IN GOVERNMENT, individual officers can’t decide their own postings. The government issues an appointment or transfer order and whether an individual officers likes that post for not, there is no option but to take up the post. But in a few cases, officers refuse to accept a posting. In one such case, IRS-IT officer of…1993 batch Sardar Singh Meena failed to take over as chief vigilance officer (CVO) of government-run fashion institute, NIFT, Delhi. The government in turn debarred Meena from consideration of Central deputation for five years. It’s not just that, Meena can’t be considered for any foreign training, assignment or consultancy, according to an office memorandum issued last week, a copy of which was placed in public domain in DoPT’s official site.
The government cited a 2001 office memorandum while debarring the officer from taking up assignment in Central deputation for the next five years. “Shri Sardar Singh Meena, IRS(IT:93) was appointed as CVO in National Institute of Fashion Technology (NIFT), Delhi under the Ministry of Textiles vide this Department's O.M. No. 390/1/2015-AVD-III dated 25.08.2015. Since, Shri Sardar Singh Meena, IRS(IT:93) has failed to take over the charge of the post, his appointment as CVO, NIFT, Delhi is hereby cancelled…In terms of para 3(v) of this Department's O.M. No. 372/8/99-AVD-111 dated 18.01.2001, Shri Sardar Singh Meena, IRS(IT:93) is debarred from consideration for
central deputation for a period of five years w.e.f. 25.08.2015. In addition to the debarment from central deputation, Shri Sardar Singh Meena, IRS(IT:93) is also debarred from being considered for any foreign training and also from being given cadre clearance for being deputed on foreign assignments/consultancies abroad during the period of debarment”, the OM said.
Meanwhile, the government last week curtailed the tenure of 2000 batch Karnataka cadre Indian Forest Service officer MK Tripathi as private secretary of urban development minister M Venkaiah Naidu. Tripathi is now placed on compulsory wait. The reasons of his removal from the post are not clear.
The government also prematurely repatriated another Indian Forest Service (IFoS) — 2002 batch AGMUT cadre IFoS M Rajkumar who was director in the ministry of coal. But he has been prematurely repatriated on personal grounds, the order mentioned clearly.
