Officer wanted as Consul (Education) in Embassy of India in Washington DC; More on eligibility

IF YOU are a deputy secretary or director-ranked officer at the Centre willing to work in Indian embassy in Washington DC, this information is for you. The government has been looking for a suitable candidate for the post of Consul (Education) in Embassy of India, Washington DC under the department of higher education, ministry of human resource development for a period of three years. Interestingly, the experience in educational administration is a must and desirable qualifications include…exposure to multilateral and international organizations. And the mandatory qualifications are:

1. DS/Director level officers from Indian Administrative Service/Central Services.
2. Possessing two years experience in educational administration.
3. The officer must have worked for at least two years at the Centre under the
Central Staffing Scheme.
4. The officer should be clear from vigilance angle.
5. The officer should not have been debarred from central deputation.
6. The officer should have at least 'Very Good' Service record. However, preference will be given to officers who have 'Outstanding' service record with a grading of 9 and above.
7. The officer should not be over 54 years of age.
8. The officer should not have been posted on an assignment in a foreign/captive post of the GOI, earlier.
9. The officer should not have been nominated for foreign training or should not be on training or foreign assignment, currently.
10. The officer should not be on study leave or long leave.
11. The officer should be at least one batch below the batch currently empanelled as joint secretary.
The vacancy circular also mentions that officers belonging to advisory cadre of the ministry of human resource development are eligible under “suitably modified criteria”. “However, they need not apply in response to this vacancy circular”, it said. 
The last date of application is April 11, 2016.
