11 new joint secretaries appointed; IRS-IT, IFoS, IOFS, IDAS officers replace incumbent IAS in key ministries

THE government on Wednesday appointed 11 new joint secretaries that include 4 IAS, 2 each from Central Secretariat Service (CSS) and Indian Forest Service (IFoS), and one each from IRS-IT, Indian Ordnance Factory Service (IOFS) and Indian Defence Accounts Service (IDAS). In four of these postings, officers belonging to IRS-IT, IFoS, IOFS and IDAS, have replaced IAS officers, in a clear indication that the government has decided to appoint more and more non-IAS officers as joint secretaries in key Central government ministries and departments. Here below is the full list of 11 JS appointments:
1. Amit Agrawal, a 1993 batch Chhattisgarh cadre IAS, has been appointed as joint secretary in the department of financial services in place of Priya Kumar, a 1991 batch Indian Information Service (IIS) officer.
2. NK Srivastava, a 1998 batch Madhya Pradesh cadre IAS, has been appointed as additional DGFT, Directorate General of Foreign Trade under the department of commerce in place of Devendra K Singh, 1989 batch Kerala cadre IAS. 
3. Satyendra Kumar Mishra, a 1990 batch IRS-IT officer, has been appointed as joint secretary in the ministry of civil aviation for a period of five years in place of BS Bhullar, a 1986 batch Uttar Pradesh cadre IAS.
4. Anjani Nandan Sharan, 1985 batch Bihar cadre IFoS, has been appointed as joint secretary in the ministry of new and renewable energy in place of Varsha Joshi, 1995 batch AGMUT cadre IAS.
5. GR Raghvendra, a Central Secretariat Service officer, has been appointed as joint secretary in the department of justice in pace of Atul Kaushik, also a Central Secretariat Service officer.
6. Hitesh Kumar S Makwana, a 1995 batch Tamil Nadu cadre IAS, has been appointed as ED (Projects), National Mission for Clean Ganga (NMCG) on a newly-created post under the ministry of water resources, river development and Ganga rejuvenation.
7. Geeta Narayan, a Central Secretariat Service officer, has been appointed as Member Secretary, National Commission for Protection of Child Rights (NCPCR) under the ministry of women and child development for a period of 5 years in place of P Srivastava, also a CSS officer.
8. Sivanand Nyshadham, a 1985 batch Indian Ordnance Factory Service officer, has been appointed as joint secretary in the department of heavy industry in place of Anshu Prakash, a 1986 batch AGMUT cadre IAS.
9. Alka Tiwari, a 1988 batch Jharkhand cadre IAS, has been appointed as joint secretary in the department of fertilizers on a lateral shift basis in place of Arabinda Kumar Padhee, a 1996 batch Odisha cadre IAS.
10. Devika Raghuvanshi, a 1988 IDAS officer, has been appointed as joint secretary in the department of defence, on lateral shift basis in place of Ravindra Panwar, a 1985 batch Bihar cadre IAS.
11. Inder Dhamija, a 1985 batch Tamil Nadu cadre IFoS, has been appointed as joint secretary in the department of sports in place of Onkarmal Kedia, a 1985 batch Indian Information Service officer.

  1. Ravindra panwar is best officer as compair to Devika raghuvanshi, which was joined as joint secretary at defence. his batch is older from devika raghuvanshi
