14 new joint secretaries include 2 IPS, 1 forest and 1 postal service officers; Full List

ON Thursday, the government appointed 14 officers as joint secretaries in various departments, the key takeaway of this round being the government’s conscious attempt to accommodate at least some of the empanelled non-IAS officers in various departments. Two IPS officers, for example, have been made joint secretaries in the department of consumer affairs and the ministry of mines whereas one Indian Forest Service officer and one Indian Postal Service (IPoS) were appointed as joint secretaries in the Delhi Development Authority (DDA) and department of the justice respectively. Here is the full list:

1. Dinesh Kumar, 1996 batch Rajasthan cadre IAS, has been appointed as joint secretary in the department of agriculture, cooperation and farmers welfare in place of Sanjeev Chopra, 1985 batch West Bengal cadre IAS.
2. Venkata Rama Sastry Pidaparthi, 1989 batch UP cadre IPS, has been appointed as joint secretary in the department of consumer affairs in place of Manoj Kumar Parida, 1986 batch AGMUT cadre IAS.
3. Rajiv Bansal, 1988 batch Nagaland cadre IAS, has been appointed as joint secretary in the department of electronics and information technology against a newly created post.
4. Amit Yadav, 1991 batch AGMUT cadre IAS, has been appointed as joint secretary in the department of telecommunications in place of 1993 batch Haryana cadre IAS V Umashankar.
5. B Anand, 1987 batch Tamil Nadu cadre IAS, has been appointed as joint secretary in the ministry of urban development.
6. Shripal, 1986 batch Indian Forest Service of Kerala cadre, has been appointed as principal commissioner of DDA under ministry of urban development at the level of joint secretary in place of Dayanand Kataria, 1989 batch Tamil Nadu cadre IAS.
7. Ms Sonia Sethi, 1994 batch Maharashtra cadre IAS, has been appointed as joint secretary in the ministry of culture in place of Ms Arvind M Singh, 1984 batch Indian Information Service officer.
8. Praveen Vashista, 1991 batch Bihar cadre IPS, has been appointed as joint secretary in the ministry of mines in place of 1987 batch AGMUT cadre IAS Naresh Kumar.
9. Ms Leena Nandan, 1987 batch UP cadre IAS, has been appointed as joint secretary in the ministry of road transport and highways in place of Alkesh Kumar Sharma, 1990 batch Kerala cadre IAS.
10. Praveen Garg, 1988 batch MP cadre IAS, currently joint secretary in the department of justice, has been appointed as joint secretary in the department of economic affairs on lateral shift in place of Manoj Joshi, 1989 batch Kerala cadre IAS.
11. Anil Kumar Singh, 1995 batch AGMUT cadre IAS, currently a joint secretary in the ministry of power, has been appointed as joint secretary in the department of justice on lateral shift basis  against a newly created post.
12. Rajinder Kumar Kashyap, 1989 batch Indian Postal Service (IPoS) officer, has been appointed as joint secretary in the department of justice in place of Praveen Garg, 1988 batch MP cadre IAS.
13. Ms Rachna Shah, 1991 batch Kerela cadre IAS, has been appointed as joint secretary in the cabinet secretariat in place of Ms Deepti Umashankar, 1993 batch Haryana cadre IAS.
14. K Gopal, 1992 batch Tamil Nadu cadre IAS, presently on compulsory wait in the department of personnel and training, has been appointed as development commissioner (handicrafts) in the ministry of textiles on lateral shift basis at the level of a joint secretary. He would replace
Ms Pushpa Subrahmanyam, 1985 batch Telangana cadre IAS.
Meanwhile, the appointment of 1986 batch Kerala cadre IAS UKS Chauhan as joint secretary in ministry of home affairs and that of Ms Rachna Shah, 1991 batch Kerala cadre IAS, as joint secretary in the department of food and public distribution, has been cancelled.
