Chhattisgarh, West Bengal have spared the least number of IAS for Central deputation; more than the prescribed number of Kerala IAS in Delhi now

Chhattisgarh and West Bengal are the two states that have spared the least number of IAS officers for Central deputation, if the proportion of the IAS on Central deputation to the central deputation reserve (CDR) is factored in, according to a DoPT letter where the Centre requested the states to spare more officers for the Centre. According to the data as on October 31, 2017, as cited in the letter dated December 11, 2017, there are only…
five officers belonging to Chhattisgarh cadre at the Centre whereas the number should have been 31. The state has 160 IAS officers. So far as West Bengal is concerned, there are only 11 officers in Central deputation whereas the number should have been 56. West Bengal currently has 261 IAS officers. The other states that have spared comparatively less number of IAS officers to the Central government include Rajasthan (13 in lieu of 50; 26%), Maharashtra (20 in lieu of 65; 30%) and Madhya Pradesh (25 in lieu of 75; 33%).
On the other hand, the states from where a sizeable number of IAS officers are now working at the Central government include Assam-Meghalaya (38 in lieu of 45; 84%), Himachal Pradesh (22 out of 26; 84%), Bihar (36 in lieu of 48; 75%), Manipur (12 out of 18; 66%), Tripura (10 out of 15; 66%) et al. Kerala deserves a special mention as it’s the only state in the list from where more than the prescribed number IAS officers are currently on Central deputation. Kerala’s authorised strength of IAS officers is 231 whereas 141 is its actual strength. If the actual strength is taken into account, there should have been 30 officers on Central deputation (central deputation reserve). But as on October 31, Kerala had 32 IAS on Central deputation (32 in lieu of 30; 106%).
In total, there are 493 IAS officers in Central deputation whereas the number should have been 1,051, according to DoPT data. In percentage terms, only 46% of the total number of IAS officers who should have been spared by the states for Central deputation, are actually with the Centre. The authorised strength of IAS officers is 6,500; the current strength is 4,994.
