New Postings for Senior Bureaucrats: 7 IAS, 2 IDAS, 1 Indian Audit and Accounts Service officer get new berths


IN A major reshuffle of senior bureaucrats mostly at the level of GoI secretary and additional secretary, the Central government on Thursday issued new appointment orders for seven IAS, two Indian Defence Accounts Service (IDAS) officers and one Indian Audit and Accounts Service officer, apart from giving in-situ promotion of two officers —Bala Prasad of Indian Forest Service and Satpal Chouhan of Indian Economic Service to the rank of union special secretary. Here below are 12 appointment orders:

1. Ms Madhulika P Sukul, 1982 batch Indian Defence Accounts Service (IDAS) officer, presently serving as financial adviser (defence services) in the ministry of defence, has been appointed as secretary in Central Information Commission (CIC) in the rank and pay of union secretary. Thus, the order dated September 17, 2018 appointing Ms Anita Bhatnagar Jain, 1985 batch UP cadre IAS as Secretary, CIC, stands cancelled.
2. PN Sukul, 1982 batch Indian Defence Accounts Service (IDAS) officer, presently in the cadre, has been appointed as secretary, National Commission for Minorities in the rank and pay of additional secretary when J Rama Krishna Rao, 1985 batch Bihar cadre IAS will retire on February  28, 2019.
3. DV Prasad, 1984 batch Karnataka cadre IAS, presently in the cadre, has been appointed as chairman and managing director (CMD) of Food Corporation of India (FCI) in the rank and pay of secretary in place of Yogendra Tripathy, 1985 batch Karnataka cadre IAS who was appointed as secretary in the ministry of tourism.
4. Ms Gargi Kaul, 1984 batch Indian Audit and Accounts Service officer, presently additional secretary and financial adviser in the ministry of civil aviation, has been appointed as financial adviser (defence services), in the ministry of defence in the rank and pay of additional secretary.
5. Inder Jit Singh, 1985 batch Kerala cadre IAS, presently awaiting posting, has been appointed as Officer on Special Duty in the ministry of development of North Eastern Region (DONER). The officer will take charge of the post when incumbent Navin Verma, 1982 batch Bihar cadre IAS, will retire on February 28, 2019.
6. Sushil Kumar, 1987 batch Tripura cadre IAS, presently in the cadre, has been appointed as additional secretary in the department of agricultural research and education against the vacancy caused due to the appointment of Chhabilendra Raul, 1985 batch Punjab cadre IAS as OSD, department of fertilisers.
7. Ms Alka Tiwari, 1988 batch Jharkhand cadre IAS and additional secretary in the department of fertilisers, has been appointed as additional secretary and financial adviser in the ministry of chemicals and fertilisers.
8. Vivek Joshi, 1989 batch Haryana cadre IAS, presently in the cadre, has been appointed as Registrar General and Census Commissioner under ministry of home affairs in the rank and pay of additional secretary.
9. Arun Kumar, 1989 batch Haryana cadre IAS and additional secretary in the ministry of civil aviation, has been appointed as additional secretary and financial adviser in the ministry of civil aviation. 
10. Atul Kumar Tiwari, 1990 batch Karnataka cadre IAS and joint secretary in the ministry of textiles, has been appointed as joint secretary in the ministry of information and broadcasting by temporarily downgrading the post of additional secretary in ministry of information and broadcasting, in place of Ms Jayashree Mukherjee, 1986 batch Maharashtra cadre IAS. Orders regarding further posting of Ms. Jayashree Mukherjee are being issued separately.
Meanwhile, the ACC has also approved the up-gradation of the following two officers of 1983 batch recently empanelled to hold secretary equivalent level posts at the Centre and currently serving the Government of India, as special secretary in-situ until their retirement. They are:
11. Bala Prasad, 1983 batch Manipur cadre Indian Forest Service officer, additional secretary, ministry of Panchayati Raj;
12. Satpal Chouhan, 1983 batch Indian Economic Service officer, additional secretary, ministry of home affairs (MHA).
