14 new GoI joint secretaries appointed; 11 belong to non-IAS services; Full List


THE Central government on Tuesday appointed 14 officers as joint secretaries, out of whom as many as 11 belonged to non-IAS, something not seen till some years ago. The new joint secretaries are from the services such as IFoS, IPoS, IAAS, CSS and various railway services, apart from three officers being IAS. Here’s the full list of the new JS:

1. Amitabh Kharkwal, 1999 batch Indian Postal Service (IPoS) officer, has been appointed as joint secretary in the ministry of home affairs in place of Gyanesh Kumar, 1988 batch Kerala cadre lAS who was already elevated as additional secretary.
2. Subrata Nath, 1991 batch IRSME officer, has been appointed as ADG (JS level) in National Museum under the ministry of culture in place of RK Mishra, 1990 batch Punjab cadre IFoS. IRSME is Indian Railway Service of Mechanical Engineering.  
3. Nihar Ranjan Dash, 1989 batch IRSEE officer, has been appointed as joint secretary in the ministry of textiles in place of Madhukar Reddy Anam, a 1987 batch IRTS officer. 
4. Pushpendra Rajput, 1999 batch Himachal Pradesh cadre lAS, has been appointed as additional secretary (JS level), in UPSC under the department of personnel and training in place of RC Joshi, 1994 batch Assam cadre lAS.
5. Rajbir Singh Panwar, 1991 batch Gujarat cadre IFoS, has been appointed as joint secretary in the department of agriculture, cooperation and family welfare in place of B Kishore, 1993 batch Andhra Pradesh cadre IAS. 
6. Saurabh Kumar Tiwari, 1993 batch Indian Post and Telecommunication Accounts and Finance Service officer, has been appointed as joint secretary in the cabinet secretariat in place of Ms. Shubha Kumar, 1985 batch IAAS officer.
7. Nikunj K Sundaray, 1987 batch Odisha cadre IAS, has been appointed as joint secretary and CEO of National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities under the department of empowerment of persons in place of Mukesh Jain, 1989 batch Madhya Pradesh cadre IPS.
8. Praveen Bonigala, 1995 batch Rajasthan cadre IFoS, has been appointed as joint secretary in the department of commerce in place of Ms Anita Praveen, 1989 batch Tamil Nadu cadre lAS. 
9. Prakash Mirani, 1989 batch Indian Railways Stores Service (IRSS) officer, has been appointed as Additional CEO (JS level), of GeM SPV under the department of commerce.
10. Pradeep Kumar, 1995 batch Sikkim cadre Indian Forest Service (IFoS) officer, has been appointed as DOG, UIDAI, under the ministry of electronics and information technology in place of Shishir Sinha, 1988 batch IOFS.
11. Parag Gupta, 1988 batch Odisha cadre IAS, has been appointed as adviser (JS level) in NITI Aayog, on lateral shift basis, for an overall tenure of 5 years in place of Ravinder Goyal, 1987 batch IRTS officer. 
12. Ms Reema Prakash, 1991 batch Indian Audit and Accounts Service officer, has been appointed as joint secretary in the department of food processing industries in place of Parag Gupta, 1988 batch Odisha cadre IAS.
13. Ms Geeta Menon, 1992 batch Indian Audit and Accounts Service officer, has been appointed as joint secretary in the ministry of environment, forest and climate change in place of Nikunj K Sundaray, 1987 batch Odisha cadre lAS.
14. A Asholi Chalai, a Central Secretariat Service (CSS) officer, has been appointed as joint secretary in the National Commission for Women under the ministry of women and child development in place of KL Sharma, also a CSS officer.
