Young IAS officers deployed in security arrangement of Gujarat's Rath Yatra

Quoting an unnamed crime branch official, a Times of India report says that IAS officers would be a part of the mobile team following three chariots at Bhavnagar, Surat and Anand. The move is unique in itself, as IAS officers are not equipped to handle large security arrangements, and IPS officers are trained mainly for that. Nor do IPS officers allow IAS to get into the nitty-gritty of security arrangements which is traditionally police officers' exclusive turf. But the change was engineered mainly to give a few young IAS officers a first-hand experience of tackling law and order before they join as district magistrates. The names of those four officers and their batches are not known.
In Ahmedabad, where the procession passes through communally sensitive areas, Unmanned Aerial Vehicles (UAVs) are being deployed  to conduct aerial patrolling and click digital photographs.

Musical Chair for Gairola?
Sangita Gairola, a 1977 batch Rajasthan cadre IAS officer, who was moved from the post of culture secretary to youth affairs secretary only a few days ago, is now appointed as secretary in the department of ex-servicemen welfare under the ministry of defence, in place of Rajiv Gupta, a 1979 batch Uttarakhand cadre IAS who in turn has become secretary, youth affairs.

Action and Appointments
a) The ACC has approved re-employment of Shafi Alam, a 1977 batch Bihar cadre IPS officer as Director, National Crime Records Bureau (NCRB) on a contract basis on the existing terms and conditions for the post beyond the date of his superannuation, i.e. June 30, 2013 for a period upto December 31, 2013 with a direction that a successor may be appointed by the end of the current calendar year.
b) SS Chaturvedi, a 1990 batch Manipur-Tripura cadre IPS officer, will now be an Inspector General of Police in the country's elite security force, SPG. Earlier, Chaturvedi held the rank of a DIG.
