AS MANY as 80 senior officers, all at the rank of union joint secretary or additional secretary, have been appointed as Prabhari officers for MSME hubs. The officers are expected to lead a team of personnel from banks, EPFO, ECIS, SIDBI, DICs etc. and work in close collaboration with the state government and the district administration at the ground level for promoting micro and medium industries. The focus will be on the issues such as ease and access to credit, ease of cash flow, access to market, coverage of employees under social security benefits, quality certification, sectoral ministry interventions et al. LATE last week, the government empanelled 54 IAS officers as union secretary or secretary-equivalent and as many as 96 IAS officers as union additional secretary. IT’S still not easy for non-IAS officers to move up to the rank of an additional secretary, as majority of them end up retiring at a level equivalent to union joint secretaries. But things are changing, albeit slowly. In mid-January, or January 12 to be precise, the government issued an order appointing 13 officers — they belonged to IES, IRPS, IAAS, IRS IT, IRSME, ISS, IDAS, CSS, IRPS — as union additional secretaries.
