IN A major secretary level reshuffle at the Centre, the government on Tuesday announced appointment of Himachal Pradesh cadre IAS Ajay Mittal as new secretary in the ministry of information and broadcasting and shifting of environment secretary Ashok Lavasa as secretary in the department of expenditure under the ministry of finance. More than new appointments, the Tuesday’s reshuffle was more of swapping of secretaries and their transfer from one ministry to another. Here are 14 such secretary-level appointments:
1. 1982 batch Himachal Pradesh cadre IAS Ajay Mittal has been appointed as secretary, Information and Broadcasting ministry in place of Sunil Arora who retires on April 30.
2. Environment, forest and climate change ministry’s secretary and 1980 batch Haryana cadre IAS Ashok Lavasa has been shifted as secretary in the department of expenditure under finance ministry.
3. 1982 batch Manipur-Tripura cadre IAS Ajay Narayan Jha has been appointed as secretary, ministry of environment, forest and climate change.
4. 1982 batch MP cadre IAS Ms Snehlata Shrivastava has been appointed as secretary in the department of justice under law ministry.
5. 1979 batch UP cadre IAS Vijay Shankar Pandey has been shifted as secretary, department of fertilizer from his current department of chemicals.
6. 1981 batch UP cadre IAS Anuj Kumar Bishnoi has been shifted as secretary, department of chemicals from his current department of fertilizer.
7. 1982 batch West Bengal cadre IAS and secretary in the department of official language Hem Kumar Pande has been shifted as secretary in the department of consumer affairs.
8. 1981 batch Andhra Pradesh cadre IAS and secretary in the department of consumer affairs Chirravuri Viswanath has been shifted as secretary, department of administrative reforms and public grievances (DARPG).
9. 1981 batch UP cadre IAS and current DARPG secretary Devendra Chaudhary has been shifted as secretary in the department of animal husbandry.
10. Susheel Kumar, 1982 batch UP cadre IAS, has been appointed as secretary, border management under the ministry of home affairs.
11. 1981 batch Assam cadre IAS and current secretary of border management Anoop Kumar Srivastava has been shifted as secretary in the department of official language.
12. 1982 batch Assam cadre IAS Jai Priye Prakash has been appointed as secretary in the department of pharmaceutical.
13. 1982 batch UP cadre IAS Prabhas Kumar Jha has been appointed as secretary in the ministry of Parliamentary Affairs.
14. 1982 batch Tamil Nadu cadre IAS Leena Nair has been appointed as OSD (at the rank of secretary) in the ministry of women and child development. The ACC has further approved that she will take over as the secretary of the ministry of women and child development with effect from May 31, 2016 when the incumbent secretary retires.
Shifting of environment secretary Ashok Lavasa is happened due to supporting the controversial IIFM Director Giridhar A Kinhal. Administrative Officer Col. Subhod Shukla has filed evidential complaints against the Director. Ashok Lavasa has had also convinced with the complaints. He had also assured Shukla to take appropriate action against the director. But Ashok Lavasa abruptly denied the charges against Director and shielded. Col Subhod Shukla has taken up the issue on different platform, Government of India also take it seriously (Zero Tolerance) and shifted Ashok Lavasa.
