Dr Manmohan Singh’s prescription for IAS

PRIME Minister of India Dr Manmohan Singh terms Indian Administrative Service (IAS) a very privileged service and expects IAS officers to have an all-India perspective with a strong commitment to the goals and ideals enshrined in the Constitution. Based on his speech to the IAS probationers of 2008, (See picture above) delivered on April 4, 2009 in New Delhi, BoI (Babus of India) has made an attempt to figure out what PM wants out of an IAS officer.
Here are a few selected excerpts of PM’s speech: On All India Mindset We are a Union of states and we must never forget this all India perspective. When you go to various states, you are in-charge of various departments, you look after the interests of your departments, the interests of your states but you must never lose sight of the wider perspective that there is a wider perspective of strengthening the unity and integrity of our country which must be the paramount concern of all Services in our country and foremost of a Service like the Indian Administrative Service.

It is very important that you must pay particular attention to equipping yourself with latest trends in thinking about development, about environment and all other aspects which have a bearing on the processes of governance.
On Explosion Of Knowledge Today, the world is changing at a pace which was unthinkable even a decade ago. Science and technology have become the principle determiners of the wealth and well being of people all over the world. Human knowledge is therefore exploding and it is therefore very important that our civil servants should keep abreast of the latest trends in the development of human knowledge, knowledge which as I said is growing at a speed which was unthinkable even a decade ago. On Duties Of Civil Servants There is growing concern that civil servants are not mindful of their duties. I would therefore urge that you must be mindful of the fact that the people of India have entrusted you these responsibilities and it is your solemn obligation to serve the people with the greatest dedication. On Our Neighbourhood We are today faced with a neighbourhood which is far from peaceful. You all know about the developments in Pakistan. You all know about the developments in Nepal, you all know about the recent developments in Bangladesh, you all know about the recent developments in Sri Lanka. They all impinge on our development. South Asia is in turmoil. And therefore in planning for our own development, we have to be mindful of the environment within which we have to operate. So you have enormous opportunities but also enormous challenges.

Jai Ho: Railway officials finally break free from an influential IAS

SENIOR officials at the Rail Bhawan have finally discovered that they are no longer under the dominance of an IAS officer. With former railway minister Lalu Prasad’s all powerful officer on special duty (OSD) Sudhir Kumar (See Picture) leaving the Rail Bhwan to join as a joint secretary in the ministry of power, top railway officials have regained the lost ground and become hyper-active to demonstrate their abilities to the new railway minister Mamata Banerjee. In fact, Indian Railways with about 15 lakh strong employees is the only government department which is not controlled by an IAS officer. Yet, during the last five years, the minister bestowed all power to 1982-batch Bihar cadre IAS Sudhir Kumar who in turn acted like a CEO of a company and micro-managed the show. In fact, he took many a bold decision to script the turnaround saga of Indian railways. Whereas Mr Prasad just monitored the macro issue and took only the politically sensitive decisions such as not hiking the passenger fare, it was Mr Kumar who remained a backseat driver to achieve a profit of whopping Rs 90,000 cr (about $18 billion) for the railways during the last five years. Along with Shagun Mehrotra, Mr Kumar finally penned a book titled “Bankruptcy to Billions: How the Indian Railways Transformed In Four Years” to share the secret of success. As the new minister has already zeroed in a Central services officer as her OSD, the Rail babus don’t need to worry a repeat of an IAS dominating the Indian Railways any longer.
Babus in demand: Job at Central Electricity Authority The Central Electricity Authority under the ministry of power urgently requires the suitable candidates for filling up the post of Member (Planning) and Member (Economic & Commercial) in the revised scale of Rs.37400-67000 with a grade pay of Rs 12,000. They would be given ex-officio status of additional secretary to the government of India.

My Take: 30 days of writing on Indian civil servants

WHEN I began writing this blog on Indian civil servants exactly a month ago, a sense of silence prevailed in power corridors of Delhi as the political masters were fighting their electoral battles in various parts of the country. The files were moving in slower pace and babus spent more time guessing who would form the next government. In fact, I made my debut in blogging by posting a report on April 28, 2009, that DEA secretary Ashok Chawla, a 1973 batch IAS officer, was likely to be the next finance secretary of the country. When Mr Chawla was appointed as finance secretary 14 days later, one of my non-bureaucrat friends called me up to say Wah! Yes, he was excited by my postings on power corridors of Delhi, but he was not alone. In the next few days, the nation’s top babus got themselves excited over the unfolding of the Great Indian political saga. Even before the new government took charge, top bureaucrats began finalizing what should be the priority of the next government in the first 100 days of office. During the last one month, BoI (Babus of India) covered a range of topics from North Block officers’ poll prediction to railway officers’ anger towards Lalu Prasad. Yet, if you ask my favourite posting, I would say, it’s Pati, Patni and Post: Sudha Pillai Vs G K Pillai for the next cabinet secretary. Not because I got a number of emails reacting to the post, but I was happy to cover all aspects of the development including the possibility of the current incumbent K M Chandrasekhar getting a year’s extension thereby denying either of the husband and wife duo to reach the civil servant’s top slot. I must acknowledge here that a couple of very senior bureaucrats objected to the choice of the name as they feel the word babu is not an accepted term, and is mainly a creation of media. Yet, most civil servants that I know have said that the name does not matter so long as contents excite them or rather force them to open babusofindia.com in the first half hour of their working day itself. Yes, babu blogger is ready to make one simple promise. If you are a civil servant, or someone who likes to know what’s up in power corridors of India, BoI would not disappoint you. Changing Tracks: Railway officials may need to carry files to Kolkata now

NO CHUGGING along anymore! India’s top railway officials may need to catch more flights to Kolkata in the coming days if Rail Bhawan bigwigs’ early morning journey to the city of joy on May 26 is any indication. In fact, carrying all official files, chairman of the Railway Board S S Khurana, Board’s secretary K B L Mittal along with several Board members and senior officials flew to Kolkata on Tuesday morning as new railway minister Kumari Mamata Banerjee decided to take over as the new railway minister in Kolkata, and not in Delhi. President of All India Trinamool Congress Mamata Banerjee, who was recently re-elected to 15th Lok Sabha on her 7th term from Kolkata (South) constituency in West Bengal, decided to assume the charge of her office at eastern railway headquarters in Kolkata as she needed to be with the people in West Bengal who were affected by a massive cyclone. But the railway babus in New Delhi have already begun to discuss that they would have to carry files to Kolkata many more times as Ms Banerjee would be more active in state politics rather than being stationed in New Delhi. It’s the time to change tracks…

Babus In Demand: Planning Commission to recruit 35 joint secretary level officials

THE PLANNING Commission of India is recruiting 35 officers at the level of joint secretary or equivalent, the department of personnel & training, or DoPT has announced. It is proposed to fill up the posts of Unique Identification (UID) Commissioners (Central government’s joint secretary level) one each in the capital of each state and union territory of India in Unique Identification Authority of India (UIDAI) under the Planning Commission. The pay scale is Rs 37400-67000 (PB-4) with a grade pay of Rs 10,000. It’s also announced that the names of willing officers empanelled to hold joint secretary or equivalent posts at the Centre may be recommended within four weeks. The applicants need to be clear from any case with vigilance and their integrity have to be certified. For the starter, the government made a provision of Rs 100 crore in the interim budget for 2009-10 its ambitious unique identification project which will give a unique number to every citizen of the country. An authority called Unique Identification Authority of India was already set up, and the government has already notified that.

All about Maya: IAS, IPS face transfers in UP

In yet another instance of bureaucrats taking the wrath of politicians, Uttar Pradesh chief minister Ms Mayawati, who showed a poor political show during the Lok Sabha elections, finally used the time-tested weapon of transfers to punish babus. In fact, in a major administrative reshuffle, UP government transferred 10 IAS officials on Friday after it had transferred 34 IPS officers, including police chiefs of 17 districts, media reports said on late Saturday. The action includes the transfer of Rae Bareilly DM Anita C Meshram, Kanpur divisional commissioner Dinesh Singh and chief development officer Agra Surendra Singh. Babu Blogger’s take: Let’s give more power to the state chief secretaries and cabinet secretary at the Centre in transfer-related matters. In many cases, transfers do demoralize efficient bureaucrats.

A former bureaucrat appointed as PDP's chief spokesman Former tourism secretary of J&K Naem Akhtar was appointed as Peoples Democratic Party's chief spokesman, PDP president Mehbooba Mufti announced on Saturday. Mr Akhtar, who took voluntary retirement in 2008, served in health, public works and several other departments of the state as a Kashmir Administrative Service (KAS) officer.

Babus in demand: A Job offer at Trai There is a job opportunity at Telecom Regulatory Authority of India (Trai) which has asked for applications to fill up the post of a senior research officer on deputation basis on foreign services terms. The pay scale is Rs 15600—39100, plus a grade pay of Rs 6600 in addition to allowances according to government rules.

The taxman in Budget team to retire on May 31

THE taxman who has been deeply involved in the preparation of the forthcoming general Budget scheduled to be presented in the first week of July this year will retire by the end of this month. And there is no replacement till now as there has been no approved panel of successors. Member of the Central Board of Direct Taxes (CBDT) Ajay Singh, a 1972 batch Indian Revenue Services (IRS) officer, looking after legislation and computerization in the North Block office will retire on May 31, 2009, at least a month before the Budget preparation ends. He is also involved in matters relating to tax planning and legislation of various direct tax issues and Benami Transaction (Prohibition) Act, 1988. In fact, CBDT’s one wicket is already down as member, revenue Saroj Bala, also an IRS officer of 1972 batch retired, but the government has so far failed to get her successor. A member of the CBDT has the rank of an additional secretary to the government of India with a monthly salary of Rs 80,000. The new members in place of Mr Singh and Ms Bala would be chosen from 116 chief commissioners of income tax posted in various places across the country.

Govt employees in India take pledge on anti-terrorism (In Pic: Home minister P Chidambaram, second from left, administering the pledge) Anti terrorism day was observed throughout the country on Thursday, May 21. Employees in government offices, PSUs and other public institutions in the country took a pledge in connection with the anti-terrorism day. The Union home minister P Chidambaram administered the oath to the officers and staff of the ministry of home affairs in North Block lawns. Secretaries of other departments too administered the pledge. The objective behind the observance of anti-terrorism day is to wean away the youth from the violence cult by highlighting the suffering of the common people and showing how it is prejudicial to the national interest. Special allowances for Central Govt employees in Kashmir The government has extended the package of special concessions and facilities to employees of the Central government and its public sector undertakings (PSUs) working in the Kashmir Valley till the year end, the government said in a release. The employees posted to Kashmir Valley will continue to be entitled to additional HRA and messing facilities. Employees who have migrated from the Kashmir Valley would be accommodated to the extent possible in Delhi and its vicinity. Justice Upadhyaya, Justice Mridul appointed HC judges Justice Janakray Chandubhai Upadhyaya, additional Judge of the Gujarat High Court, was appointed a Judge of the Gujarat High Court with effect from the date he assumes charge of his office. In another development, Justice Siddharth Mridul, additional Judge of the Delhi High Court, was appointed a Judge of the Delhi High Court with effect from the date he assumes charge of his office.

What’s if Rahul Gandhi decides to be the minister for rural development or health?

BUREAUCRATS in various ministries in Delhi have indulged in gossips during the last few days whether Congress icon and Prime Minister in-waiting Rahul Gandhi would accept Dr Manmohan Singh’s offer to join his cabinet, and what will it mean if he becomes the minister in their very own ministry? Gandhi junior has reportedly declined Dr Singh’s offer to take up a ministerial berth as the young leader still prefers to be on the organizational side rather than working in one government department. If sources in 24, Akbar Road, are to be believed, Mr Gandhi will take up ministries such as rural development or health if senior Congress leaders finally succeed in persuading him to be a minister. In fact, rural development is the nodal ministry implementing his pet project of National Rural Employment Guarantee Act (NREGA) which is likely to be expanded further with fresh infusion of resources in the next general Budget. Those who have worked under Mr Gandhi during the last few years feel he would take up only those ministries which would enable him to relate to aam aadmi and inclusive growth. For those efficient bureaucrats who may get a chance to work closely with Rahul Gandhi could turn out to be the most influential babus in Delhi despite the fact that they don’t work in not-so high profile ministries in North Block or South Block.

Powerless Corridors: Officials in commerce & industry ministries felt the heat as there was a day-long power cut on Monday

Don’t call them power corridors anymore. Top bureaucrats and other employees of Delhi’s Udyog Bhawan housing the ministries of commerce and industry felt the heat, literally, on Monday, May 18, as there was a major power failure for over eight hours crippling AC plants, telecommunication, computers to name a few. The work in the two crucial ministries virtually came to a grinding halt on a day when many officials of these two pro-industry ministries would have rejoiced the 30-stock BSE index Sensex surging a record high of over 2000 points. No wonder, even the senior bureaucrats had to call their peons themselves as even calling bells were not functioning. Whereas secretary of DIPP (Department of Industrial Policy and Promotion) Ajay Shankar was lucky as he was in US on a personal visit, his counterpart in commerce ministry G K Pillai had no choice but to undergo the sufferings. Despite the near-emergency situation in the building, and a virtual blackout in corridors of the two ministries, a section of officials including Mr Pillai and their support staff had to prepare for the special meeting called by cabinet secretary K M Chandrasekhar on action plan of the first 100 days of Dr Manmohan Singh’s second innings.

Babus find it tough to work with Chidambaram but enjoy Kamal Nath's company

A BUREAUCRAT may not have any option to choose his political master, but a right minister always motivates his babus and increases their productivity manifold. If the feedback that I have managed to receive from several top bureaucrats in Delhi is any indication, bureaucrats by and large don’t enjoy working under current home minister P Chidambaram as much as they would have been under say railway minister Lalu Prasad or commerce minister Kamal Nath. As Dr Manmohan Singh is finalizing the list of his cabinet colleagues for the 15th Lok Sabha, BOI (Babus of India) has short-listed some probable ministers in the next cabinet and tried to figure out whether they are babus’ choice or not. Pranab Mukherjee Sure to get one of the key portfolios like external affairs or finance. Bureaucrats working under him don’t enjoy much but those who would build a good personal rapport with the most important man in the cabinet after the Prime Minister, may surely expect to reap benefits for the next five years if not more. P Chidambaram Unlikely to get back his pet portfolio – finance. Yet, he is likely to remain in the North Block as the country’s home minister. He is not at all popular among his own bureaucrats as he likes to go into the nitty-gritty of every issue. Babus in his ministry lose their independence, and at times need to bear with his shouting. Montek Singh Ahluwalia Current deputy chairman of Planning Commission and a close confidante of Dr Manmohan Singh may get the finance portfolio during this difficult time of the global economic meltdown. I have interacted with him a number of times during the last five years, and have witnessed how efficiently he uses his key men. He is popular among bureaucrats as he always respects their views but never allows them to formulate any policy against the broad theme that he has okayed first. Kamal Nath He is the darling of India Inc who wants him to be the finance minister this time. Yet, he is unlikely to be in the North Block though he has a chance to be the country’s next external affairs minister if Pranab Mukherjee is made the finance minister. He always makes good personal rapport with bureaucrats and is extremely popular among them. Disclaimer: This analysis is based on my own assessment and on the feedback that I have received from bureaucrats and politicians working closely with them.

Charm of IAS forces young railway probationers flee IIM campus

A DESIRE to become IAS officers has forced many railway probationers currently undertaking a management training programme in IIM-Calcutta flee the campus as civil services (preliminary) examination, 2009 are scheduled to be held on May 17, 2009, sources in Rail Bhawan told Babu Blogger. This has upset babus in Rail Bhawan who championed the cause of introducing for the first time a 12-week-long executive general management programme for 60 Indian railway officers as a part of the 18-month-long programme for railway probationer officers. The Board had earlier commissioned the IIM-C to conduct the course for the new recruits. Yet, railway officials chose to flee from the IIM campus as trying their luck for entering the elite IAS cadre is much more satisfying than taking lessons on economics, human resource, public policy, behavioural science, marketing, ethics and finance at the IIM.
UPSC Prelims as scheduled on May 17 The civil services (preliminary) examination, 2009 will be held by the Union Public Service Commission on May 17, 2009 as scheduled, the ministry of personnel, public grievances & pension said in a press release on May 15. The release termed the news items appeared in a section of Hindi dailies regarding postponement of some of the examinations conducted by the Commission as false.
UPSC declares results of IES/ISS written test, 2008 Union Public Service Commission (UPSC) declared the result of the written part of the Indian Economic Service/Indian Statistical Service Examination, 2008 held from November 22 to November 25, 2008. The candidates who have qualified the written test will now appear for interviews.

North Block officials predict Congress & BJP to get 134 seats each; BJD, TDP, AIADMK, BSP & Left to play as kingmakers

DON’T call it an official forecast, but surely it’s a poll forecast by officials. A poll prediction by a few bureaucrats in North Block, which houses home ministry and finance ministry, has estimated NDA to score marginally over the ruling UPA though both the BJP and the Congress may get exactly 134 seats each. The prediction of the officials, some of whom have a background in political science, has taken into account the inputs in the form of media reports, feedbacks from fellow officials posted in various states across the country and a political trend analysis during the two-month-long election process. Babu Blogger has a copy of the final excel sheet of the projected numbers. The actual counting of the Lok Sabha poll will be held on May 16, 2009. Though the prediction is largely on the line of the media exit polls which too have forecast a hung assembly, it gives six seats more to the NDA (182) over the UPA (176). But unlike the exit polls presented by all national media after the final phase of polls on May 13, 2009, it has placed NDA slightly ahead of the ruling coalition. According to the calculation of the officials, a few parties including BJD (14), TDP (28) AIADMK (30), BSP (35) and Left (29) will play a crucial role in the formation of the next government. The projection of the officials has given 22 seats to Samajwadi Party and mere eight seats to the combo of Lalu Prasad and Ramvilas Paswan in Bihar. Civil servants as a species are notoriously reticent to write about their experience of governance, says Vice President of India

Civil servants as a species, particularly the senior most ones, are notoriously reticent to write about their experience of governance and statecraft, said Vice President of India M Hamid Ansari while releasing a book entitled “GovernMint in India – An Inside View” authored by former chief secretary T S R Subramanian at a function in New Delhi on Wednesday, May 13. His observation on civil servants’ reluctance to narrate their experiences in power corridors was made when he argued that those who were willing to share their experiences need to be read “both for what they say and for what they knowingly refrain from saying.” Interestingly, Mr Subramanian in his book, argues the rule of law in India is under serious threat. Vice President particularly mentioned the author’s conclusion that “the disease is well advanced. However, it is not too late to make serious attempts to cure it”. But can the bureaucracy apply pressure for reforms? “This is a laughable thought in the present context. The business community is irrelevant to the debate on this point. The media is interested in conflict and in ‘news’ – they have no real interest in reforms. The judiciary indeed has the ability to force reforms. It is however highly unlikely that they will bestir themselves in this regard,” said the author in his book. The book has, however, given a surprising solution on page no 197. Hope is expressed for “a new messiah who will rise from the political class to deliver the nation… Once a person like this emerges, the whole country will rise up to support him; the era of coalitions at the Centre would end – the country then will be on its way to reach its tryst with destiny”. Babu Blogger’s take: Sir, I fully agree with your diagnosis and the necessity for a future vision. But Mr Subramanium, your theory of an end of coalition politics is well ahead of time, and is rather out of place as the countdown for the May 16 results has begun.

Railway officials upset over Lalu’s inability to fly to Kolkata for a day

RAILWAY minister Lalu Prasad’s inability to take a day out to fly to Kolkata amid the electoral battle has led to the uncertainty over holding of the Railway Week this year where railway employees including officials are awarded for their distinguished services. This has made many railway officers upset as Mr Prasad, who is termed as the railway turnaround man for realizing a profit of Rs 90,000 cr (about $18 billion) during the last five years, has ignored repeated requests of the organizers to take some time out for attending the big annual event. Though the annual function, which is always attended by the railway minister in addition to the chairman and members of the railway board, was originally scheduled to be held on the first week of April in Kolkata, the organizers are now convinced that only the next railway minister would preside over it. No wonder, speculations have begun in Rail Bhawan in Delhi on who could possibly be the next railway minister considering various post poll permutations and combinations of political parties.

Admiral SM Nanda passes away Admiral S M Nanda passed away on Monday, May 11, after a prolonged illness. The Chief of the Naval Staff has conveyed his deepest condolences at his demise. Mr Nanda will always be remembered for his leadership of the Indian Navy during the Indo-Pak Conflict of 1971, in which the Indian Navy carved its name for its sterling offensive actions.

One IAS & 2 IPS figure among 30 officers selected for 2-year-long public policy course at IIM-Bangalore

One IAS, two IPS and 10 ITS officers are among 30 civil servants who have figured in the list of candidates selected for the Post Graduate Programme in Public Policy and Management from IIM-Bangalore for the year 2009-2011. The only IAS officer who is joining the course at IIM-B is a 2001-batch West Bengal cadre officer Asvini Kumar Yadav. Two officers of Indian Police Service (IPS) are M A Saleem and Natarajan G. Selected ITS officers include Dinesh Sharma, Mukesh Lal, Jitendra Khare, L S Ropia and T V Venkatram among others.

Pati, Patni and Post: It's Sudha Pillai vs. G K Pillai for next cabinet secretary

It’s Pillai vs. Pillai for the top administrative post in India. Labour secretary Sudha Pillai and her spouse and IAS batch-mate commerce secretary G K Pillai have turned out to be key contenders for the post of cabinet secretary, which will lie vacant in mid-June when current incumbent K M Chandrasekhar retires. Whereas Ms Pillai tops the current merit and seniority list of IAS officers of 1972 batch, her husband comes just next to her among 32 officials of the same-batch, who are working at different capacities in the government. If Ms Pillai finally makes it to the key post which will be decided by the next Prime Minister of the country, she will be the first woman to reach the top administrative position. Both Mr and Ms Pillai are from Kerala cadre, which means another Kerala cadre official will definitely succeed Mr Chandrasekhar of 1970 batch who is also from the same cadre. Some of the other prominent officers of the same batch include secretary to PMO M N Prasad (Bihar cadre), information and broadcasting (I&B) secretary Ms Sushma Singh (Jharkhand cadre) and urban development secretary M Ramachandran (Uttaranchal cadre). Babu Blogger spoke to a number of IAS officers to come to a conclusion that no government can afford to be so gender bias to deprive Ms Pillai though some said in private that no woman would eventually be given that key post, and Ms Pillai would be rehabilitated somehow to make way for G K Pillai. But what’s if Mr Chandrasekhar’s term which expires on June 13, 2009, gets extended for one more year. Ex-telecom secretary J S Sarma appointed as TRAI chairman

TDSAT member J S Sarma has been appointed the new chairman of the Telecom Regulatory Authority of India (TRAI), said media reports on Friday. The final clearance for Mr Sarma to take over as TRAI chairman came after the appointment committee of Cabinet cleared his name. Mr Sarma is a former telecom secretary of the country. He will succeed Nripendra Mishra, who retired on March 22, 2009. At present, TRAI member A K Sawhney is managing the show as the interim chairman of the telecom regulatory body. Mr Sarma was also the Telecom Commission Chairman from June 2005 to July 2006. In fact, the total number of telephone connections as on March 31, 2009, reached 429.72 million whereas the base of the total wireless subscribers (GSM, CDMA and wireless local loop - fixed) stood at 391.76 million.

CVC recommends major penalty proceedings against 78 officers

The Central Vigilance Commission (CVC) launched prosecution against 25 officers out of which five each were from Central Board of Excise and Customs (CBEC), ministry of personnel, public grievances & pensions, four from EPFO, three from ministry of urban development, two each from ministry of railways and Indian Council of Medical Research and one each from LIC of India Ltd., ministries of textiles, labour and CPWD. It was stated in a press release issued by the ministry of personnel, public grievances & pensions on Friday. The Commission further advised initiations of major penalty proceedings against 78 officers. Of these, 12 were from ministry of railways, 11 each from public sector banks and national co-operative consumer, seven from Chennai Port Trust, six from Bharat Coking Coal Ltd. The commission disposed of 391 cases during March 2009 referred to it, the press release said. The Commission also advised imposition of major penalty against 35 officers including seven from ministry of railways, six from the public sector banks, four from DDA, three from CBDT and two each from BHEL and ICAR. The remaining eleven cases pertained to various other departments. The Commission disposed 616 complaints during the month. Of these, 531 complaints were sent for necessary action/ATR, whereas 85 complaints were sent for investigation and report. On Commission’s recommendations, the administrative authorities imposed major penalty on 44 officers including 10 from telecommunications, four from the insurance companies, three each from BSNL and CSIR, two each from ITDC, department of steel, DDA and one each from CBEC, SAIL, Development Commissioner (Small Scale Industries), STC India Ltd. and MCD, the press release said. Recoveries to the tune of Rs 6.54 crore were effected after Commission conducted technical examination of some departments, the release further said.

Know Your Babu: Addl Secretary G C Chaturvedi takes over as head in financial services division of Finance Ministry

G C Chaturvedi, a 1977 batch IAS officer, joined the finance ministry as an additional secretary on Tuesday and will head the financial services department of the ministry. Arun Ramanathan, who retired as finance secretary last week, was looking after the department dealing with banking, insurance, financial institutions etc. himself. Vinod Rai of 1972 batch, who joined as Comptroller and Auditor General (CAG) was earlier secretary to this department. With an additional secretary at the helms now, it would no longer be a full-fledged department. The other four departments in the finance ministry, Department of Economic Affairs (DEA), Department of Revenue, Department of Expenditure and Department of Investment are headed by full-fledged secretary level officials. However, Mr Chaturvedi’s turn to become secretary is not far away as 1975-batche officials are already designated as secretaries to the Government of India. A Kolkata-based steel company looks for experienced IAS/IPS officers

Responding to the Short Take that I posted on April 30, analyzing how Indian bureaucrats are no longer leaving their secured jobs to become CEOs, one of my bureaucrat-friends called me up today to say that he had mailed me an advertisement of a private steel company which specifically wanted IAS/IPS officers to be recruited for a particular project. Woh! No wonder, a Kolkata-based company, Adhunik Group, having interests in steel, mines, power, cement and auto forge, has actually given an advertisement in national newspapers saying that the Group urgently requires experienced IAS/IPS officers at Rourkela and Jamshedpur for managing their infrastructure there. Bonus for Orissa-cadre officers as the advertisement says that the knowledge of Oriya language is desirable for the post at Rourkela. So, why are waiting for? Just pick up the phone…
