always remains in how you present the things it is the definition of public servant as mentioned in the IPC which governs all of you and not any other special act, you have to conduct yourself and derive all your powers through the word public servant and please for heaven’s sake don’t wash your dirty linen in public.

If it is the rtaining that you get at respective institutes that makes you an expert than the IAS gets its training in the field of Administration and Governance. IAS is as much a specialist as other services claim to be and also the adaptability to manage situations. IAS is the only AIS/Central Civil service which is designed to have direct interface with the masses. So, in the name of seeking pay parity, for empanellment and other service matters, do not base arguments denigrating one service to make your point.

Yes sir, even the britishers used to have interface with the masses, treating them like dirt.Same thing is copied by the present day DMs-with a battery of vehicles and orderlies to serve them.Of course there are some honourable exceptions.The experts coming from other parts of the world laugh at these feudal practices.And in developed countries even the head of IRS is a noted attorney or an economist.The concept of career bureaucrats rising to higher position is simply not acceptable in any developed country.For knowing this , you will have to come out of the ghetto mentality and look at the developed part of the world .But our bureaucrats cannot simply accept this because of their self-serving attitude.That is why our bureaucracy is considered one of the worst in the world.

  25. Moreover I personally wonder if the attitude towards each service is so cold in the public itself how do people deal with the departments in office in personal. There is so much of wastage and loss of efficiency due to this friction in the inter-department transactions , is it only me or anyone else is able to see it.

    Let us hypothetically believe that the IAS does not exist anymore from tomorrow.Please give a minute to this idea, I dont see anything changing, IRS Revenue secretary will fight out with the IPS Home secretary saying that Revenue is more important than law and order, So Revenue secretary should be given Mos Status and made to sit before the home secretary on Republic Day parade, The Foreign secretary is not important as he does not maintain law and order in the country. Let us all start ranking the services once more which is acceptable to all of the civil servants so that the right man gets the due share....( Doesn't it look like some kitchen politic of Saas Bahu serial).

    Let us all grow up and behave in a mature manner, we all had a shot and have the serenity to respect our own services , By all this mud fighting we are only demeaning our own services and degrading the standards of a civil servant. the message is very clear, there is no end to it. The people who are meaningful and helpful to the system will always remain there and pass the test of times.

    I wonder if any IPS officer invites any IRS officer or any other officer of the civil services group A over a cup of tea in such an atmosphere. The things are only getting worse, the basic credibility of the UPSC exam and the civil services it at stake and you all are to understand the issue. If you cant talk to each other in the eye, how do you expect any smooth functioning of the department.
    I strongly believe this is only fulfilling personal agenda of few miscreants in the system who can never be happy.

  30. Coordination function the IAS are talking is nothing but a gimmick. The IAS keep IAS as head of every department, which creates a virtual private network of IAS either to promote or protect one another. Coordination is only a pretext to promote IAS. An IAS has better reach and accessibility to other IAS for either quick response or even manipulation because the IAS treat another IAS matter as 'ghar ki mamla'. The so called coordination function can be performed by anyone by virtue of the position as the Head of the Department but not because somebody belongs to a particular Service. So IAS friends, head only those departments where there is no functionally specialised Service and leave the post of HoD to those Departmental Personnel which have Organised Group A Services.

  32. Police Service is vested with raw power and they are likely to misuse the power left to themselves. They are to be controlled through non police official. That is why right from village, to town, to talook/block, to sub division, to district, to state secretariat there is always a Civilian officer to countercheck the power of police for the benefit of the public. Home Secretary should not be from IPS. The IAS can man the post of HS because of the exposure the IAS has got in sub divisions, districts and state secretariats.

    "Every service is selfish to the core. Every one wants themselves to be projected as the supreme. What the IAS is doing for Group-A services, the same thing Group-A services are doing to their colleagues. These officers classify themselves as Direct Recruits and don't want their fellow officers to be promoted to Group-A posts. Even if they are promoted to Group-A, they are posted in side lined posts. These so called Direct Recruits have no respect for their colleagues of the age of their parents and do not let them progress. For example, I can very well relate to promotee IRS officers as I know one of them very well. The DRs do not want their colleague ITOs to be promoted to Group-A as that will some how hurt the ego of DRs. But, the logc here is promotee officers(lucky ones) retire as Additional Commissioners and never rise to higher level. So, there is going to be no competition between DRs and promotee officers during consideration for promotion as officers get promotion upto level of Addl.Cit in a timely manner. So, it does not hamper the chances of these DRs. Even then, these DRs do not want others to progress. They consider themselves as Gods. Only God can save such a selfish country"

    Infact, DRs in the IT dept are very arrogant when it comes to dealing with their promotee colleagues. Everyone deserves a right for a better future. I as a citizen accept your arguements regd parity with IAS. At the same time, I also request you not to ill treat your colleagues nor to block their promotions. There is no smoke without fire. So, there are certainly valid reasons for agitation and chaos with in IT. I hope that these arguements are taken in a positive manner.

If every DR in ITD has been arrogant to you, could you have progressed to whatever stage you are now? DRs are not just ACs, but Commissioners and Chief Commissioners as well. If you are still a victim of something, please take it up with your higher ups. But this is not the forum for sharing personal things. Take care.

  36. I have an understanding that an work environment plays a vital role in the mood and working capacity of employees, for it provides a moral as well as social incentive.
    An employee spends most of his time in his office, his efficiency and productivity is directly linked to the environment at the workplace, so it’s imperative to have a congenial ambience at the workplace. A workplace however large or small,private or government has to be driven by efficiency and achievement that manifests itself in the form of tangible results for the organization, and is rewarding for the employee. Less productive inputs and lower efficiency levels are bound to affect the business and jeopardize its sustainability and survival.
    Workplace should be ideally designed, maintained keeping in view the employees productivity and efficiency.In general, workplaces should make employees feel included, valued, cared for, to bring out the best from them. Below mentioned are the basic requirements that should be present for a viable environment to improve productivity and efficiency.
    I would like to enumerate the infrastructure conditions of my office:
    1. Furniture and Space: There is very less space, infact there are sections which doesn't have space allotted to them, and sections which has space allotted has a huge disparity in space allotted vis-a-vis the strength of the officers posted.
    What should be ideally: A dedicated space is a basic requirement for an officer or employee.
    2. Technical Aspects: Computers are few in numbers,with outdated softwares.
    What should be ideally: Keeping Our honourable Prime Minister Vision’s ‘Digital India’ in view, Latest applications and software that offers quick connectivity and access , It Comprises of printer, computer, xerox machines along with Internet Connectivity-A dedicated Internet kiosk on each floor to help employees to be updated to the latest changes wrt to rules,laws,circulars,notifications.
    Creating a database and shared across all the commissionerates for better understanding,show cause issue,adjudication,cestat cases,audit objections etc for smooth and efficient operation.Sharing of knowledge should be done regularly.
    3. Electrical appliances,Cleaning and Dusting-It is archaic and messy,very dirty.The office infrastructure condition has degraded retrospectively.
    It is never cleaned,a thick layer of dust has built up on all the shelves,almirahs,cobwebs in the corners,old papers piled up everywhere,faeces of lizard,big mouses can be seen running.To summarize i would never prefer working in office when it gets dark.
    What should be ideally: As you have mentioned.
    4. Drinking water facility: Sadly,the drinking water facility is also in a poor state.
    5. Toilets: A colleague of mine suffered from a urinary tract problem so it's understandable in what state it is, i never use it to be honest.I better go to other places.
    In my opinion above mentioned are the basic amenities to be present for a human being. Sadly, but true all is missing.
    Above said working conditions exists only for non-Group A officers, I tried to express my discontent to my seniors (IRS) via various forums and they are well aware with existing situations but no fruitful action has been taken. My heart cries out at times for I feel deprived, discriminated and discouraged working for government of India.
    At times I wonder all IRS were an aspiring IAS who takes charge of an entire district and here it is a office which lacks due attention or to be honest an indifferent behaviour towards it's subordinates.
