Failure to submit immovable property returns by Jan 31 would result in denial of vigilance clearance: DoPT letter cautions IAS officers

THE Department of Personnel and Training (DoPT) has written letters to GoI secretaries and state chief secretaries reminding all IAS officers that they must submit their annual Immovable Property Returns by January 31, with a note of caution that the failure to submit the returns on time “would result in denial of vigilance clearance”. In fact, online filing of returns was introduced last year, for the IAS officers. “The officer has also the option to upload the hard copy of the IPR by 31st January in the IPR Module”, said two separate letters of PK Tripathi -- one for GoI secretaries and the other for the state chief secretaries. Tripathi is the establishment officer (EO) and additional secretary in DoPT. Both the letters were dated December 22, 2017.
Meanwhile, the competent authority has approved the proposal of the department of commerce for entrustment of additional charge of the post of Executive Director (JS level), Rubber Board, Kottayam, to MKS Sundaram, 1997 batch AGMUT cadre IAS, who is the current development commissioner, MEPZ Special Economic Zone, Chennai. The additional charge, according to the order, will be for a period of three months with effect from November 24, 2017, or till such time the post is filled up on regular basis, or until further orders.
In another development, the government has curtailed the tenure of Prerna Puri, 2006 batch AGMUT cadre IAS, as private secretary to minister of steel Chaudhary Birender Singh so that she can assume her new assignment — the director, Census Operations/director of Citizen Registration, Haryana. This post comes under the union ministry of home affairs (MHA).
Also, Ravi Kant, 1984 batch Bihar cadre IAS and secretary in the department of food and public distribution, has been given additional charge of the post of secretary, ministry of food processing industries from December 23 to December 31, as the incumbent secretary Jagdish Prasad Meena is on leave during that week.

  1. The IAS officers failing to file their immovable property returns know very well that the date would be extended further and even if they fail no action would be taken. That is the power they wield.

    Better is to ask CBI to focus on government officers indulging in collusive corruption and arrest them for Disproportionate Assets.
