Know Your Babu: New DPE secretary Ameising Luikham belongs to a family of civil servants

Ameising Luikham, a 1981 batch IAS officer of Manipur-Tripura cadre, is the new secretary of the department of public enterprises (DPE), a department that makes policy for Central public sector enterprises which in turn employ as many as 13.5 lakh employees across India. An MA in history, Luikham hails from Ukhrul district of Manipur, a home of the Tangkhul Nagas, and is currently the only GoI secretary originally belonging to a North-Eastern state.
Considered to be an efficient officer, Luikhram belongs to a family of civil servants. His father Ramyo Luikham is the retired director of finance, Government of India.
For Luikham, DPE is not a new department. Between 1997 and 2001, he served as a DPE director. And between 2006 and 2011, he served as joint secretary in the ministry of minority affairs. He also served as MD of National Safai Karamcharis Finance and Development Corporation (NSKFDC).
Taking sabbatical from the service, Luikham in 1996 went to UK and did an MBA programme. He also participated in a tailor made two-week-long course on executive development in USA in the year 2009.
Significantly, the DPE makes the policies for the public sector companies, the contribution of which to Central exchequer can be understood from this simple piece of statistics: By way of Central duties, custom duties, corporate tax, interests on Central government loans, and dividends etc. the CPSEs contributed Rs 2,20,166 crore in 2013-14 -- the year for which the data is available.
And the networth of all 234 CPSEs went up from Rs 8,66,366 crore in 2012-13 to Rs 9,50,072 crore in 2013-14. And overall net profit of all CPSEs during 2013-14 stood at Rs 1,29,109 crore compared to Rs 1,14,981 crore in FY 2012-13, showing an increase of 12.29%.

  2. DPE is the most unimportant department of Government of India. Public Sector enterprises are under the control of their administrative ministry. This is not to deny that Mr Luikham is an outstanding officer.
