13 new additional secretaries appointed -- 8 IAS, one each from IFoS, IDAS, ICAS, IES and Indian Audit and Accounts Service

THE Central government on Friday appointed as many as 13 officers at the rank of additional secretary, some of whom were laterally shifted from one ministry to another. The new officers include eight IAS, one each from Indian Audit and Accounts Service,  Indian Forest Service, IDAS, ICAS and Indian Economic Service. The list incidentally has two Arun Goyal/Goels — Arun Goyal of AGMUT cadre in GST Council against a newly-created post, and Arun Goel of Punjab cadre who has been laterally shifted from Delhi Development Authority's vice president's post to a new assignment as additional secretary in the ministry of labour and employment. Here is the full list:

1. Rabindra Panwar, 1985 batch Bihar cadre IAS and joint secretary in the ministry of defence, has been appointed as additional secretary in the ministry of defence in place of Suresh Kumar, 1986 batch Jammu and Kashmir cadre lAS.
2. Ms Meenakshi Gupta, 1984 batch Indian Audit and Accounts Service and joint secretary and financial advisor in the ministry of labour and employment, has been appointed as additional secretary and financial advisor in the ministry of chemicals and fertlizers in place of Gajendra Bhujbal, 1981 batch Indian Economic Service officer on his superannuation on October 31, 2016.
3. Arun Goel, 1985 batch Punjab cadre lAS and vice chairman of Delhi Development Authority, has been laterally shifted as additional secretary and financial advisor in the ministry of labour and employment.
4. SN Sahai, 1986 batch UT cadre lAS, presently in his cadre has been appointed as additional secretary in the department of commerce.
5. Sumanta Chaudhuri, 1985 batch West Bengal cadre IAS, presently in his cadre has been appointed as managing director in Small Farmers' Agri-Business Consortium under the department of agriculture and cooperation in the rank and pay of additional secretary under Central Staffing Scheme.
6. Ashok Pai, 1983 batch Uttarakhand cadre Indian Forest Service officer and joint secretary in National Commission for Scheduled Tribes, has been laterally shifted as Chief Executive Officer in National Waqf Development Corporation Limited (NAWADCO) under the ministry of minority affairs in the rank and pay of additional secretary.
7. Ms Anuradha Mitra, 1984 batch IDAS officer and joint secretary and financial advisor in the ministry of electronics and information technology, has been appointed as additional secretary and financial advisor in the same ministry.
8. Ms Vandana Sharma, 1984 batch ICAS officer and joint secretary in the department of pensions and pensioners’ welfare, has been appointed as additional secretary in the department of pensions and pensioners' welfare.
9. Suresh Kumar, 1986 batch Jammu and Kashmir cadre lAS who is additional secretary in the ministry of defence, has been shifted as additional secretary in the ministry of coal against the vacancy on appointment of AK Dubey, 1982 batch Kerala cadre lAS as OSD in the department of youth affairs.
10. Sanjeeva Kumar, 1986 batch Assam cadre lAS, presently in his cadre, has been appointed as additional secretary in the department of health and family welfare against the vacancy on appointment of CK Mishra, 1983 batch Bihar cadre IAS as secretary in the ministry of health and family welfare.
11. Arun Goyal, 1985 batch AGMUT cadre lAS and additional secretary in the Project Monitoring Group, Cabinet Secretariat has been laterally shifted as additional secretary in the GST Council against the newly-created post under Central Staffing Scheme.
12. UP Singh, 1985 batch Odisha cadre lAS  and additional secretary in the ministry of water resources, has been appointed as additional secretary in the River Ganga (Rejuvenation,
Protection and Management) Authority against the newly-created post.
13. Udai Pratap Singh, 1984 batch Jharkhand cadre IAS and additional secretary in the ministry of tourism, has been laterally shifted as vice chairman of Delhi Development Authority in the rank and pay of additional secretary.
