Super Tuesday: 38 officers appointed as union joint secretaries. Full List

SEPTEMBER 23. Call it a super Tuesday for the corridors of power in Delhi. As many as 38 officers were appointed as Union joint secretaries at one go. In some cases, there were lateral shifts. In others, fresh appointments were made, some of who are currently directors and will soon join as joint secretaries, for the first time. There were also cases where the officers who are now on “compulsory wait”, have been appointed as JS, Here is the full list of 38 joint secretary-level appointments:

1. TVSN Prasad, 1988 batch Haryana cadre IAS, has been appointed as joint secretary in the ministry of water resources, river development and Ganga rejuvenation.
2. 1995 batch UT cadre IAS Varsha Joshi, currently director, Census, has been appointed as joint secretary in the ministry of new and renewable energy.
3. Satbir Silas Bedi, 1986 batch UT cadre IAS, has been appointed as joint secretary in the department of school education and literacy.
4. Ms Surina Rajan, 1985 batch Haryana cadre IAS, has been appointed as joint secretary in department of defence.
5. Sandeep Pondrik, 1993 batch Bihar cadre IAS, has been appointed as joint secretary in the ministry of petroleum and natural gas.
6. Hitesh Kumar S Makwana, 1995 batch Tamil Nadu cadre IAS, presently on compulsory wait in shipping ministry, has been appointed as joint secretary in the ministry of home affairs.
7. Shashi Prakash Goyal, 1989 batch UP cadre IAS, has been appointed as joint secretary in the department of higher education.
8. Rakesh Ranjan, 1992 batch Manipur-Tripura cadre IAS, currently on compulsory wait in the ministry of culture, has been appointed as joint secretary in the department of higher education.
9. Sukhbir Singh Sandhu, 1988 batch Uttarakhand cadre IAS, has been appointed as joint secretary in the department of higher education in place of Jagmohan Singh Raju, 1985 batch Tamil Nadu cadre IAS, who was prematurely repatriated to his cadre on June 30, 2014.
10. Ms Urvilla Khati, 1986 batch IRPS officer and joint secretary in the ministry of water resources, river development and Ganga rejuvenation, has been appointed as joint secretary in the ministry of steel.
11. Ms Amita Prasad, 1985 batch Karnataka cadre IAS, has been appointed as joint secretary in the ministry of water resources, river development and Ganga rejuvenation.
12. Ms Nisha Singh, 1987 batch Himachal Pradesh cadre and joint secretary in urban development ministry, has been appointed as joint secretary in the department of atomic energy.
13. Dilip Kumar, 1995 batch Punjab cadre IAS, presently on compulsory wait in the ministry of external affairs, has been appointed as joint secretary in the ministry of home affairs.
14. Dr M Ariz Ahmmed, 1995 batch Assam cadre IAS, currently a director in the department of school education, has been appointed as joint secretary in the department of pharmaceuticals.
15. Ashok Pal Singh, 1986 batch IPoS officer, currently deputy director in UIDAI, has been appointed as joint secretary in the department of disinvestment.
16. Himanshu Kumar, 1990 batch UP cadre IAS, has been appointed as joint secretary in the department of defence.
17. Niranjan Kumar Singh, 1987 batch Gujarat cadre Indian Forest Service officer, has been appointed as joint secretary in the ministry of mines.
18. Sudhansh Pant, 1991 batch Rajasthan cadre IAS, has been appointed as joint secretary in the department of pharmaceuticals.
19. Chintamani Manohar Sane, 1993 batch Indian Audit and Accounts Service officer, has been appointed as joint secretary (finance) in department of space, Bengaluru.
20. UP Singh, 1985 batch Odisha cadre IAS, now joint secretary in steel ministry, has been appointed as joint secretary in the petroleum ministry.
21. IS Chahal, 1989 batch Maharashtra cadre IAS, now JS in MHA, has been appointed as joint secretary in the ministry of women and child development.
22. 1990 batch IDAS officer Arti Bhatnagar has been appointed as joint secretary (security) in cabinet secretariat.
23. Manoj Kumar Singh, 1988 batch UP cadre IAS, has been appointed as joint secretary in the ministry of environment, forests and climate change.
24. Bharat Harbanslal Khera, 1995 batch Himachal Pradesh cadre IAS, has been appointed as joint secretary in the department of defence production.
25. 1986 batch Gujarat cadre IAS Dr Guruprasad Mohapatra, has been appointed as joint secretary in the department of commerce.
26. Ali Raza Rizvi, 1988 batch Himachal Pradesh cadre IAS, has been appointed as joint secretary in the department of health and family welfare.
27. Gopal Krishna Dwivedi, 1993 batch Andhra Pradesh cadre IAS, who is now on compulsory wait in the ministry of commerce, has been appointed as joint secretary in the ministry of home affairs.
28. Ms Manisha Prasad Panwar, 1990 batch Uttarakhand cadre IAS, has been appointed as joint secretary in the ministry of women and child development.
29. Heera Lal Samariya, 1985 batch Andhra Pradesh cadre IAS, has been appointed as joint secretary in the department of fertilizer.
30. Ranjit Punhani, 1991 batch Bihar cadre IAS, has been appointed as joint secretary in the ministry of home affairs.
31. RA Rajeev, 1987 batch Maharashtra cadre IAS, has been appointed as joint secretary (finance) in the department of atomic energy, Mumbai.
32. J Rama Krishna Rao, 1985 batch Bihar cadre IAS, has been appointed as joint secretary in the department of defence production.
33. Sudhir Kumar, a CSS officer, has been appointed as joint secretary (administration) in CBDT under the department of revenue.
34. Praveen Prakash, 1994 batch Andhra Pradesh cadre IAS, currently joint secretary in department of higher education, has been appointed as joint secretary in urban development ministry.
35. Rakesh Kumar Singh, 1989 batch Kerala cadre IAS, and joint secretary in petroleum ministry, has been appointed as joint secretary in department of agriculture and cooperation.
36. Uday Singh Kumawat, 1993 batch Bihar cadre IAS, presently on compulsory wait in agriculture ministry, has been appointed as joint secretary in department of revenue.
37. Anil Kumar Singh, 1995 batch UT cadre IAS, presently on compulsory wait in the ministry of youth affairs and sports, has been appointed as joint secretary in the ministry of power.
38. Dr G Anupama, 1991 batch Haryana cadre IAS, currently on compulsory wait in culture ministry, has been appointed as joint secretary in the department of scientific and industrial research.

  1. Out of these 38 new appointments, 33 are IAS officers and only 5 are non-IAS. These 5 non-IAS comprised 1 CSS, 1 IPoS, 1 IDAS, 1 IAAS & 1 IRPS. Wah... IAS lobby wah... you have achieved it once again. You have hijacked this new government also. Modiji needed some serious reform here. Please look beyond what is fed to you by the self serving IAS lobby.

  3. Keep appointing and maintain the "STATUS QUO" of the IAS cade. This is the reason why India is a poor 3rd world country.

    India or Indian's will never ever come up to the economic might and social change of either the Europe, West and East Asia (i.e. Japan, China, Singapore and few others).

  4. IAS /FS is and will remain an elite service whichever government comes . No one can compromise our domestic and external requirements to manage and execute policies . One should reconcile to this mere fact that top service of our nation remains to be IAS/FS no matter how much one grunts over it !

  5. The IAS have a definite agenda-cozy up to the politico-corporate nexus, subvert the democratic institutions,harass the common citizens and maintain hegemony. No other service or organization can really challenge them.They will continue to keep the country backward and underdeveloped through their loot of public money and mismanagement. Only a true democratic movement for genuine democracy can end their supremacy.It will take some more time to organize itself.

  6. India will continue to lag behind in all fields unless we switch over to the ''specialist system.' An IRS should become the Finance Secy, a Doctor should be our Health Secy, an IPS officer should be Home Secy, An academician should be Edu. secy, Secy M/O I. Broadcasting should be from IIS....so forth..

  8. Every unjust system will have its end. Some may take days, some months, some years, some decades but end is inevitable. The unjust hegemony of IAS will also end one day. One can only hope its sooner than later. The British imperialism was replaced by the IAS hegemony in 1947. Just like the British, the shadow of the IAS will also vanish from this country. The movement against IAS is gaining ground and one day it will flourish no matter how much backstabbing and intrigue the IAS lobby does.

  10. Crores of Indians dreamt of independence during British time and white people kept on repeating that the sun never sets in British empire. Now Great Britain almost lost its own backyard (Scotland). So this anonymous IAS can keep on repeating "keep dreaming you CS wallahs".   11. Modi is a person from State having successfully worked with IAS beaurucrats so naturally he will be at ease with IAS and the position of IAS is likely to achieve dominance.
    On the other hand Manmohan Singh had worked with central services specifically IES so he was sympathetic to Central Services and he increased bargaining position of other services and in a way IAS position was challenged under him.
    Despite the debate Modi effect is visible and few very good officers have been chosen. Kudos to Modi.

  14. IAS officers are just a those officers who were ranked first in an exam some time ago. Due to that, they have served in areas where they gathered more holistic experience. Rather than departments working in silos which would be the case if we appointed specialists to head departments, I think it is imperative that we have people feom the same service at the top to ensure some amount of concerted effort by ministries.

We have these guys in abundance.. babus,collectors,IAS officers,Politicians,Ministers and their kin. For once in decades, a ray of hope is being seen by the public other than the scoundrels named, with the coming of Modi. For once, the Babu's are getting sore backsides. LOL

  17. Bureaucrat, Businessman, Politician nexus is formulating policies in the country at present. As a result, India is remaining as a developing country. Every Department needs a domain specific scientific Adviser and not IAS cadre officer to formulate policies. Administrators can only administer a policy, they cannot and shouldn’t advise on policy formulation. The present Govt should bring the much needed change in the Governance, by according due importance and power to the domain specific scientists, researchers and technocrats.
