IAS officer Jitendra Gupta seeks cadre change from Bihar on grounds of “threat to life and property”; DoPT seeks IB report

AFTER 2013 batch IAS officer Dr Jitendra Gupta sought cadre change from Bihar to Haryana on the grounds of extreme hardship including “threat to life and property”, a committee headed by union personnel secretary has decided to seek a report from the Intelligence Bureau (IB) regarding such threats before taking a call on the proposal, according to the minutes of the meeting held on May 1. The exact nature of the threat and who threatened the IAS officer were however not mentioned in the minutes of the  meeting. Here below are eight cases of inter cadre deputation, repatriation etc. including that of Gupta:
1. Dr Jitendra Gupta, 2013 batch Bihar cadre IAS sought cadre change from Bihar cadre to Haryana cadre on grounds of extreme hardship including threat to life and property. But the personnel secretary-headed committee did not give a go-ahead easily, as it decided to seek reports from the Intelligence Bureau regarding such threat. Gupta is 35 years old and originally belongs to Uttar Pradesh. He did his dental science from Delhi’s Maulana Azad Medical College before getting into IAS. He was allotted Bihar cadre.
2. The committee has recommended the inter cadre deputation of R Sudhan, 2006 batch Manipur cadre IAS from Manipur cadre to Tamil Nadu cadre for a period of three years, as the officer had completed the required nine years of service in his cadre and both the state governments have conveyed their consent/no objection for deputation. Further, the officer is clear from vigilance angle. Now, the file will move to ACC for approval.
3. The proposal for inter-cadre deputation of Ms M Sudha Devi, 2003 batch Himachal Pradesh cadre IAS to Tamil Nadu cadre, was approved by the secretary-headed committee and the proposal will now move to ACC. She was earlier on the Central deputation from June 18, 2009 to June 17, 2014 and the mandatory cooling off period would be completed by June 16, 2017 — the date she will again be eligible for Central deputation. 
4. The proposal for inter-cadre deputation of Dr Karuna Kumari, 2010 batch Assam cadre IAS from Assam-Meghalaya cadre to Bihar cadre for a period of five years, gets the nod of the committee, as according to existing inter cadre transfer/deputation policy for North East cadres, a woman officer borne on a North East cadre is eligible for deputation for a maximum nine years to be availed in two spells. Now, the ACC has to give its nod. 
5. The decision on cadre change of Ms Radhika Aiyar, 2011 batch West Bengal cadre IAS from West Bengal cadre on the basis of PH policy dated February 14, 2014, has been deferred.
6. The committee deferred the proposal of cadre transfer of Megha Nidhi Dahal, 2015 batch Assam cadre IAS from Assam-Meghalaya cadre to Sikkim cadre which is his home cadre. 
7. The committee declined the request of an inter cadre deputation by R Selvam, 2001 batch Himachal cadre IAS from Himachal Pradesh cadre to Tamil Nadu cadre. However, the committee directed to explore the possibilities of taking the officer on a central deputation post in Tamil Nadu after following due process.
8. The committee gave its nod for premature repatriation of Ms Sonli Ponkshe Vayangankar, 2000 batch Madhya Pradesh cadre IAS, from Maharashtra cadre to Madhya Pradesh cadre. Now, the proposal will be put up with Appointments Committee of the Cabinet for final approval.

  1. evaporation of idealism which was abundant at the time of appearing in civil services examination?

    Reality is that India is a vast country and best option for bureaucrats is to join state civil services and enjoy life.

    Else join central services and get transferred to home state so as to enjoy life.
