IAS officers. The officers expressed concern about acute stagnation in DANICS services which, they alleged, not only leads to financial loss but also denies the opportunity to grow in career, said a statement issued by the government after a delegation of DANICS Officers’ Association led by its president Vishvamohan and general secretary Balwan S Jaglan called on minister Singh last week. Many of the officers even retire without getting a chance to be IAS at all. As the delegation alleged, the worst-affected ones have always been the SC, ST officers because many of them joined the service late due to the age relaxation available to them.
DANICS officers are posted on crucial administrative assignments in union territory areas of Delhi, Daman, Diu, Dadra, Nagar Haveli, Andaman and Nicobar and Lakshadweep. The members of the delegation further explained to the minister that they were performing their duties in “arduous and difficult situations, but feeling disillusioned because of delay in their career progression”.
DANICS officers are posted in different positions such as DM, ADM, SDM, special commissioner, special secretary, additional commissioner, additional secretary, deputy commissioner, deputy secretary etc.
Earlier this month, a delegation of the Central Secretariat Stenographers' Service (CSSS) Association, called on minister Singh, seeking his intervention for parity in pay fixation and related issues. According to the memorandum, while applying Rule 8 of CCS (RP) Rules 2008, the pay of direct recruits and new entrants is fixed at higher stage, when compared to the existing employees who were promoted in the same grade. This leads to “discrimination in the fixation of pay of Personal Assistants of one category vis-à-vis the other category”, a statement issued by the government said, quoting their allegation.
The Central or Cabinet Secretariat of India has 3 services which work under it. The Secretariat Service (CSS) and the other subsidiary services - Stenographers Service and Clerical Service.

The CSS Group A and B are king makers and backbone of Government of India.
CSS officer served as Joint Secretaries and also few Additional Secretaries (as per promotion and empanellment by ACC).
In the 1960s, there have been Labour Secretary and Education Secretary in Government of India also from CSS.
Indians do still behave like they are still colonised.
ReplyDeleteThe covenanted and uncovenanted category was created by the British, so, Indians who entered the ICS would be either posted as clerks or lower posts in the entire service.
The Civil services in India should transform from "IAS vs the rest" to "a service of brotherhood" for the welfare of people of India. Why should anyone enter IAS. What about other two All India and the 50 and more counting Group A services.
IAS currently is not a superior service. It has most corrupt and dumb people in it. In Coal Scam, Mining Scam, 2G scam and major other scams in the center and the states, IAS officers have been named and jailed in prisons in India.
DANICS should be proud to be an officer of the DANICS, rather than promoted "conferred" officer to the IAS.
Last of all, India had the superior IAS for last 60 years, that is still the reason why India is a poor and a 3rd world country. Thank God, China does not has this service.
