THE Appointments Committee of the Cabinet (ACC) on Sunday approved the appointment of 14 officers at the rank of GoI joint secretary or joint secretary-equivalent. Out of those officers, only five are IAS officers. Another highlight of the Sunday's appointments is, eight out of 14 newly-appointed JS happen to be women officers. Full list is here below:

EARLY this week (January 22 and 23), the Central Government appointed as many as nine Central Vigilance Commissioners (CVOs) in various central public sector enterprises (CPSEs) and central authorities including NHAI, Coal India Ltd, Dedicated Freight Corridor Corporation of lndia Ltd. etc. The new CVO appointments carry two broad trends. IN A major bureaucratic reshuffle, the Central Government on Tuesday appointed 30 officers as GoI joint secretary or JS-equivalent. Among the newly-appointed JS, 13 are from IAS and 17 non-IAS. AS MANY as 15 officers from various services on Tuesday were empanelled as union joint secretaries or joint secretary equivalent. Whereas six of the officers belong to Indian Revenue Service (Customs and Central Excise) and three from Indian Statistical Service, there is one officer each from the following services: Indian Railway Service of Mechanical Engineering (IRSME), Indian Forest Service (IFoS), Indian Ordnance Factories Service, Indian Post and Telecom Account and Finance Service, Indian Audit and Accounts Service and Indian Ordnance Factories Service. THE Central government on Tuesday appointed 14 officers as joint secretaries, out of whom as many as 11 belonged to non-IAS, something not seen till some years ago. IN A mega bureaucratic reshuffle on Monday, the Central government appointed or laterally transferred as many as 30 joint secretary or joint secretary-equivalent officers. LATE last week, the union government appointed five director/deputy secretary-ranked officers in various ministries. All happened to be non-IAS. Whereas an IRS-IT officer was chosen as the director of National Gallery of Modern Art, an Indian Trade Service officer found a berth in the department of justice. THE government on Saturday appointed 20 officers at the rank of secretary, additional secretary or joint secretary, the key highlight being the appointment of seven non-IAS as union additional secretaries. IT’S still not easy for non-IAS officers to move up to the rank of an additional secretary, as majority of them end up retiring at a level equivalent to union joint secretaries. But things are changing, albeit slowly. LAST Friday, the government announced the appointment of five officers belonging to various Central Group “A” services in the ministries such as home affairs, mines, commerce and also in the department of investment and public asset management that comes under the ministry of finance. THE Appointments Committee of the Cabinet (ACC) on Thursday approved the appointment of 21 joint secretaries and also prematurely repatriated a Kerala cadre IAS officer. Significantly, out of 21 new joint secretaries, only four belong to IAS. The new joint secretaries include four Indian Defence Accounts Service (IDAS) officers and two each from IRS-IT and Indian Forest Service (IFoS). Also, a postal service officer has become joint secretary in the department of agriculture and an officer belonging to the income-tax department is placed as joint secretary in the ministry of earth sciences. LAST week, the Central government gave its nod to appoint 16 new joint secretary-ranked officers, the highlight being 10 out of 16 officers getting handpicked from non-IAS services, thereby making it a point that the government no longer chooses talent only among IAS officers for senior posts in key ministries. Also, in seven cases out of 16, non-IAS officers were picked up to replace existing IAS officers including in key ministries such as the ministry of home affairs (MHA) and the department of financial services under the ministry of finance.
