Government attempts to curb overstaying of All India Services officers on Inter-cadre deputations

MULLING over changing your cadre and overstaying in the state of your choice for an extended period? It could increasingly be difficult thanks to an office memorandum issued by the Appointments Committee of Cabinet (ACC) under the department of personnel and training (DoPT) on December 11, 2009.
In fact, in a serious attempt to prevent overstay of All India Services officers on Inter-cadre deputations, the ACC in the memo made it very clear that the state government should submit the proposal for the extension in Inter-cadre deputation of officers at least three months in advance of the completion of period of Inter-cadre deputation to the cadre-controlling authorities. The cadre controlling authorities include DoPT, ministry of home affairs (MHA) and ministry of environment and forests (MOEF).
The move could make it difficult for the officers to overstay in a cadre on deputation as the cadre controlling authorities are asked to "closely monitor the Inter-cadre deputation of the AIS officers to ensure that the officers on Inter-cadre deputation are relieved on the completion of their deputation period and report back to their parent cadre," the office memo said. In case of Chandigarh administration where certain posts are manned by IAS or IPS officers taken on Inter-cadre deputation from Punjab and Haryana, the action should be initiated by the MHA (UT division) well in advance of the completion of the Inter-cadre deputation period of an officer so that his successor is in place on the date of relieving of the outgoing officer, the memo said.

a) The Appointments Committee of the Cabinet has approved the proposal for inter-cadre transfer of Ms Neelima, a 2008 batch IAS of West Bengal cadre from West Bengal to Punjab cadre.

  1. It will be quite difficult for the DoPT to enforce stingent measures on cadre change as many officers sometime genuinely need for Inter-cadre postings for longer period.

  2. That is correct. Moreover, these orders always remain a goal post and "Influencers" are hardly bothered by those.
