India's ambassador to WTO JS Deepak’s tenure extended; govt bestows secretary rank to 5 more IAS

THE government on Tuesday approved the extension of tenure of 1982 batch Uttar Pradesh cadre IAS JS Deepak as Ambassador/Permanent Representative of India to the World Trade Organisation (WTO), Geneva, from August 1, 2018 to May 31, 2020 on reemployment basis, ending speculations in Udyog Bhawan about who could be Deepak’s successor. In another development, seven IAS officers belonging to 1984 and 1985 batches have been promoted to the rank of either union secretary or special secretary. First, here’s the list:

1. Arvind Mehta, 1984 batch Himachal Pradesh cadre lAS and secretary to the 15th Finance Commission, has been given the rank of secretary to Government of India.
2. Ajoy Kumar, 1984 batch Bihar cadre lAS and secretary in National Commission for Backward Classes, has been promoted to the rank of secretary to Government of India.
3. Bhupendra Singh, 1985 batch Uttar Pradesh cadre lAS and chairperson of the National Authority for Chemical Weapons Convention in the cabinet secretariat, has been given the rank of secretary to Government of India.
4. Anil Shrivastava, 1985 batch Madhya Pradesh cadre lAS and Adviser in NITI Aayog, has been given rank of secretary to Government of India.
5. Sanjeev Gupta, 1985 batch Himachal Pradesh cadre lAS and additional secretary in the Inter State Council Secretariat, has been designated as special secretary in Inter State Council Secretariat in the rank and pay of secretary to Government of India.
6. Arun Goel, 1985 batch Punjab cadre lAS and additional secretary in the ministry of culture, has been elevated as special secretary in the ministry of culture in the rank and pay of secretary to Government of India. 
Meanwhile, the ACC has also approved the re-designation of R Buhril, 1984 batch Tamil Nadu cadre lAS and special secretary in inter state council secretariat as secretary, Inter State Council Secretariat in the rank and pay of secretary to Government of India.
The Appointments Committee of the Cabinet on Tuesday also extended the tenure of retired IAS LC Goyal as CMD of ITPO for a period of one year beyond September 1, 2018. 
In another development, the government appointed Ms Vijay Thakur Singh, 1985 batch IFS and  Ambassador in Dublin, as Officer on Special Duty in the Ministry of External Affairs.
She will take over as secretary (east) in MEA with effect from October 1, 2018 after incumbent Ms Preeti Saran retires.
