Secretary empanelled 1983 batch IAS officers given special secretary rank; Bhaskar Khulbe is now Secretary to PM

ALL 1983 batch IAS officers who were already empanelled as union secretaries, are now designated as special secretaries with effect from July 29, 2016, by temporarily upgrading the posts held by the officers. According to rules, the moment the senior-most officer of the batch is appointed as secretary, all her batch mates empanelled as secretaries, get elevated to the rank of a special secretary. Special secretaries have the same rank as secretaries and receive the same salary as that of a secretary. Here are the newly elevated officers:

1. Bhaskar Khulbe, 1983 batch West Bengal cadre IAS and additional secretary in the Prime Minister's Office (PMO) will now be secretary to Prime Minister.
2. Arun Kumar, 1983 batch Assam cadre IAS and additional secretary in the ministry of social justice and empowerment, will now be special secretary.
3. Jagdish Prasad Meena, 1983 batch Assam cadre IAS and additional secretary in the ministry of food processing industries, will be special secretary.
4. Jatinder Bir Singh, 1983 batch Assam cadre IAS and CMD of Punjab and Sind Bank under the ministry of finance is given the rank and pay of secretary.
5. Preeti Sudan, 1983 batch Andhra Pradesh cadre IAS and additional secretary in the ministry of women and child development, will now be special secretary.
6. Asha Ram Sihag, 1983 batch Himachal Pradesh cadre IAS and secretary of Union Public Service Commission (UPSC), will get the rank and pay of secretary.
7. Yudhvir Singh Malik, 1983 batch Haryana cadre IAS and additional secretary in NITI Aayog, will be special secretary.
8. KP Krishnan, 1983 batch Karnataka cadre IAS and additional secretary in the department of land resources under the ministry of rural development, will be special secretary.
9. Ms Sanjeevanee Kutty, 1983 batch Maharashtra cadre IAS and additional secretary and financial adviser under the ministry of home affairs, will be special secretary.
10. Injeti Srinivas, 1983 batch Odisha cadre IAS and director general of Sports Authority of India (SAI) under the ministry of youth affairs and sports, is given the rank and pay of secretary. 
11. Ms Seema Bahuguna, 1983 batch Rajasthan cadre IAS and additional secretary and financial adviser in the department of rural development will be special secretary.
12. Ms Bharati S Sihag, 1983 batch Himachal Pradesh cadre IAS and additional secretary and financial adviser in the ministry of steel, will now be special secretary.
13. Dinesh Sharma, 1983 batch Kerala cadre IAS and additional secretary in the department of economic affairs,, will now be a special secretary.
14. R Sridharan, 1983 batch Karnataka cadre IAS and additional secretary in the ministry of mines, will be special secretary.
15. Rajani Ranjan Rashmi, 1983 batch Manipur cadre IAS and additional secretary under the ministry of environment, forests and climate change, will be special secretary.
16. Ms Alka Panda, 1983 batch Odisha cadre IAS and Director General of BIS under the ministry of consumer affairs, food and public distribution, is given the rank and pay of secretary (equivalent).
17. Ms Anjali Prasad, 1983 batch Uttarakhand cadre lAS and ambassador of World Trade Organisation will get the rank and pay of secretary (equivalent).
18. Bhagwati Prasad Pandey, 1983 batch Uttarakhand cadre IAS and additional secretary in the ministry of power, will be a special secretary.
