UP CHIEF secretary Jawed Usmani is no longer the senior-most IAS in the state after inter-cadre deputation of Ajay Kumar Joshi, a 1977 batch IAS, from Uttarakhand to Uttar Pradesh was approved. In a notification dated March 19, 2013, Joshi’s cadre-change nine months ahead of his retirement was termed as a “special case” and approval was accorded on “compassionate grounds”.
