Babus in Demand: JS ranked officer required to head new PSU BBNL

nominate names of joint secretary-ranked officers to fill up the post of CMD of the PSU that comes under the administrative control of the department of telecommunication. The selected officer will be posted on a deputation basis.
Only those officers who have been empanelled to hold joint secretary or equivalent posts at the Centre under the Central Staffing Scheme, may be recommended to DoPT along with cadre clearance, vigilance clearance etc.
The post is a non-central staffing scheme to be filled up through the civil service board (CSB) procedure.
Incorporated in February 2012, BBNL is a special purpose vehicle set up under Companies Act by government of India with an authorized share capital of Rs 1,000 crore. And it is planning to lay incremental fiber in 2.5 lakh Gram Panchayats spreading over 6,600 blocks and 641 districts. Incremental fibre to connect to Gram Panchayats will be laid where existing fibres of PSUs such as BSNL, Railtel and Power Grid are missing. The new CMD will play a key role in executing the project.
The company was granted National Long Distance Operating (NLDO) license by the DOT with effect from April 1, 2013.

  1. why not take someone frm pvt telecom firms with proven experience in this than a JS who has no domain knowledge and expertise in this

  2. Basically as a BBNL project head the work involves coordinating the activities of BSNL, RAiltel, Power Grid with the various local govt bodies...hence the need for a JS level GoI officer than somebody from the pvt sector.
