Why does Indian government skip appointing full-time secretaries in shipping & higher education? Two women IAS made in-charge, for now

IN AN unusual move, the government has decided not to assign two important departments--- ministry of shipping and department of higher education, to any full-time secretaries, making many a secretary-empanelled aspirant baffled. Though both those posts fell vacant on October 31, 2009, the government preferred not to appoint any full-time secretary but took the route of allocating those departments to woman officers who are already handling fairly important departments. In fact, Ms Kiran Dhingra, a 1975 batch UT cadre IAS, and secretary of ministry of housing and urban poverty alleviation has been given additional charge of the post of secretary, ministry of shipping for a period of three months with effect from November 1, 2009. Similarly, Ms Anshu Vaish, a 1975 batch MP cadre IAS and presently secretary, department of school education and literacy, was given additional charge of the post of secretary, department of higher education under the ministry of human resource development for a period of three months. Though these two woman officers are considered to be efficient enough to handle additional assignments, but many in power corridors have failed to comprehend the motive behind the government's decision of not appointing full-time secretaries in higher education and shipping! Also, questions have arisen what's if the government makes it a norm and gives more such additional charges for a few more important departments like DIPP where secretaries are scheduled to retire by December end.
Envoys of 5 nations present credentials to President of India Five envoys presented their credentials to the President of India Pratibha Devisingh Patil at a ceremony at Rashtrapati Bhavan on Friday. The envoys were: Jaime Virgillo Nualart Sanchez, the ambassador of Mexico, Jose Maria da Silva Vieira de Morais, the high commissioner of Mozambique, Ara Hakobyan, the ambassador of Armenia, Alexander M Kadakin, the ambassador of Russia, and Robert Tachle-Menson, the high commissioner of Ghana. In her interaction with the envoys, the President said that the global agenda was now full of complex issues such as terrorism, climate change, energy security and eradication of poverty, hunger and disease. The President felt that there was a necessity for developing an equitable world where all can live with dignity, which requires clear vision, determined action and the need for nations to work together. The credential presentation ceremony was attended by the senior members of the missions, senior officials of the ministry of external affairs and Rashtrapati Bhavan.

It is not right to depute a person on additional post since no works can be carried out for betterments until & unless some one is fully devoted to one & only one type of job, so that he can think of some thing better or the best one,I had heard the name of my sister KIRAN DHINGRA from the mouth of our area MP Shri MAHABAL MISHRA, when we of all India ex-service men co- ordination committee went to meet him recently in his house, today it has come to me on my computer, her profile, indeed she is bright and bold to say like MADAN LAL DHINGRA who is in history of our bold BHARAT, when we used to say truth & universal facts but today there are very very few persons who still do the right things without any fear, other wise every body has learnt the wrong version of praising wrong persons to gain only for themselves, let our country go to some one, what they will loose, nothing, only they will be benefitted.That is why our country has not gained any thing even after getting independence but lost every thing like MONEY LOST IS NOT LOST ANY THING BUT CHARACTER LOST IS EVERY LOST, HENCE WE HAVE LOST EVERY THING NOW A DAYS.
    LORD MACAULAY ADDRESSED TO THE BRITISH PARLIAMENT ON 2ND FEBRUARY,1835 had said that he travelled across the lenth and breadth of our BHARAT and had not seen a single person who was a beggar, who was a thief ,and such a wealth seen by him with such high moral values, people of such high caliber which he had once thaught of never conquering our BHARAT, but they sucseeded in breaking our country, our unity and thus broken the very backbone of our nation BHARAT , which was our spiritual and cultural heritage with old & ancient education system by their ENGLISH & FOREIGN, THINKING AS GOOD AND GRATER THAN OUR OWN VALUES . Thus we lost our self esteem, our native culture. Hence lost every thing and started calling our beloved MOTHER, WHO WAS OUR FIRST GOD,GURU & FRIEND, THEN OUR CREATER FATHER AND STARTED CALLING MUMMY DADDY WHO BECAME DEAD SINCE THEN AND WE BECAME EVEN WORST THAN EVEN ANIMALS WHO DO NOT HAVE ANY SHAME TO DO ANY ACT.
    LET US ONCE AGAIN BECOME THE SAME, WHAT WE WERE UNITED,PROSPEROUS HEALTHY WITH OUR NATURAL RESOURCES AND WE WERE ALWAYS GIVING , NOT TAKING ANY THING FROM ANY ONE. TIME HAS COME WHEN WE CAN STAND UP AND SAY, LOOK WE ARE ONCE AGAIN THE SAME, COME AND HAVE IT BY REQUESTING, NOT BY YOUR POWER. AS IT IS WE ARE MORE POWERFUL THAN ANY ONE ELSE
