29th state, Telangana will formally be born on June 2, 2014 after which there will be two chief secretaries for the two states, and the existing Andhra Pradesh cadre officers will be distributed between two states. Such an exercise was done earlier in case of bifurcation of Bihar and Jharkhand, Madhya Pradesh and Chhattisgarh and also in carving Uttarakhand out of Uttar Pradesh. Whereas Sinha will chair this newly constituted panel, Andhra Pradesh chief secretary, MHA's special secretary (IS) and IG (Forests) under ministry of environment and forests will be its members. Additional secretary (services and vigilance) of DOPT will be the member secretary of the panel.
Sinha panel will also consider representations and comments made by the stakeholders with reference to determination of cadre strength and principles, after which the same will be placed on the respective websites of the three AIS for a period of one week. And then there will be a final call on the decision.
For the record, Sinha is a post-graduate from Patna university and also an MSc in development economics from London School of Economics. He held the posts of secretary in the department of chemicals and petrochemicals, department of rural development, DoPT etc. before becoming the chief vigilance commissioner.
Very bad choice. I wish good sense had prevailed and a better person was given the job. Pratyush Sinha as CVC took no initiative and did whatever his masters asked him to do. MMS Government could have waited, they appear in a tearing hurry to reinvent spent forces, old fossils & have their own men in position before new government is formed. Pratyush Sinha is known as a weak officer and has never taken a stand in his whole career. He was only minding the chair during his lack lustre tenure.
ReplyDeleteThere are situations in which expediency of commitment to governments policies may prevent an officer to act on his own. Pratyushji is an able son of India. Principled and focused.
