IAS officers reportedly sabotage a fellow IAS receiving a prestigious state award of Chhattisgarh

A LAST minute decision of debarring public servants from receiving state awards by the Chhattisgarh government forced an IAS officer to face the humiliation of reaching an award venue only to return empty handed. A Chhattisgarh cadre IAS officer of 1999 batch Sonmoni Borah reached an award function in state capital Raipur on November 1 only to realise that his name was deleted at the last moment reportedly at the behest of a few senior IAS officials close to chief minister Raman Singh. Shahid Veer Narayan Singh Award, which is conferred every year on the state’s Foundation Day, was earlier received by an IPS officer Ramesh Sharma, now IG of Bilaspur. Mr Borah, the Bilaspur district collector, was selected for this year's Shahid Veer Narayan Singh Award for his “exemplary service in the field of development” among tribal and backward communities by a committee under the chairmanship of Sohan Potai, a tribal MP from Kanker and four other tribal MLAs. Significantly, diktat from the Chhattisgarh government came at a time when Department of Personnel & Training (DoPT), which maintains the profiles of IAS officers, has decided to include awards, citations, articles, books etc.in the Executive Record Sheets, or ER sheets of IAS. Sources said that Borah’s name was deleted at the last moment following a section of senior civil servants of the state raising an objection and conveying their views to chief minister Raman Singh who was then in South Africa.
Home secretary Pillai leaves for Kathmandu today for high level talks The Union home secretary G K Pillai is leaving for Kathmandu today for home secretary level talks between India and Nepal. The talks will be held on the 6th and 7th October. During his visit, Mr Pillai is likely to call on the Prime Minister and Home Minister of Nepal. The last home secretary level talks between the two countries were held on 31st October and 1st November, 2008 in New Delhi. Action & Appointments a) D R Meena, ILS, presently additional secretary, department of legal affairs, has been appointed as secretary department of legal affairs for a period of one year from the date of assumption of charge of the post in place of T K Viswanathan, ILS who completed his tenure on 31st October, 2009. b) Ms Kiran Dhingra, a 1975 batch UT cadre IAS and secretary in the ministry of housing and urban poverty alleviation will hold additional charge of the post of secretary in the ministry of shipping for a period of three months with effect from 1st November, 2009. c) The competent authority has approved the induction of Ashok Tewari, a 1993 batch IPS from Himachal Pradesh cadre as DIG in the CBI for a period of 5 years in accordance with the IPS Tenure Policy, 2000 with effect from the date of his joining in the CBI.

  1. There's nothing unusual about it. Many bureaucrats themselves don't want fellow officers coming into limelight! But what to do? From T N Sesan to Kiran Bedi, some officers are more famous than the rest. -- Bansal

  3. Sonmoni did a splendid job of planting bio-fuel trees in Chattisgarh. He was credited with the plantation of 4m Jatropha plants in one day in Kabirdham district; which is a Limca Book of Records entry. He must have crated a jealous band along the way!

  4. A fact about IAS officers, as I have known few from college days. Most of them are intricately been part and parcel of corruption in India. Few are good, however, most of them are bad. Greed is so much, because there is very little accountability. To be a successful IAS/IPS/IFS officers, one of them have to be within the fraternity brothers. There is an unwritten preamble within the culture of Civil Servents, that if you "scratch my back, I will scratch yours". The last 10-years of a civil servants professional life is spent on collecting awards, selecting the next generation of servants (who has been their cheerleaders), and involving in all kind of bribery so that they can fulfill their excellent retirement life (at the same time throw lavish weddings for their son & daughters). The bureacracy and wide spread corruption has permeated all forms of India's governance and caused scores of years of setback in country's development and progress. When will this stop!

  5. Execellent work by Mr. Borah.

    When Mr. Borah was selected for the IAS service 10 years back he specifically stated that it is just a means to "change the socity" and today he is performing his duties efficiently towards a greater cause.

    I wish him all success and in my understanding medals are just a means of appreciation of efforts, nothing more.

    Controversies are bound to arise unless you are a deaf frog!!

    So just pose a deaf ear and continue with your duties. Just the way " Sun " does it, everday.................

  7. Old characterless bureaucrats licking the boots of Old characterless politicians even for awards is heights of greediness. Y cant he buy one dozen trophy and ornament his bunglow with the croppution money kept in others name? I think that would be better... People know who is what. Does anybody need an introduction in public service.

  8. we citizens r good at pointing fingers at others saying some IAS officer is corrupt or MLA is corrupt. We don't realize how corrupt we are. For example:

    > Many of us bribe the traffic police to pay less fine when we r at fault..

    > Many of us submit fake rent receipts/medical bills in IT returns..

    > We bribe Railway TC to get seats at last minute/ for paying less fines..

    The list can continue endlessly, when we as citizens could have been non-corrupt, but since it is benefiting us, we did not give a second thought to use it.

    IAS/MLAs come from the same dirty society... Only the scale of corruption varies owing to the position, but the phenomena remains the same "GREED" !

  10. How much does an IAS officer earn in his 1st ten, 2nd ten, and 3rd ten years of service?

    I really want to do IAS, but I always read politicians will make life of honest-IAS officer difficult. That stops me as to why I need to work so hard, go to a post that only hurts me after sometime. But I again continue to study and again I stop..

    I want to be rich and powerful too and all this not at the cost of others/poor/public.

    Could any one please clarify this for me?

  11. I hear news that MLA of my town has earned over 1000 corers. And IAS officers will always go behind less-educated politicians, and stand in front of them like a very small and afraid person. I dont like this.

    IAS officer will have world of knowledge and they shouldn't be afraid to talk to politician and should get more public exposure than a politician...And get an image as the real builders of the nation and not the politicians of any city/town...

    Each MLA gets 25 lakh per month from government offices + money from other sources, deals, their businesses, etc. That is all black money. If you visit their houses you'll see how they spend money. Why does this happen when they are supposed to help poor and the public in need.

    As soon as politician comes to power, he will build colleges and long term income sources for his family or textile or other factories..

    All this makes me sad as to why I need to IAS and follow these corrupt people..

    I posted questions to many IAS officers but none gave the reply. I am in search of answer from last 3 years and for which I am not able to study for IAS, only a clear answer will give me energy to study for IAS...

    Could some one give a honest reply to this, please?

  12. He was not given the award because he belongs from Assam.Assamese people are not credited for their works because they dont have back support.
