1983 batch IAS Bhaskar Khulbe drops his middle name; another IAS F Innocent Divya turns J Innocent Divya

ON July 10, a DoPT order named its new additional secretary as Bhaskar Chandra Khulbe. He is a 1983 batch West Bengal cadre IAS who had earlier tenures in the ministry of home affairs (MHA), cabinet secretariat and also in personnel department, DoPT. Four days later, the government issued another notification, this time to permit Khulbe to drop his middle name, “Chandra”. J Innocent Divya. But no further details on why she wanted to change her name were available. In case of Khulbe, the DoPT notification dated July 14, 2014, said as follows: “Shri Bhaskar Chandra Khulbe, appointed to the Indian Administrative Service on the basis of the Civil Services Examination held in 1982 and borne on the cadre of West Bengal, has been permitted to change his name from Shri Bhaskar Chandra Khulbe to Shri Bhaskar Khulbe. He will accordingly be recognised as Shri Bhaskar Khulbe for all official purposes."
A post graduate in zoology, Khulbe had earlier served as a director in cabinet secretariat, joint secretary in DoPT and principal resident commissioner in New Delhi. In 2001, he was also an adviser in Indian embassy in Brussels.
In fact, name change has been quite common in Bollywood. But there are many a global examples too. British singer Elton John’s earlier name, for example, was Reginald Kenneth Dwight. American actor John Wayne was Marion Robert Morrison, and then supermodel Elle Macpherson’s former name was Eleanor Nancy Gow.
A BBC report published in October 2011 on why more and more people were now changing their names, commented, “some people also change their names to escape a past or unwanted connection - US-born model and niece of Osama Bin Laden, Wafah Dufour, took her mother's maiden name after the events of 11 September 2001,”.
But the question remains: why do those in the corridors of power change their names?

  1. I know one officer whose name is TPVSS Rao. Strangely with every new posting he would become Sekhar Rao or SS Rao or TP Rao. We used to call him A to Z Rao
