THREE retired IAS officers — GC Pati of Odisha cadre, R Vijay Kumar of Tamil Nadu cadre and Ms Nandita Chatterjee of West Bengal cadre — and one retired officer belonging to Indian Railway Service of Electrical Engineers, Navin Tondon, were on Monday appointed as Executive Members in the Central Administrative Tribunal (CAT), the agency that is responsible for adjudication of disputes on recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the government and local authorities. three years or until they attain the age of 65 years. The Appointments Committee of the Cabinet (ACC) headed by Prime Minister gave its nod to their appointment on Monday.
Here are the four officers, their cadre, batches and the area of new posting in CAT.
1. GC Pati, 1978 batch retired IAS; to be posted in CAT, Allahabad.
2. R Vijay Kumar, 1978 batch retired Tamil Nadu cadre IAS; to be posted in CAT, Mumbai.
3. Smt. Nandita Chatterjee, 1980 batch retired West Bengal cadre IAS; to be posted in CAT, Kolkata.
4. Navin Tondon, 1976 batch retired officer belonging to Indian Railway Service of Electrical Engineers; to be posted in CAT, Jabalpur.
Pati is former Odisha chief secretary who had also served as union agriculture secretary. An MSc in physics, Pati had a distinction of serving 13 years in agriculture and rural development ministries at the Centre and the state. He is also an MBA from University of Wollongong, Australia.
Ms Nandita Chatterjee who till recently was the secretary in the ministry of housing and urban poverty alleviation in government of India, is a post graduate in economics and also a PhD in anthropology.
R Vijay Kumar retired as secretary in the union ministry of Development of North Eastern Region. He is an MSc in physics and PhD from University of Delaware, Newark, USA in energy and environmental policy.
Navin Tondon served as member electrical in Railway Board and ex-officio secretary to the government of India. As a railway engineer, he acquired training in Canada, Japan and USA on computerization of railways and rolling stock management respectively.
IAS officers who have never decided a single RTI Application as CPIO or Appellate Authority are being appointed as Information Commissioners. Similarly IAS officers who have never worked as Inquiry Officers or decided Disciplinary cases and have no knowledge of rules of Central Government are being appointed to CAT. Most unfortunate. This is reason quality of Judgement delivery and drafting of Administrative Members is extremly poor.

ReplyDeleteYou could see Central Secretariat Service (CSS) cadre being empanelled and posted as Secretary to Government of India and equivalent positions. P. N. Kirpal (served as Member of Kothari Commission), and, Hari Sharma (served as Member of UPSC from 1967-1973).
Members of British ICS were awesome.They allowed competent people from other services to come to top.
IAS is disgusting and corrupt. China currently has the largest economy in the world; very soon it will be the richest country on this planet.
Sad to see, 70% Indians are poor and earn US$2 income. India has enough open gutters everywhere and no sanitation. This is what IAS administration and supremacy is all about. PATHETIC!!

ReplyDeleteCATs HAVE BECOME REHABILITATION CENTRES FOR THE SUPERANNUATED OFFICERS.
CAT, CIC, CCI etc all these statutory bodies have become old peoples home. There are so many officers who are having higher pay scale but do not have commensurate post. I am unable to understand why serving officers cannot be appointed against these post? Take an online test of serving officers ask them to write 4-5 different Judgements on different issues. Let a Judicial person give marks and select on merit. what is use of having officers suffering from health problems and also unable to write Judgements as he is used to initialling files submitted by subordinate. Can a file pusher work with same passion? It is better young officers are given option. All after retirement appointments should be banned. This has become siource of corruption. Officers make all kinds of compromises to be able to grab an after retirement job. On the other hand serving, energetic officers languish with little work. This is called disguised unemployment.
