Who is GK Dwivedi? And why are his colleagues lobbying for the revocation of his suspension?

(Representative image)
IN AN unusual move, as many as 15 joint secretaries working in the ministry of home affairs (MHA) met home minister Rajnath Singh on Tuesday to plead for Gopal Krishna Dwivedi, also an IAS officer, suspended last week for renewing the FCRA licence to controversial Islamic preacher Zakir Nair's Islamic Research Foundation (IRF) even though there were pending cases against his organization. The group of joint secretaries reportedly told the home minister that Dwivedi is an honest officer, and the decision to suspend him would demoralize other officers. But who is Dwivedi?…

If an IAS or IPS is suspended, state govt must inform Centre within 48 hours; extension of suspension now needs Centre’s nod, say amended rules

IF AN All India Service officer (meaning IAS, IPS and Indian Forest Service) gets suspended or deemed to have been placed under suspension, the information in this regard needs to be communicated to Government of India “expeditiously” and “within the period of forty-eight hours”, according to the amended procedure under AIS (D and A) Rules, 1969, which was placed as an annexure with a DoPT office memorandum dated May 25, 2016. The government also reiterates the need to follow the amended rules by all GoI ministries, departments and even the state governments. What activist cop Amitabh Thakur had to tell Delhi CM Arvind Kejriwal; excerpts from a 2013 letter

TWO days after 1992 batch UP cadre IPS officer Amitabh Thakur lodged a police complaint against ruling Samajwadi Party chief and UP chief minister’s father Mulayam Singh Yadav, the state government on Monday night suspended him on the charge of indiscipline and anti-establishment approach. Thakur on Monday also met senior officials of union home ministry to demand a CBI enquiry into a rape charge against him and also to ask for more protection for him and his family. Those who know Thakur say he does not really hide behind conduct rules while expressing his views. BoI here reproduces a December 29, 2013 letter written by Thakur to Arvind Kejriwal who had then just taken over as the Delhi CM (Thakur himself made the letter public in a blog post). After all, it’s unusual for an IPS officer of one state writing an open letter to a chief minister of another state. Here below is the full text of the letter:

More about Patna Municipal Commissioner Kuldip Narayan, his proposal of rail ticket auction, other “fuzzy thoughts”

Kuldip Narayan: "A simple person in wilderness"
THE Patna High Court on Monday stayed the suspension of 2005 batch IAS Kuldip Narayan as Patna Municipal Commissioner, giving relief to the officer known in his circle as honest and the one who took on the city’s builders lobby. Though the officer was suspended for his inability to spend allocated fund for two consecutive financial years, it was highly suspected that he became the victim of the powerful political-builders nexus. As the case is on, with the High Court asking the state government to submit papers related to the case on Tuesday, BoI here attempts to know the officer more: how he proposed auctioning of cinema and railway tickets (like spectrum) and how he openly criticised the...

Know more about Kuldip Narayan, IAS; Is his suspension a handiwork of Patna builders’ lobby?

Kuldip Narayan
IN A late night order on Friday, Bihar government suspended chief executive officer-cum-commissioner of Patna Municipal Corporation Kuldip Narayan for his failure to utilize allotted fund meant for development of civic amenities in FY2012-13 and FY2013-14. But, as it seems apparent, this 2005 batch IAS officer known for honesty and integrity, has become a victim of all-powerful builders’ lobby in Patna. The Bihar chapter of IAS officers’ association which had earlier met chief minister Jitan Ram Manjhi is demanding security cover to Narayan for alleged threat on him by…
