Eliminate silos, interact more among you: PM to GoI secretaries

VENUE: Panchvati lawns at 7 Race Course Road -- the residence of prime minister of India. Day: Wednesday evening. Nature of the Meeting: Informal. Attendance: PM, FM and Government of India secretaries. PM’s Advice to Top Babus: Eliminate silos, if any, and speed up the process of decision-making. PM appealed the secretaries to talk more among themselves and said a…
“communication gap” in this team was absolutely untenable. He urged all secretaries to consult each other regularly. In the course of the interaction, the prime minister described the officers as one team and appreciated the good work done by the team over the last 10 months.
This is the third meeting that PM has had with union secretaries, the top bureaucrats with maximum decision-making power, after the NDA government came to power in May last year. Earlier, he had two such meetings, the first one on June 4, 2014, and then on November 1, 2014.
On Wednesday, the Prime Minister reiterated his view that officers in the government should have the freedom and protection for objective, honest decision-making, and said efforts were being made to ensure this, according to an official release issued by the PMO. The PMO release itself said, it was an “informal” meeting, but did not mention how many secretaries actually turned up for that informal interaction. The photograph released after the occasion clearly shows a large number of absentees.
Finance minister Arun Jaitley, Vice-chairman of NITI Aayog Arvind Panagariya, Member of NITI Aayog Bibek Debroy, cabinet secretary Ajit Seth, principal secretary to Prime Minister Nripendra Misra and additional principal secretary to Prime Minister PK Mishra were present in the meeting.
Prime Minister specially mentioned two “good works” in the last 10 months: Success of coal block auctions and the Pradhan Mantri Jan Dhan Yojana.
The interaction was followed by high tea on the Panchvati lawns.

  1. PM's pep talk to union Secretaries?
Work fearlessly and honestly; keep interacting with each others.

    An exercise in hypocrisy.
    Example is better than precept.

The unpliable and incorruptible, Khemka transferred 46 times in 25
    years.
His fault : Zero tolerance to corruption

Should civil servants learn to make "minor adjustments" ?
    If so,to what extent ?

Only two options are available : Compromise with the political class OR perish.

The political class has vested interests in keeping the civil servants disunited.

The seniors rarely protect their juniors.
Why should they incur the wrath of political masters.
Successive Cabinet Secretaries and chief secretaries look for post-retirement rehabilitations.

MESSAGE to civil servants : Protect thyselves.Go by the dictates of your conscience.

  2. Only option for honest civil servants in India:

Buy a flat/house in capital city of the home state.

Keep your family in this flat.

Remain alone in your places of posting.

Keep on getting transferred and earn transfer grant.

Keep yourself healthy, contented and alive so that your family may live peacefully and enjoy life in capital city.

Meet your family on weekends and holidays.
