Is Narendra Modi helping DoPT? What’s this 500-page Collector’s Manual?

Narendra Modi: Keeping babus in good humour
GUJARAT chief minister Narendra Modi has always been popular among bureaucrats. After all, Modi knows it well his linkage to post-Godhra episode could be wiped out from people’s mind-space only by outstanding delivery of governance. And that can happen if babus are kept in good humour. Modi’s brainstorming sessions with bureaucrats at an exotic locale in Rann of Kutch is an annual affair. And now…
he has taken his time out to release what’s called Collector’s Manual. It’s no ordinary document but a 500-page-long book comprising laws, rules and regulations related to revenue department.
Written in simple language with a number of self-explanatory notes, the document was prepared by the state revenue department. The manual will not only help the newly-appointed IAS officers in the state, but is expected to be a guide for district collectors in other states as well.
The document has all the details about land records, settlements of taxes, working of civil supplies, mines and industry, environment and election, disaster management etc. Many bureaucrats feel such a document should have existed even earlier. Is DoPT listening?
No wonder, one of the young IAS officers Ajay Prakash has recently tweeted: “High of my Career: Received a letter from my CM Mr Narendra Modi, inviting me to work in Gujarat :) Have been posted in Sabarkantha district”. Prakash, a 2011 batch IAS officer, is an MA in English literature from Delhi’s Jawaharlal Nehru University.

Action and Appointments
a) The ACC has approved the proposal for assigning additional charge of the post of chairman, Agricultural and Processed Foods Export Development Authority (APEDA) under the department of commerce, to Asit Kumar Tripathy, a 1986 batch Orissa cadre IAS who is joint secretary in that department, for a further period of three months beyond April 16, 2012, or until further order.
b) Vijay Shankar Madan, a 1981 batch UT cadre IAS, presently joint secretary in the ministry of culture has been appointed as additional secretary in the ministry of culture on in-situ basis.
c) The ACC has approved the extension of inter-cadre deputation tenure of J Ajay Kumar, a 1997 batch Assam cadre IPS officer from Assam-Meghalaya to Andhra Pradesh for a period of two years beyond August 9, 2012.
d) The ACC has approved the extension of inter-cadre deputation of Dr Rajwant Pal Singh, a 1985 batch Andhra Pradesh cadre IPS from Andhra Pradesh to Haryana cadre.

  1. Our country today requires a lot of leaders of at least Narender Modi's calibre who can inculcate discipline at grass root level as a prerogative in all walks of life for a common man to feel free and safe as an Indian national . Growth will automatically be there.

Modi isn't talking about governance because of riots he was working for development well before riots.
