Mega Joint Secretary Level Reshuffle: IAS officers lead the pack; 12 non-IAS figure in the list


IN ONE of the major bureaucratic reshuffles at the level of union joint secretaries, the Centre has appointed 29 officers in new posts, some of them being laterally transferred from the posts they are currently holding. Yes, IAS officers are leading the pack, but there are as many as 12 non-IAS in the list, including officers from the services such as IRS-IT, IPS, IAAS, ICAS, IFoS, IPoS, Indian Defence Estates Service etc. Here below is the full list:

1. Kunal Kumar, 1999 batch Madhya Pradesh cadre IAS, has been appointed as joint secretary in the ministry of housing and urban affairs in place of B Anand, a 1987 batch Tamil Nadu cadre IAS;
2. Ms. Gurveen Sidhu, 1995 batch Indian Audit and Accounts Service (IAAS) officer, has been appointed as joint secretary in the department of fertilisers in place of Sushil Kumar Lohani, 1995 batch Odisha cadre IAS;
3. Minhaj Alam, 1996 batch Kerala cadre IAS, has been appointed as joint secretary in the ministry of food processing industries in place of Ms. Anuradha Prasad, 1986 batch IDAS officer; 
4. Ms. Rashmi Chowdhary, 1989 batch Indian Railway Personnel Service (IRPS) officer, has been appointed as joint secretary in the department of social justice and empowerment;
5. Vivek Kumar Dewangan, 1993 batch Manipur cadre IAS, has been appointed as joint secretary and financial adviser in the ministry of power in place of Pradeep Kumar, a 1987 batch Kerala cadre IAS;
6. Jaideep Kumar Mishra, 1993 batch ICAS officer, has been appointed as joint secretary in the ministry of electronics and information technology in place of Sanjiv Kumar Mittal, 1987 batch UP cadre IAS;
7. Sanjay Sharan, 1988 batch Indian Postal Service officer, has been appointed as joint secretary in the ministry of textiles in place of Subrata Gupta, 1990 batch West Bengal cadre IAS;
8. SCL Das, 1992 batch AGMUT cadre IAS, has been appointed as joint secretary in the ministry of home affairs in place of Dilip Kumar, 1995 batch Punjab cadre lAS;
9. Upamanyu Basu, 1989 batch IRS-IT officer, has been appointed as joint secretary in the department of animal husbandry, dairying and fisheries in place of Aditya Kumar Joshi, 1989 batch Manipur-Tripura cadre Indian Forest Service (IFoS) officer; 
10. Puneet Kansal, 1996 batch Sikkim cadre IAS, has been appointed as joint secretary in the ministry of steel in place of Ms. Urvilla Khati, 1986 batch IRPS officer;
11. Vikas Sheel, 1994 batch Chhattisgarh cadre IAS, has been appointed as joint secretary in the department of health and family welfare in place of K Rajeshwar Rao, 1988 batch Tripura cadre IAS;
12. Ms. Richa Bagla, 1999 batch Maharashtra cadre IAS, has been appointed as joint secretary in the department of atomic energy, Mumbai, in place of RA Rajeev, 1987 batch Maharashtra cadre IAS;
13. Ms. Richa Misra, 1996 batch IDAS officer, has been appointed as joint secretary in the department of defence, in place of Ms. Devika Raghuvanshi, 1988 batch IDAS officer on her completion of tenure on March 24, 2018;
14. Ms. Kimbuong Kipgen, a CSS officer, has been appointed as secretary (JS level), in PESB under the department of personnel and training in place of Rajiv Rei, also a CSS officer;
15. Atul Singh, 1995 batch Andhra Pradesh cadre IPS, has been appointed as additional secretary (JS level) in the Central Vigilance Commission, under the department of personnel and training in place of Praveen Sinha, a 1988 batch Gujarat cadre IPS;
16. Daniel Paul, 1989 batch Indian Defence Estates Service (IDES) officer, has been appointed as additional secretary (JS level), in Central Vigilance Commission, in place of SPN Singh, 1986 batch IDAS;
17. BH Anil Kumar, 1987 batch Karnataka cadre IAS, presently working as Joint secretary in the ministry of micro, small and medium enterprises, has been appointed as executive director (JS level), in NIDM (non-CSS) under the ministry of home affairs, on lateral shift basis;
18. Srinivas Bandla, 1991 batch Kerala cadre IAS, has been appointed as joint secretary in the ministry of micro, small and medium enterprises;
19. Subhashish Panda, 1997 batch Himachal Pradesh cadre IAS, presently working as joint secretary in the department of food and public distribution, has been appointed as deputy director (JS level) in AIIMS (Non-CSS) under the department of health and family welfare in place of RK Sudhanshu, 1997 batch AGMUT cadre IAS;
20. Edwin Kulbhushan Majhi, 1989 batch Kerala cadre IAS, has been appointed as joint secretary in the department of food and public distribution in place of Subhashish Panda, 1997 batch Himachal Pradesh cadre lAS;
21. Anil Kumar Nayak, 1986 batch Indian Ordnance Factories Service (IOFS) officer, has been appointed as joint secretary in the ministry of mines in place of Subhash Chandra, a 1988 batch UT cadre Indian Forest Service (IFoS) officer; 
22. Sushil Kumar Lohani, 1995 batch Odisha cadre lAS has been appointed as additional Central Provident Fund Commissioner (JS level; Non-CSS), in EPFO;
23. M Ariz Ahammed, 1995 batch Assam cadre IAS, has been appointed as Managing Director (JS level) National Horticulture Board (Non-CSS);
24. G Venugupal Reddy, 1985 batch IRSEE officer, has been appointed as DDG, UIDAI, regional office, Hyderabad;
25. Sanjay Jaju, 1992 batch Telangana cadre IAS, presently working as Director (JS level), NHIDCL, has been appointed as joint secretary in the department of defence production on lateral shift basis in place of Sanjay Garg, 1994 batch Kerala cadre IAS;
26. Satya Brata Sahu, 1991 batch Odisha cadre IAS, presently working as joint secretary in the ministry of drinking water and sanitation, has been appointed as director (JS level), NHIDCL (Non-CSS) under the ministry of road transport and highways in place of Sanjay Jaju, a 1992 batch Telangana cadre IAS;
27. Sudhansh Pant, 1991 batch Rajasthan cadre IAS, presently working as joint secretary in the department of pharmaceuticals, has been appointed as joint secretary in the department of health and family welfare, on lateral shift basis, in place of Navdeep Rinwa, 1999 batch UP cadre IAS;
28. Navdeep Rinwa, 1999 batch UP cadre IAS, presently working as joint secretary in the department of health and family welfare, has been appointed as joint secretary in the department of pharmaceuticals, on lateral shift basis, in place of Sudhansh Pant, 1991 batch Rajasthan cadre IAS;
29. Sudhanshu Gupta, 1989 batch Tamil Nadu cadre Indian Forest Service (IFoS), has been appointed as joint secretary, NACWC under the cabinet secretariat.
