IN A mega bureaucratic reshuffle at the Centre on Friday evening, the government either appointed or elevated the rank of at least 24 senior bureaucrats, mostly to the rank of union secretary. The main highlight of the reshuffle though was the appointment of a number of bureaucrats as OSD in the ministries like petroleum, commerce, steel and food processing, well ahead of their eventual taking over as secretaries in those ministries. New steel secretary, for example, will take over only after three and half months. Here is the list of 24 new appointments:
1. Binoy Kumar, 1983 batch Telangana cadre IAS and special secretary in logistics under the department of commerce, has been appointed as officer on special duty in the ministry of steel. The officer will take over as secretary, ministry of steel on superannuation of Ms Aruna Sharma, 1982 batch Madhya Pradesh cadre IAS on August 31, 2018. Binoy Kumar will continue to hold additional charge of the post of special secretary, Logistics, until July 31, 2018.
2. Ms Nilam Sahwney, 1984 batch Andhra Pradesh cadre IAS and secretary in Central Vigilance Commission, has been appointed as secretary in the department of social justice and empowerment.
3. Ms Rina Ray, 1984 batch AGMUT cadre IAS and special secretary in the department of school education and literacy, has been appointed as secretary in the department of school education and literacy, on superannuation of Anil Swarup on June 30, 2018.
4. Amit Khare, 1985 batch Jharkhand cadre IAS, presently in the cadre, has been appointed as secretary, department of information and broadcasting, on superannuation of NK Sinha, 1980 batch Bihar cadre IAS on May 31, 2018.
5. Ms Pushpa Subramanyam, 1985 batch Telangana cadre IAS and special secretary in the ministry of textiles, has been appointed as officer on special duty in the ministry of food processing industries. The officer will take over as secretary, ministry of food processing industries on superannuation of JP Meena, 1983 batch Assam cadre IAS on August 31, 2018.
6. Deepak Khandekar, 1985 batch Madhya Pradesh cadre IAS, presently in the cadre, has been appointed as secretary, ministry of tribal affairs when Ms Leena Nair, 1982 batch Tamil Nadu cadre IAS, retires on June 30, 2018.
7. Anup Wadhawan, 1985 batch Uttarakhand cadre IAS and special secretary in the department of commerce, has been appointed as officer on special duty in the department of commerce. The officer will take over as secretary, commerce on superannuation of Ms Rita Teotia, 1981 batch Gujarat cadre IAS on July 31, 2018.
8. Dr MM Kutty, 1985 batch AGMUT cadre IAS and special secretary in the department of economic affairs, has been appointed as officer on special duty in the ministry of petroleum and natural gas. The officer will take over as secretary, ministry of petroleum and natural gas on superannuation of KD Tripathi, 1980 batch Assam cadre IAS on June 30, 2018.
9. Sailesh, 1985 batch Assam cadre IAS and Registrar General of India, has been appointed as secretary in the department of official language. The officer will continue to hold additional charge of the post of Registrar General of India.
10. Ms Veena Ish, 1985 batch Andhra Pradesh cadre IAS and additional secretary in the department of land resources, has been appointed as special secretary in the department of land resources, by temporarily upgrading the post.
11. J Rama Krishna Rao, 1985 batch Bihar cadre IAS and secretary in National Commission for Minorities, has been appointed as secretary, National Commission for Minorities in the rank and pay of secretary, by temporarily upgrading the post.
12. Pawan Kumar Agarwal, 1985 batch West Bengal cadre IAS and chief executive officer (CEO) of Food Safety and Standards Authority of India (FSSAI), has been appointed as Chief Executive Officer, Food Safety and Standards Authority of India (FSSAI), in the rank and pay of secretary, by temporarily upgrading the post.
13. Sanjay Bhatia, 1985 batch Maharashtra cadre IAS and chairman, Mumbai Port Trust, has been appointed as chairman, Mumbai Port Trust in the rank and pay of secretary, by temporarily upgrading the post.
14. Yogendra Tripathi, 1985 batch Karnataka cadre IAS and chairman and managing director in Food Corporation of India, has been appointed as chairman and managing director (CMD), Food Corporation of India, in the rank and pay of secretary, by temporarily upgrading the post.
15. Atanu Chakraborty, 1985 batch Gujarat cadre IAS and director general of hydrocarbons, has been appointed as secretary, department of investment and public asset management.
16. Saraswati Prasad, 1985 batch Assam cadre IAS and additional secretary and financial adviser, ministry of steel, has been appointed as special secretary and financial adviser in the ministry of steel, by temporarily upgrading the post.
17. Ms Shalini Prasad, 1985 batch UP cadre IAS and additional secretary, Panchayati Raj, has been appointed as special secretary, Panchayati Raj, by temporarily upgrading the post.
18. Sumeet Jerath, 1985 batch Assam cadre IAS and additional secretary and financial adviser, ministry of external affairs, has been appointed as special secretary and financial adviser, ministry of external affairs, by temporarily upgrading the post.
19. Ms Usha Sharma, 1985 batch Rajasthan cadre IAS and Director General, Archaeological Survey of India, has been appointed as Director General, Archaeological Survey of India, in the rank and pay of secretary, by temporarily upgrading the post.
20. Heera Lal Samariya, 1985 batch Telangana cadre IAS and additional secretary in the ministry of labour and employment, has been appointed as secretary, ministry of labour and employment.
21. Rabindra Panwar, 1985 batch Bihar cadre IAS and additional secretary and financial adviser in the ministry of home affairs, has been appointed as special secretary and financial adviser, ministry of home affairs, by temporarily upgrading the post.
22. N Baijendra Kumar, 1985 batch Chhattisgarh cadre IAS and CMD of the National Mineral Development Corporation, has been appointed as CMD, National Mineral Development Corporation in the rank and pay of secretary, by temporarily upgrading the post.
23. GC Murmu, 1985 batch Gujarat cadre IAS and additional secretary in the department of revenue, has been appointed as special secretary in the department of revenue, by temporarily upgrading the post.
24. Arun Goel, 1985 batch Punjab cadre IAS and additional secretary and financial adviser in the ministry of labour and employment, has been appointed as additional secretary in the ministry of culture until completion of his extended tenure on May 3, 2019 or until further orders.
