Govt issues order directing CSS officers to exercise caution in presenting documents; a day later, the order stands withdrawn


A DAY after issuing an office memorandum in regard to caution to be exercised in respect of documents submitted by Central Secretariat Services (CSS) officers, the DoPT on Wednesday issued another office memorandum to state that the order issued on Tuesday “is hereby withdrawn with immediate effect”. The question, however, arises why in the first place…
the order was issued on December 11. Equally intriguing is the question —why the order was withdrawn the following day. Did the government recently spot a lot of wrong documents being produced by the CSS officers? The DoPT office memorandum, while withdrawing the earlier order, did not, however, mention any specific reason.
Meanwhile, in an unrelated development, the Appointments Committee of the Cabinet (ACC) has approved the appointment of Justice Tarun Agarwal, retired Chief Justice of Meghalaya High Court as Presiding Officer in the Securities Appellate Tribunal (SAT), Mumbai, with a fixed pay of Rs 2.5 lakh per month, for a period of five years, or till the date of attaining the age of 70 years, or until further orders, whichever is the earliest.
Also, secretary of the ministry of mines and 1985 batch IAS, Anil Gopishankar Mukim, has been given additional charge of the post of petroleum secretary for a period between December 12 and 30, when incumbent petroleum secretary MM Kutty, a 1985 batch AGMUT cadre IAS, is on leave. 
In another development, Ms Sheila Sangwan has been reappointed as non-official independent director on the board of Indian Rare Earths Limited, an entity that comes under the administrative control of the department of atomic energy. Her reappointment is for a period of one year.

  1. Ms. Rajul Bhatt, Indian Postal Service Officer, presently posted as Director in DoP&T on Central Staffing Scheme, looks after the Cadre Management of CSS Service. The Officer has noted only one case of forged document since his joining in DoP&T that is even related to forwarding of Application for Deputation which is stll being investigated at present. The case of forgery has still not proven. However, for maligning the image of CSS Officers, the Officer has taken this decision of issuing O.M at his own level without discussing the same with either his Superiors at Joint Secretary Level who are mostly IAS Officers or Juniors (at Under Secretary Level or Section Officer or Assistant Section Officer Level) who are mostly CSS Officers. Being the Nodal Department for Human Resource of Central Government, such O.M should have been issued for all the services without specifying any particular service and general in nature. However, due to inter-services rivalry and for damaging the image of CSS Officers as they occupy a large number of posts at Director and Deputy Secretary Level, the Officer took this action in haste. When this issue was brought before the Hon'ble MoS , the O.M was withdrawn. The Officer is also not clearing the files related to Promotion of CSS officers due to inter- services rivalry. An strong protest has already been registered against this Officer by CSS Forum before the Hon'ble MoS Shri Jitendra Singh. However, the haste with which this Officer acted has backfired and now, the Officer is even not in a position to express his regret The CSS FORUM AS WELL AS THE CSS OFFICERS AT THEIR INDIVIDUAL CAPACITY WILL SOON FILE A CIVIL DEFAMATION SUIT AGAINST THIS OFFICER.
