Who all got inter-cadre deputation or transfer on the last day of 2013? And who was rejected?

ON THE last day of 2013, the government gave its nod to inter-cadre deputation of a number of officers whose applications were pending for sometime. Also, there were at least two instances of cadre transfer on the ground of marriage. Yet, there was a case of rejection. An Assam-Meghalaya cadre officer belonging to Indian Forest Service was denied a transfer to Kerala. More here: The government on Tuesday approved the proposal for inter-cadre deputation of Lalrinliana Fanal, a 1997 batch Uttarakhand cadre IAS, from Uttarakhand cadre to Mizoram Segment of AGMUT cadre for a period of three years on “personal grounds”. Fanal is presently on Central deputation.
The Appointments Committee of the Cabinet (ACC) has also approved the proposal for inter-cadre deputation of Gitte Kiran Kumar Dinkar Rao, a 2005 batch Manipur-Tripura cadre IAS, from Manipur-Tripura cadre to Maharashtra cadre for a period of three years on personal grounds. The order issued on December 31 said the approval was “in relaxation of the norm stipulating completion of nine years of service before proceeding on inter-cadre deputation”. It also approved inter-cadre deputation of Dr Joram Beda, a 2008 batch Punjab cadre IAS from Punjab cadre to Arunachal Pradesh segment of AGMUT cadre for a period of three years on personal grounds.
Meanwhile, 1996 batch Assam cadre officer of Indian Forest Service D Sathiyan was not so lucky. The ACC has declined inter-cadre transfer of Sathiyan from Assam-Meghalaya cadre to Kerala cadre “on grounds of extreme hardship”.
The last week of 2013 also witnessed the government giving its nod to couple of cadre transfer cases on the grounds of marriage. The government transferred Ravi Jha, a 2011 batch Uttarakhand cadre IAS from Uttarakhand cadre to AGMUT cadre on the ground of marriage to Ms Isha Khosla, a 2011 batch AGMUT cadre IAS. Earlier, the ACC approved the inter-cadre transfer of Ms Surabhi Malik, a 2012 batch Gujarat cadre IAS from Gujarat to Punjab cadre on the ground of marriage to Sandeep Kumar Garg, a 2012 batch Punjab cadre IPS officer.
