Amrendra Dubey, Snehlata Shrivastava, Susheel Kumar: Who are these 3 special secretaries waiting for a secretary posting?

WITH effect from December 26, 2015, these three IAS officers of 1982 batch -- Amrendra Kumar Dubey (Kerala cadre), Ms Snehlata Shrivastava (Madhya Pradesh cadre) and Syed Md Andaleeb Razi (Uttar Pradesh cadre) were made special secretaries by temporarily upgrading the posts they held on that day. All these officers got empanelled as secretaries a little late, because of various reasons. But being special secretaries, they will now be eligible to be posted as secretaries in the forthcoming administrative reshuffle. Let’s know more about these 3 bureaucrats:

Dubey, originally hailing from Bihar, was a director in petroleum ministry, a joint secretary in the cabinet secretariat and has been joint secretary and then additional secretary in the ministry of coal. He also took additional charge as Coal India chairman. He has law and management degrees, and also holds a PhD degree in social science.  He has three more years to retire.
Snehlata Shrivastava, now special secretary in the department of financial services, did her post graduation in geography before getting into IAS. She is also an MPhil in urban studies, and one of the few administrative service officers who know Sanskrit language well. Just for record, petroleum secretary and 1980 batch IAS KD Tripathi can write in Sanskrit. Earlier, Ms Shrivastava served as a collector in MP’s Mandsaur district, a director in the department of economic affairs under union finance ministry, a joint secretary in Central Board of Direct Taxes, chief vigilance officer (CVO) in rail PSU, RITES. She also briefly worked as a joint secretary in the ministry of home affairs (MHA).
The other 1982 batch IAS who got empanelled as secretary and elevated as special secretary is Susheel Kumar belonging to UP cadre. An MPhil in physics and MBA from University of Birmingham, UK, Kumar in early 1990s was a collector of Rae Bareli and then Unnao districts of Uttar Pradesh. He was also a joint secretary in the union ministry of shipping and managing director of UP State Tourism Corporation. He also served as joint secretary and additional secretary in the ministry of housing and urban poverty alleviation. Kumar is now a special secretary in the ministry of environment, forests and climate change.
He is retiring in April 30, 2018.
