2 IAS officers deemed to have resigned; where are other missing bureaucrats?

IN THE last three months, the government has issued notification on two officers, 1991 batch LV Nilesh and now 1999 batch MP cadre Anil Yadav, as deemed to have resigned from IAS, as they were on unauthorized leave for a long period. In case of Nilesh, it took the government 12 years to act under 7(2) of the All India Services (Leave) Rules, 1955, as the officer had joined Microsoft in US way back...
in 2000, as Nilesh Londhe. According to DoPT records, 38-year-old Anil Yadav’s last posting was the collector in Seoni district of Madhya Pradesh. He had also worked as an additional commissioner in commercial taxation department in Indore.
The other officers who are on unauthorized absence from duties are 1992 batch Assam-Meghalaya cadre IAS Alok Khare, 1991 batch Sikkim cadre IAS Amit Kumar Jain, 1983 batch West Bengal cadre IAS Amitabha Mukherjee, 1996 batch Himachal Pradesh cadre IAS Rahul Anand, and two 1980 batch UP cadre IAS, Shishir Priyadarshi and Sanjeev Ahluwalia, to name a few. 
According to DoPT records, Khare has been on an unauthorised leave since January 1, 2009. Amitabha Mukherjee of West Bengal cadre has been absent since 2001. The DoPT has slapped a notice on Mukherjee, who was on a deputation to World Bank between 1996 and 2001, for recovery of Rs 13.40 lakh. Rahul Anand who had a masters degree from Harvard University decided to stay back in US and joined International Monetary Fund. According to some reports, he wants the government to extend his leave till 2013. DoPT records show Anand’s last posting was deputy commissioner in Hamirpur district till June, 2005.
Shishir Priyadarshi had served in WTO for eight years, first during 1997-2000, and then between 2002 and 2007. In 2001-02, he was with UNDP. From September 2009, the official records say “posting awaited”. His batch-mate Sanjeev Ahluwalia was a joint secretary in the ministry of disinvestment in 2002-2005 before joining the World Bank as a consultant. He was given assignment in Africa.

Action and Appointments
a) Ajit M Sharan, a 1979 batch Haryana cadre IAS, has been appointed as Member Secretary, National Commission for Women.
b) Rajiv Mehrishi, a 1978 batch Rajasthan cadre IAS, has been appointed as secretary in the ministry of Overseas Indian Affairs in the vacancy of Parvez Dewan, who was shifted to the ministry of tourism.
