Kumar was earlier posted as additional secretary in department of agriculture. He has worked on various assignments in both the Central and the state government.
He was director, and then joint secretary in the department of fertilisers from May 1999 to June 2004. He also worked as chairman and
chief executive officer of Noida Authority, vice-chairman, Lucknow
Development Authority, managing director of Uttar Pradesh State
Industrial Development Corporation and district magistrate in
Moradabad and Rampur district.
He was principal secretary in
department of social welfare, women and child development,
taxation, food and civil supplies, revenue, etc. in Uttar Pradesh.

ReplyDeleteMy heartiest welcome to you as the Secretary-Mines. I do hope that your stewardship will revamp Geological Survey of India to a new avatar. Lack of Inter and intra departmental coordination has put decision of revision of pay/pension to Survey workers of GSI at lurch for past over two years. GSI Portal deficiencies are also required immediate attention.
Please Sir, take cognizance of the setbacks through a thorough introspection and intervene about the prevalent setbacks. Thanks and regards.
May I please ask Mr Balvinder Kumar if by now he has weighed mind and consciousness of GSI officers? He had recently an emergency meeting with GSI, CHq, officers at Kolkata. Did he notice that GSI, CHq keeps mum over uniformity in implementation of G.O. at all the offices of GSI and GSI Portal take a little care to respond online feedback and query. Prevalent condition of governance collapse as GSI, NR, Lucknow is obsessed about not giving revised pension benefits to Survey workers in accordance of DOPT rules and maintaining parity with other offices of GSI. GSI, Lucknow office should not be allowed to go ahead with draconian diktat. More than two and half years have already lapsed about prevalent log jammed situation.

Companies like us cannot weather the imposed wait as any flight of capital and FDI contacts will do irreparable damage to our 'Make-in-India' ventures on the Konkan Coast (Maharashtra).
