Government brings IAS, IPS, railway officers etc. in one place for interaction

THE government for the first time has put it in black and white that “officers remain confined to the domains of their respective services” in the absence of regular interactions among different wings of civil services, forcing it to call 50 mid-career IAS, IPS, Indian Forest Service and Railway officers in one place for a week-long workshop. They will be engaged in group activities, listen to lectures to be delivered by eminent personalities and even watch a movie together. Come April 29…
National Academy of Direct Taxes (NADT) will host the first-of-its kind inter-service workshop. The other national academies meant for IAS, IPS, railway personnel etc. will host similar week-long interactive sessions in future.
The DoPT, which is the cadre controlling authority of IAS officers, has asked all ministries and departments in Government of India and state governments to send nominations of suitable IAS officers having 12 to 14 years of seniority i.e. officers from the 1998 to 2000 batches for the event. Five IAS officers will be shortlisted for attending the inter-services workshop at NADT, Nagpur to be held between April 29 and May 3.
It is also proposed that annually, at least one Group A officer of 12 to 14 years of experience should be nominated by Central Services and All India Services for a similar workshop at different Academies of Central Services and All India Services. The minimum duration of such an event should be a week, with about 50 participants. The government will bear the expenses.
The composition of services in 50-batch session will be as follows: 5 IAS, 5 IPS, 5 Indian Forest Service, 2 Indian Foreign Service, 5 Indian Revenue Service (Income Tax), 5 Indian Revenue Service (Customs & Central Excise), 2 Indian Audit and Accounts Service, 2 Indian Railway Traffic Service, 2 Indian Railway Personnel Service, 1 Indian Railway Accounts Service, 2 Indian Postal Service, 1 Indian Civil Accounts Service, 1 Indian Defence Accounts Service, 1 Indian Trade Service, 1 Indian Defence Estates Service, 1 Indian Corporate Law Service, 1 Indian Information Service, 1 Indian P & T Accounts & Finance Service, 1 Indian Ordnance Factories Service, 2 Indian Economic Service, 1 Indian Statistical Service, 1 Indian Legal Service, 2 Central Secretariat Service, according to a concept paper released as a part of an office memorandum dated March 28, 2013.

  2. Surprising that important services like IRSME,IRSE,IRSEE etc are being persistently ignored. These services not only play a lead role in Indian railways but also in whole Indian economy. Prejudice for these key services reflects the poor mindset of bureaucracy.

  3. Thats a great development. Actually batch camaraderie will be established between the officers of all civil services in a batch during the combined 3 month Foundation Training Course conducted immediately after clearing the civil services examination. But since 2008 batch onwards, even the Foundation Training is being given in 3 or 4 institutes by separating the batch in to 3 or 4 groups owing to larger batches. The esprit-de-corps is lost here itself. the Foundation Training should be again combined and be given at a training institute which is big enough to accommodate the entire batch.

  4. In India, there are just two services. One is civil services and the other is defense services. Civil services includes those who come from civil services exam and also those who come from engineering services exam. IN earlier days officers from engineering services exam were also having their Foundation Training at Mussourie. As batches grew bigger and bigger, they were the first to be denied entry to Mussourie. In this recent development made by DoPT, by not including those services, it has taken another retrograde step.

  5. Wonder why the engineering services of railways have not been included. Everybody knows that IRTS and IRSE wield more clout than any other service in railways. Ignoring IRSE at the cost of services like IRPS is indeed chimerical.

    1. Wonder why there are two exams, one known as "civil service exam" and the other "engineering service exam"? Engineers may be govt employees, but they are not civil servants, they are technicians. So be happy in your little corner

  6. Do not ignore the HR manager and now IRPS is par with any other service.Globally all organization is facing tough time to manage,burning example of maruti incident.but you r safe and sound due to IRPS in railways.

  7. the ignorance of Engg Services can not be justified. the services like IRSE, IDSE, CES, CWES, BRES are not inferior to any other. how can one ignore the creators of infrastructure. the participation should be resorted on the basis of cadre strength etc.
